JOB ANNOUNCEMENT POSITION TITLE: Senior HR Officer (in charge of Performance & Talent Management) LOCATION: HEAD OFFICE (PHNOM PENH) VisionFund is seeking 01 qualified candidate to fill the position of Senior HR Officer (In Charge of Performance & Talent Management) based in Head Office. The incumbent is to coordinate and implement the job analysis, job evaluation (grading), staff performance management and talent management policies and strategies, also the employee relations. DUTIES AND RESPONSIBILITIES: Coordinate with department managers on the design or revisions the job (JD), ensure the up-todate job description and it is well communicated to the individual staff; Ensure all staff and managers are actively engaged in performance management activities throughout the financial year, particularly the annual appraisal; Take lead and coordinating the talent management process and program, including identifying, assessing, developing, and reviewing high potential talent; Maintain and update high potential talent list; Collaborate with line manager and learning and development unit to develop/conduct training programs that align with talent management strategy; Monitor progress, identify area for improvements or new initiatives on area of responsibilities; make timely recommendations/feedback to People and Culture (HR) Manager (PCM) for further actions; Assist HR Manager on matters related to HR review, policy updates, and employee relations matters. REQUIREMENT COMPETENCIES: Must understand and agree with VisionFund’s Vision, mission, purpose, values, and objectives; University graduate, in any field related to business administration; 2 or 3 years experiences in Human Resource, preferably in the area related to job analysis, staff performance management, staff capacity building, talent management, and succession planning; Strong analytical skills with ability to well manage the initiations with less supervision; Strong communications and presentation skills; Knowledge of employment legislation and HR best practice; Computer literate in MS Word, MS Excel, MS Power Point; Demonstrate high level of ethical commitments and trustworthiness. ** VisionFund offers candidates a competitive package based on education and experiences.
