The National Health Laboratory Service (NHLS) is a public health laboratory service
with laboratories across South Africa. Its activities comprise diagnostic laboratory
services, research, teaching and training, and production of sera for anti-snake
venom, reagents and media. At the core of the NHLS is next-generation pathology
excellence that supports the mandate of the Department of Health.
CHIEF EXECUTIVE OFFICER
(5-year performance-based contract)
The total remuneration is negotiable
The purpose of this role is to provide strategic vision, planning, and operational leadership to ensure
that the organisation’s operations are optimised in order to cost-effectively and efficiently serve the
pathology and laboratory health needs of the South African public health sector and National Health
Insurance going forward. This role is critical in ensuring the leadership and management of the NHLS.
Reporting to the Board of Directors, the CEO will be responsible for growing and maintaining the
organisation with excellence, vision and insight so as to effectively deliver on Board, shareholder
and employee expectations. The incumbent is required to build a strong and successful organisation.
Key Job Responsibilities:
Strategy formulation and implementation: • Collaborate with the Board to define and articulate the
organisation’s vision and develop strategies for achieving that vision • Develop annual operating
plans that support the strategic direction set by the Board and correlate with annual operating
budgets • Submit annual plans to the Board for approval • Determine the supporting structures and
culture required to support the organisation’s vision and mission. General management: • Promote
a culture that reflects the organisation’s values, encourages good governance, high-performance,
and rewards productivity • Recruit the best talent to fill the various strategic and operational roles
required to create organisational success • Foster and drive a people-centric organisation that is
focused on its strategic priorities and achieves its objectives. Client management: • Effectively gain
and maintain stakeholder support for the benefit of the NHLS • Serve as the spokesperson and
representative for the organisation • Assure that the organisation and its mission, programmes,
finances and services are consistently presented in a strong, positive image to relevant stakeholders
• Actively advocate for the organisation, its principles and values. People management: • Effectively
manage, coach and nurture the development of the human capital in the organisation • Effectively
translate and interpret the vision and objectives of the organisation through verbal and written
mediums • Institute and encourage a culture of measuring and managing performance and
rewarding/contribution. Financial management: • Efficiently and effectively manage all financial
aspects required to oversee and manage financial budgeting, management and reporting in order
to ensure compliance with all necessary legislative/budgetary requirements • Manage the team in
developing annual budgets that support operational plans and submit these budgets for Board
approval • Effectively manage the organisation’s resources within budget guidelines according to
current laws and regulations. Compliance monitoring and evaluation: • Oversee design, delivery and
quality of services • Keep abreast of current trends related to the organisation’s services and mandate
and anticipate future trends likely to have an impact on its overall purpose and delivery • Collect and
evaluate information that measures the success of the organisation’s efforts and refine or change
strategy in response to that information.
Key Competency Requirements:
• Essential: Medical degree (MBChB) and registerable with the HPCSA • Recommended: * Postgraduate
qualification in Management * Postgraduate qualification in Pathology * Postgraduate qualification
in any discipline of Medicine • Minimum of 5 years at an Executive level • Organisation acumen
• Conflict management • Critical and analytical thinking • Integrity • Planning and organising skills
• Problem-solving and decision-making skills • Strategic ability • Knowledge of corporate governance
• Financial and general management skills • Knowledge and understanding of all applicable
legislative prescripts, regulations in the health sector environment.
