We have an election coming where both party’s candidates are making education a centerpiece of their campaigns. The issues I will refer to are more of a factor in legislative elections than gubernatorial, but they will all obviously play a part in the shaping of our future policies. Therefore, I have decided to put some information out in this article to bring up some of these issues and questions. Here is a “Reader’s Digest” version of some of the major education topics: I have no doubt everyone is well aware that the state has not paid their fair share of education costs for quite some time. The issue is highlighted now because the temporary income tax that was raised 2 years ago will expire December 31, and everyone is trying to figure out how this multi-billion dollar loss of revenue for the state will be handled in the education budget. The state has 3 options, just like you would in your own household – 1) find additional income, 2) cut spending (where?!?!?) or 3) borrow more money hoping that things will magically fix themselves in the future. Let me encourage you to examine all of the candidates’ positions on education issues. Things I would encourage you to consider: Where do they stand on SB16? (See below for a brief explanation outlining SB16). Where do they stand on future standardized testing? What is their position on school lunches and nutrition? Where do they stand on state/federal mandates for education? You will likely have to do some digging through fluff to find these answers, but they are crucial questions that deserve your research effort. SB16, a bill designed to more fairly distribute state education dollars, is getting increased attention and discussion as it moves forward. I have joined a coalition of more than 100 school superintendents in an effort to promote this bill. It is not perfect, and undoubtedly will go through more changes, but it is finally addressing the current 17 year old school funding formula which, according to a report by the Center for American Progress, is the most inequitable funding formula in the country. Sponsored by Sen. Andy Manar, SB16 proposes a new integrated school funding formula that will ensure state funding more closely follows student need (what state dollars are supposed to do). It addresses problems such as the Chicago Block Grants which take an unfair percentage of grant money off of the top, before it is distributed to deserving programs downstate. The bill passed the Senate with bipartisan support in May, but there will likely be amendments made before it comes for a final vote. Because A-C Central is one of those areas that are most harmed under the current formula, SB16 represents a needed, and overdue, change. I would encourage you to contact your legislators to let them know you support greater funding equity and look forward to making change happen this year. Those opposed to SB16 are trying to stop it before the conversation even gets started. They consist mostly of wealthy suburban school districts that may “lose” money under SB16, but are not nearly as dependent on state aid in the first place. Elections are fundamental to Democracy, and this November’s election seems more crucial than ever when considering the educational issues that are at stake. Let me encourage you to get informed and get involved! There were 5 bands in the parade which include: Beardstown (non-comp), A-C, Astoria, Winchester, and Meredosia Chambersburg. The groups were broken in class by band sizes. Placings were as follows: Large School – 1st – A-C Central A-C Central Marching Knights at IC Homecoming Saturday October 11 was the date of the 2014 Illinois College Homecoming. The parade which began at the Jacksonville Bowl and traveled around the square and ended up on the campus of Illinois College hosted a marching band competition. 8 high school bands from central and western Illinois participated as well as the host band Jacksonville High School and Jonathan Turner Junior High. Bands were broken into classes by size. Placing in the 3 classes were as follows: Class C: 1st – Winchester 2nd – Payson Seymour 3rd – Meredosia-Chambersburg Class B: 1st – A-C Central 2nd – Beardstown 3rd – Pana 4th – Springfield Lanphier Class A 1st – PORTA Small School – 1st – Winchester, 2nd – Meredosia-Chambersburg and 3rd – Astoria There was a specialty trophy offered for the drum majors. The Diann Hoagland Memorial Drum major trophy was awarded to the drum majors from A-C Central: Kenzie Stephens, Sabrena Reek and Bailie Devlin. Congratulations girls! Marching Knights compete at Quincy Oktoberfest The Marching Knights from A-C Central competed in the Quincy Oktoberfest parade competition in Quincy IL. The band from Ashland competed along side of the following bands: Quincy Junior High , Canton R-V Senior High, Scotland County R-1, South Shelby High School, Hamilton Senior High School, Lewistown High School, Civic Memorial High School, Liberty High School, Quincy Notre Dame High School, Rushville-Industry Senior High School, Illini-West High School, Clark County R1, Jacksonville High School, Troy-Buchanan High School, Metamora High School The Marching Knights won a silver trophy for musicianship and won the Novice category for the parade. 5 BARRY APPLE FESTIVAL GRAND CHAMPIONS!! The A-C Central Marching Knights walked – or better yet – marched away as grand champions of the 2014 Barry Apple Festival. The annual parade was held in Barry IL on October 4 2014 at 1 PM. Included in the competition was: Clopton MO, Winchester HS, Payson HS & Liberty. It was a chilly, chilly day but the Knights worked hard and lived up to their potential. The A-C Central Marching Knights left town with an armful of trophies to include: 1st in class B, Outstanding Drum Major, Outstanding Color Guard, 2nd in Parade Percussion, 2nd in Drumline, 2nd in Vendor Awards, GRAND CHAMPION PINCKNEYVILLE The A-C Central Marching Knights closed out their marching competition in style with an outstanding performance at the Pinckneyville Mardi Gras parade on Saturday October 25 in Pinckneyville, IL. The illuminated night parade kicked off with beautiful fire works….then 18 bands went into competition surrounded with beautiful illuminated floats. The extra large crowd was very welcoming to the A-C Band. The local high school drama teacher wrote his own version of Cinderella by combining the Princess's tale with the story of Frankenstein, but the production is bombing: The Fairy Godmother wants to be called the Fairy Goshmother, three new stepsisters must be added to the cast, several actors quit, and the extras are fed up with being extras. Then, after being forced to play a girl, one of the boys worries that if his father, an avid sports fanatic, sees him his acting career will be over. Despite the director's explicit instructions that the Prince's Ball scene must be slow and elegant, the cast speeds it up to super-speed so that the boy won't be seen, but the actress playing the Queen is incapable of improvisation and can't keep up. When Dr. Frankenstein drops Cinderella's brain and replaces it with a cat's brain instead, this insane production changes beyond even the director's recognition. 35 students are involved in the production, so please join us for an evening of laughs and dramatic adventure. Students tickets are $4, adults are $5. 6th - 8th Grade Science Classes Do you know that many of the lessons that are discussed in the 6th - 8th grade Science classes are also video recorded?? If your student was absent or has trouble with the homework, encourage them to watch the video. If a video is recorded, the student is sent an email with a link to the video. The videos are stored in the student's Google Drive as long as the student does not trash the video or the email. The individuals appearing before the Board are expected to following these guidelines: 1. Address the Board only at the appropriate time as indicated on the agenda and when recognized by the Board President. 2. Identify oneself and be brief. Ordinarily, comments shall be limited to 5 minutes. In unusual circumstances, and when an individual has made a request in advance to speak for a longer period of time, the individual may be allowed to speak for more than 5 minutes. 3. Observe the Board President’s decision to shorten public comment to conserve time and give the maximum number of individuals an opportunity to speak. 4. Observe the Board President’s decision to determine procedural matters regarding public participation not otherwise covered in Board policy. 5. Conduct oneself with respect and civility toward others and otherwise abide by Board policy, 8:30, Visitors to and Conduct on School Property. Petitions or written correspondence to the Board shall be presented to the Board in the next regular Board packet.
