MULTINATIONAL: ARUSHA – HOLILI/TAVETA ROAD CORRIDOR DEVELOPMENT PROJECT
CONSULTANCY SERVICES FOR IMPROVEMENT OF ROAD SAFETY, CAPACITY BUILDING AND DATA COLLECTION FOR THE
MULTINATIONAL: ARUSHA – HOLILI/TAVETA-VOI ROAD PROJECT FOR WIDENING TO DUAL CARRIAGEWAY OF SAKINA –
TENGERU SECTION (14.1 KM) AND CONSTRUCTION OF ARUSHA BYPASS ROAD (42.4KM) TO BITUMEN STANDARD

1.
The Government of the United Republic of Tanzania has received a loan from the African Development Bank (AfDB) towards the
cost of reconstruction of existing tarmac road of Multinational Arusha – Holili/Taveta – Voi (245 km) and intends to apply part of
the proceeds of the loans for eligible payments for consulting services for Improvement of Road Safety, Capacity Building and
Data Collection for the Multinational: Arusha – Holili/Taveta-Voi Road Project for Widening to Dual Carriageway of Sakina –
Tengeru Section (14.1 Km) and Construction of Arusha Bypass Road (42.4km) to Bitumen Standard.

The services included under this project are:

Undertake baseline accident data collection relating to road safety situation along the project roads;
Undertake road safety audit of the detailed engineering design report, during construction and pre-opening and
propose safety countermeasures and monitor their implementation;
Dissemination of knowledge and capacity building to the public on safe use of roads by conducting safety
awareness campaigns to the people living along the project roads; and
Develop information, knowledge and dissemination plan for use in the project areas and for future use by
TANROADS and other institutions carrying out similar responsibilities.

The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works now invites eligible
Consultants to express their interest in providing the above mentioned services. Interested Consultants must provide information
indicating their qualifications for performing the services. Such information may include brochures, description of assignments of
similar nature in the last 10 years, experience in similar conditions, availability of appropriate managerial and technical skills
among staff related to the assignment, etc. For each completed project, the Consultant shall provide the name and address of
the Client, start and completed dates, name(s) of lead and associate firms. Cited projects with insufficient information will not be
considered. Consultants may joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the African Development
Bank’s: “Rules and Procedures for the Use of Consultants May 2008 Edition-Revised July 2012” which is available on the
Banks’s website at http:/www.afdb.org.

Interested Consultants may obtain further information at the address below during office hours from 08:00 – 16.30 hours local
time on Mondays to Fridays inclusive except on Public Holidays.
