The "catch-up" amount that workers age 50 and over can contribute to their plans will rise to $6,000 from $5,500, for a total of $24,000 next year. We, as members of GSBE and in conjunction with the AGC, sponsored this legislation because many jurisdictions were withholding plans from our exchange and some were even trying to charge for digital copies sent by email. Many jurisdictions also use “blueprint services” as the sole method of distribution – which forces contractors to buy printed sets of digital plans. This is good legislation for our members and we are beginning our campaign to make the various state and local agencies aware of the new law, and also asking them to provide us with plans. Over the next several weeks Andrea will contact many local jurisdictions and make a special effort to reach those small water districts and school districts which often go unnoticed. Workers Comp Discount – Many Exchange members who have workers comp insurance through State Fund get a 6% discount (in addition to other discounts) because they can join our State Fund group 826. You need to know that when you renew you need to ask to be put in 826 otherwise they will not put you in a group and you will have to pay more. We have been doing this since 1945. Authority, Responsibility and Accountability We can break down the role of a person at work into three areas. Every job has these three elements to it. These are Authority, Responsibility and Accountability. This is true regardless of the position in the company. We can define each of these terms: Authority – This is the range of your control. For example, as a first line supervisor you have the authority to assign work, review the quality of work and correct improper behavior etc. You would not have the authority to supervise people in another department, buy major equipment or give yourself a raise. Responsibility – An employee is responsible for a range of things. As a worker who does not supervise others you would be responsible for doing your task(s) correctly, reporting your progress and needs and working cooperatively with others. As a supervisor you would be additionally responsible for the work of others including the quality, volume and timely delivery of the product or service. You could not (or should not) be responsible for those things you do not have authority over. Accountability – If something happens, good or bad, who is responsible for it? If your team does not get the product out in time the organization’s answer cannot be “Oh, too bad! There has to be a person or persons whose role was to make sure that happened. If it did not happen you are accountable for not doing what you were supposed to. Without accountability mistakes and inefficiencies are rarely corrected. These three elements are the key to every workplace role. Sometimes we see organizations where employees have authority for something but never get (or manage to escape) the responsibility and accountability for their job. Conversely people can (wrongly) be responsible for things over which they have no authority. As a person who supervises others you need to know your limits of authority, what you are responsible for achieving and what you are accountable for. You should also know these limits for each of your employees and you should be sure that they thoroughly understand them.
