Central Bank. Jim Shannon, a resident of Clinton Township,
won a prize of a $100 U.S. savings Bond for being chosen as

County Directory. As information changes,

My office provides prompt, friendly, convenient

A circuit court case index is on the Internet to make it easy to
see if cases were filed involving a particular person.
•
Requests for circuit court case files and vital records can now
be made and purchased online with a credit card.
•
The Mount Clemens Public Library and I provide the Macomb
County Juror Book Program. A person summoned for jury
duty can now request a book of their choice on the Clerk's
website and the book will be delivered to them in the Jury
Room.
•
Campaign finance reports, a business registration index, and a
death record index are available online.
The back of the directory features the five finalist's
photographs. Each finalist won a $50 U.S. Savings Bond.

Vital Records are now being electronically imaged. Document
requests can be handled faster because records are readily
available.

There's no need to come to my office to get a form. We have
a toll-free fax-on-demand system to provide forms and

"The arts in Macomb County deserve attention and the photo
contest is one way to do it," said Sabaugh. "Macomb County
artists and musicians ought to have increased support. I
hope the photo contest will focus attention on some of the
wonderful arts available in Macomb County."

BRIEF HISTORY OF MACOMB COUNTY
Named in honor of General Alexander Macomb, a highly
decorated veteran of the War of 1812, Macomb County was formally
organized on January 15, 1818 as the third county in the Michigan
territory. At that time, it covered a much larger area than it does today.
In 1819 and 1820, large portions of the county were removed to form the
counties of Oakland, Lapeer, Genesee and St. Clair.
The first Europeans arrived in the area during the 17'h century.
They included French fur trappers who recognized the richness of the
marshes and sought new opportunities for trade. Moravian missionaries
established the first organized, non-native seltlement in the county in
1782 as a refuge for Christianized Indians driven out of Ohio. They built
along the banks of the Clinton River, then known as the Huron River, but
were forced to leave four years later by the Chippewa Indians. In the
late 1790s, Christian Clemens visited the area, and in March 1800,
purchased a distillery considered the first building on the site of the future
Mount Clemens.
The nex1 year he purchased 500 acres for
development. This site, known as High Banks, was plaited as the Village
of Mount Clemens in 1818, when it was proclaimed the Macomb County
Seat.
In the early 1800s, and at least by 1840, selllers moved into the
interior of the county, carving out farms from the hardwood forests. The
roots of the county villages and townships were established by this time.
In addition to the original French and English, later settlers included
Germans, Belgians and others who came directly from Europe.
In the 1870s, mineral baths brought international fame to Mount
Clemens. Many believed the waters had healing powers. Although the
stream still runs beneath the city, interest in the spas died out in the early
20lh century. Recently, there has been a reemergence of interest in the
mineral baths now being offered at St. Joseph Hospital in Mount
Clemens.
Between 1920 and 1930, Macomb County doubled in population,
rising from 38,103 to 77,146 persons. Two significant developments
spurred this growth - the establishment of Selfridge Field in 1917, and
the beginning of the urbanization movement northward from the City of
Detroit. During the 1940s and the 1950s the movement from the central
city to the suburbs increased. The largest growth occurred between
1950 and 1970, when over 440,000 people were added to Macomb
County's population.
Today, Macomb County encompasses 482 square miles, and
ranks third in population in the state, with a 2000 census total of 788,149
persons. The county is recognized as a leader in business and industry,
and designated as a "Community of Economic Excellence" by the State
of Michigan.

MACOMB COUNTY BOARD OF COMMISSIONERS
The Macomb County Board of Commissioners is the legislative,
administrative and policy-making body ot Macomb County government.
The board is composed of 26 members who are elected every other year
for a two-year term from 26 districts of nearly equal population, with all
terms expiring on December 31, 2006. The Macomb County Board of
Commissioners functions on a committee basis. An indication of the
scope and subject matter dealt with by the board is revealed in the titles
of the various committees. Ad Hoc committees are appointed as needed
for specific purposes.

The Animal Shelter prOVides shelter for stray animals in Macomb County.
Animal control laws are enforced through this agency for cities and
townships that have no provisions for this service in their charters.
Macomb County residents may turn over their animals if they are no
longer wanted or need to be euthanized due to faiiing health or
aggressive disposition. This facility is a source of information for
Macomb County residents regarding animal related issues.

Each county has a board to canvass all state, county, school, village,
and some city and township elections. After the primary and general
elections, the board reviews and analyzes the results to determine who
have been nominated in primary elections and which candidates are
elected in general elections. After general elections, the board delivers
certificates of election to the County Clerk.

The County Clerk is the officiai Clerk for the 16 Judicial Circuit Court
including the Family Division, Board of Commissioners, Apportionment
Commission, Board of Canvassers, Plat Board, Civil Service
Commission for Macomb County Sheriff's Office, Jury Commission and
the Concealed Weapon Licensing Board.
The Clerk is also the
Secretary to the Election Commission.
Election Department
This section is responsible for overseeing the printing and distribution of
election ballots, conducting national, state, county and some school
elections, and complying with the Michigan Campaign Finance Act. It
also assists in the canvass of votes in state, county, school, village and
some city and township elections. You may see election results and
actual copies of campaign finance reports on the internet.
Circuit Court Section and Circuit Court File Room
This section processes court filings and personal protection orders. The
Clerk computerized the judge selection process several years ago to
prevent the possibility of "judge shopping." You may view an index of
court cases and request copies of court records on the internet at
htlp://www.macombcountymi.gov/clerksoffice.
Jury Room
This section oversees the operation of the Jury Room for the Circuit and
Probate Courts. A computer randomly selects jurors from a list of
resident drivers and persons with a Michigan identification card. The
term of jury service is either one week or one trial. Jurors are provided
with bus transportation if needed. Jurors may also have library books
delivered to the Jury Room.
Register of Deeds
With a state-of-the-art, electronic imaging system, this office records,
indexes and provides access to land transactions such as deeds,
mortgages, etc., and certain personal property fiiings known as UCC
transactions. The public can view and purchase property records online
at http://www.landaccess.com.

Under the direction of the Mental Health Board, MCCMH provides a wide
variety of treatment and support services for persons with mental illness,
developmental disabilities, and substance abuse treatment needs.

the construction, operation and maintenance of 750 county drains. He
also manages the Macomb County Wastewater Disposal District, which
provides sewer service through Detroit for eleven Macomb County

the Chapaton and Martin Retention Basins, and operation of an

Sheriff Hackel's jurisdiction encompasses the entire County. As a law
enforcement agent, it is his swom duty to enforce all laws and to protect
the lives, property and welfare of the people and to confine and secure
all prisoners in the county jail. This Office includes a Sheriff's Patrol,
Marine Patrol, SCUBA divers, Youth Bureau, Detective Bureau, and
many other services. The Sheriff supervises multi-jurisdictional units
including SWAT, COMET, MATS, DARE, GREAT, and the newly created
Macomb Area Computer Crimes Enforcement (MACE). There are
Sheriff Patrol substations in Harrison Township, Bruce Township,
Macomb Township, Lenox Township and Washington Township. There
are Marine Patrol stations in Harrison Township and SI. Clair Shores.

The Macomb Circuit Court is a trial court of 'general jurisdiction' because
it handles all actions except those given by State law to another court.
The Civil Division has jurisdiction over civil cases involving more than
$25,000 and cases in which parties seek equitable relief. The Criminal
Division handles all Macomb County felony criminal actions and some
serious misdemeanor cases. The Family Division handles all domestic
relations matters. The Juvenile Division is part of the Family Division
and handles delinquency, abuse and neglect and adoption cases. The
County Clerk serves as Clerk of the Court. Circuit Court judges are
elected to six-year terms on non-partisan ballots.

MACOMB COUNTY DISTRICT AND MUNICIPAL COURTS
District Courts have exclusive jurisdiction of all civil litigation up to
$25,000 and also handle garnishments, eviction proceedings, land
contract forfeitures, civil infractions, and other proceedings. For criminal
cases, the district court conducts preliminary examinations in felony
cases and handles all misdemeanors where punishment does not
exceed one year in jail including arraignment, sentence, and setting and
acceptance of bail. District judges may appoint magistrates. The
magistrates may set bail and accept bonds. in criminal matters, accept
gUilty pleas, sentence for traffic, motor carner, dog, game, snowmobile
and boat law violations, and issue arrest and search warrants. Attorney
magistrates may hear small claims cases. Magistrates may, at the
direction of the Chief Judge, perform other duties allowed by statute.

This division is charged with the administration of testate and intestate
decedent's estates and also has exclusive jurisdiction over testamentary and
intervivos trusts. Where necessary the court appoints guardians and/or
conservators for minors and legally incapacitated adults. As a public
service, the Court accepts for safekeeping the Last Will and Testaments of
county residents. There is a nominal fee of $25 for this service.

The court administrator supervises the general operation of Probate
Court including personnel, bUdgets, and implementation of statutory
changes and applicable court rules. This office maintains statutory
records and indexes as well as archival records. The scheduling of

Municipal Court civil jurisdiction is limited to $1,500. Its criminal
jurisdiction is similar to district court. Municipal judges must be lawyers,
residents, and electors of their cities. They are paid by the municipality
and are elected for four-year terms as provided by city charter. They are
part-time jUdges and may practice law outside of the courtroom.

MAJOR MACOMB COUNTY PARKS
Macomb County is often noted for its recreational opportunities, particularly its
access to inland lakes and Lake St. Clair. There are four major public parks in
the County and our new linear park, the Macomb Orchard Trail, where people
can enjoy a vast array of year-round recreational activities. County residents
are never far from leisure facilities. These major parks include:

Freedom Hill County Park
Located in the city of Sterling Heights, this 100-acre park is host to numerous
special events including; ethnic festivals, car shows, outdoor markets, dances
and concerts at the amphitheater. Visitors can enjoy the hike a bike path, a
new playscape, covered picnic shelters, pavilions and a nature trail. The park
and its facilities can be rented for private events complete with on-site catering
year round.

This up and coming hike and bike path is a 24-mile linear park that starts at 24
Mile Road and Dequindre in Shelby Township and travels northeast to the
City of Richmond. Phase I consists of 7.5 miles through Shelby and
Washington Townships is now open and once completed the trail will link to
180 miles of trails in southeast Michigan.

The 770-acre Metro Beach offers 1.25 miles of Lake St. Clair frontage.
Facilities include a large lake beach area, swimming pool with water slides,
"Squirt Zone" spray park, tot lot and play areas, picnic areas and sheiters,
three marinas, day sail area, nature center, a nature interpretive area, a paved
hike/bike trail, boat launch, an 18-hole par 3 golf course and an 18-hole
adventure golf course. An open-air pavilion offers day and evening concerts
during the summer months. In the winter, park users enjoy ice-fishing, ice
skating, and cross-country skiing, weather permitting.

Built around the 500-acre Stony Creek Lake in gently rolling terrain, this 4,461­
acre metropark offers many recreational activities, including nine large picnic
areas, an 18-hole championship golf course, nature center, a nature
interpretive area, 24-hole disc golf course, two swimming beaches, play areas,
boat launch, and boat rentals. Ten miles of paved roads and over six miles of
hike/bike trails provide scenic tours. Winter visitors can enjoy cross-country
skiing, sledding, and ice-skating.
Wolcott Mill North Branch Metropark

Located along the banks of the North Branch of the Clinton River in Ray
Township, this 2,625-acre park features a Farm Learning Center, historic grist
mill and an 18-hole regulation golf course. Ten miles of equestrian trails and a
rental facility for parties available at Camp Rotary. Visit the Farm Learning
Center to see a modern working farm, complete with a dairy herd miiked daily
at 10:00 a.m., horses, goats, sheep and ducks. Historic grist mill offers a rare
glimpse of Macomb County's historic past. Mill qUilting bee and car club meet
monthly. Interpretive programs offered at the mill and the farm.

This agency is part of a state and federal partnership that has provided
services for Michigan citizens with disabilities for over 70 years. If you
have a disability that makes it difficult for you to work, MRS may be able
to help you prepare for, find, and keep a job. The counselors at MRS
work closely with their clients, helping them to select and then enroll in a
specialized program to prepare for a new vocation. They also work with
employers for recruitment and retention of employees at risk of losing
their job due to a disability.

state VOCA grant to help fund and establish the PPO Assistance Center.
The VOCA grant funds come from fines and penalties levied against

cornplete the PPO forms which assists the circuit court staff in filing the
forms qUickly and helps the Judge in determining whether to grant the
requesl.
