Mark was called into the trailer, this was the third time this week that he was in trouble.
“We are behind schedule again!” yelled the super, “Get those subs under control!”
“There’s no way I be responsible for that,” replied Mark “Unless I have the authority to change the
schedule”.
The super looked at Mark like he was speaking Mongolian. “ It’s just common sense management,”
Mark replies’ “you need to let go of the control of the schedules so I can do the job I’m being held

See’s Candy – Yep it’s that time of year again – See’s candy at a
discount. Each Christmas the Exchange orders a truckload of Sees
candy at a discount for our members and their families. Here is how
this works:
You get the order form out of this issue and then copy it and give it to
your employees. They check off what they want on the list and send it
back to the Exchange with payment. The discount is about 20% so it’s
a good time to get some for gifts to relatives, friends and customers.
Then Leslie and Andrea sort all this out and place a giant discounted
order with See’s. About a week or so before Christmas we get a truck and go pick it up. They take a day
to make a little pile out of everyone’s order and then you come down and pick it up before Christmas.
All of the savings are passed along to the members.

401k increase Starting in 2015, contribution limits for 401-k will increase by $500 to $18,000. The
"catch-up" amount that workers age 50 and over can contribute to their plans will rise to $6,000 from
$5,500, for a total of $24,000 next year.

What’s Happening? The Worker's Comp market is changing - State
Fund is becoming more competitive.
Why is this important? Exchange Members with a good loss history
can get a 6% discount (in addition to all other discounts) if they join
State Fund Group 826. You can save money.
What do I need to do? At the time of quoting or renewing you or your
broker need to ask to be put in 826 otherwise they will not put you in a
group and you will have to pay more. Be sure you ask for group 826
at the time of getting your quote.
What if I am not an Exchange member? If you are not a member you
can join when you get the insurance, but you MUST be a member to
get the discount. Make sure your broker considers State Fund Group
826.
Here is some background:
The workers' comp market changes every few years. We are beginning another
period of dramatic change. State Fund Workers Compensation Insurance is becoming
much more competitive as other insurers raise their rates or leave the California
market. This trend will likely continue for the rest of the decade.

New Law Requires Free Plan Sets:
AB 2036 is a new law which requires that government agencies
provide digital plans to local builders
exchanges when requested.
We, as members of GSBE and in conjunction with the
AGC, sponsored this legislation because many
jurisdictions were withholding plans from our
exchange and some were even trying to charge for
digital copies sent by email. Many jurisdictions also
use “blueprint services” as the sole method of
distribution – which forces contractors to buy printed
sets of digital plans. This is good legislation for our members and we are beginning
our campaign to make the various state and local agencies aware of the new law,
and also asking them to provide us with plans.
Over the next several weeks Andrea will contact many local jurisdictions and
make a special effort to reach those small water districts and school districts
which often go unnoticed. If there are any public agency projects you would
like us to get a set of plans for, please contact Andrea at 650-591-4486 and we
will request them under AB 2036.

Conference Room Use – Members are welcome to use the conference room at
735 Industrial free of charge during business hours. Sign up is on a first come,
first served basis and you can reserve the room by calling us at 650-591-4486. It
holds about 20.
Construction Forms – Stuff like lien forms, pre-liens, contracts, notices of
completion, etc. We have them at the exchange for a nominal fee. Stop by and get
the ones you need!
Litigation Search. One of the best ways for contractors to assess your owner
client, or for subs to assess general contractors is to look at their past. Have they
been involved in a lot of litigation? People tend to continue the same pattern in
life and those who have had a great many disputes in the past will probably also have them in the
future. Your exchange will provide member companies with a San Mateo County, and adjacent
counties, court history of prospective customers.
Mediation – The Exchange will informally mediate construction related disputes. This
is true “no fault” mediation where parties are assisted in reaching a settlement. There
is no “verdict” or “judgment” and attorneys are not allowed. If you need help in
resolving a problem please give Tom a call at 650-591-4486. There is no charge for mediation.
Workers Comp Discount – Many Exchange members who have workers comp
insurance through State Fund get a 6% discount (in addition to other discounts)
because they can join our State Fund group 826. You need to know that when you
renew you need to ask to be put in 826 otherwise they will not put you in a group and
you will have to pay more. If you discover it later on, they will not “reverse it”. Be sure you ask
for group 826 at the time of renewal!

Exchange Members – Need a construction
loan? Colorado Federal is actively soliciting PBX members and will give you a ¼% discount if
we verify your membership. With building going great guns this is a good opportunity to get
financing for your next
project.

We are a non-profit, member run association dedicated to helping contractors,
subcontractors, suppliers, designers and others in the construction industry.
We have been doing this since 1945.
Authority, Responsibility and Accountability
We can break down the role of a person at work into three areas. Every job has these three
elements to it. These are Authority, Responsibility and Accountability. This is true regardless of
the position in the company. We can define each of these terms:
Authority – This is the range of your control. For example, as a first line supervisor you
have the authority to assign work, review the quality of work and correct improper
behavior etc. You would not have the authority to supervise people in another
department, buy major equipment or give yourself a raise.
Responsibility – An employee is responsible for a range of things. As a worker who does
not supervise others you would be responsible for doing your task(s) correctly, reporting
your progress and needs and working cooperatively with others. As a supervisor you
would be additionally responsible for the work of others including the quality, volume
and timely delivery of the product or service. You could not (or should not) be
responsible for those things you do not have authority over.
Accountability – If something happens, good or bad, who is responsible for it? If your
team does not get the product out in time the organization’s answer cannot be “Oh, too
bad! There has to be a person or persons whose role was to make sure that happened. If
it did not happen you are accountable for not doing what you were supposed to.
Without accountability mistakes and inefficiencies are rarely corrected.
These three elements are the key to every workplace role. Sometimes we see organizations
where employees have authority for something but never get (or manage to escape) the
responsibility and accountability for their job. Conversely people can (wrongly) be responsible
for things over which they have no authority. As a person who supervises others you need to
know your limits of authority, what you are responsible for achieving and what you are
accountable for. You should also know these limits for each of your employees and you should
be sure that they thoroughly understand them.
