Minutes of Meeting of third (3rd ) Meeting of Telecommunication, SCADA & Telemetry
(TeST) Sub Committee held on 21st November 2014 at Rishikesh.
(List of participants is enclosed at Annexure –I)
Director (Technical), THDC Ltd welcomed participants to the meeting. He gave an
overview of activities of THDC Ltd. He expressed pleasure that NRPC has constituted a separate
sub-committee for telemetry and SCADA related issues, which have increasingly becoming
important.

delegates

the
third
meeting
of
Telecommunication, SCADA & Telemetry Sub Committee. He emphasized on early resolution of
teething problems encountered in the ULDC Ph-II project. He also requested members to improve
status of telemetry. He thanked THDC Ltd for making excellent logistic arrangements for the
meeting.
Thereafter, the regular agenda with additional agenda were taken up for discussion.
1.
Confirmation of Minutes of 1st TeST sub-committee meeting
TeST Sub-committee confirmed the minutes of 2nd TeST sub-committee meeting held on 12th
August 2014 at NRPC New Delhi.
2.
Telecommunication related issues
2.1
Fiber Optic Based Communication System in Northern Region
2.1.1 Issues raised by PSTCL
A. Representative of PSTCL informed that requirement of 210 Kms of OPGW was approved for
PSTCL in regards to Fiber Optic Based Communication System Project. However due to
certain modifications the Goindwal-Khassa Line was replaced by Goindwal-Sultanpur-Jamsher
line. As a result, the revised requirement of OPGW had increased by 11 Kms which was
intimated to POWERGRID in Sep,2012. He, therefore, requested the revised requirement to be
considered as 221 Kms.
Representative of POWERGRID agreed to take care this aspect during survey of lines.
B. Representative of PSTCL sought to know status regarding replacement of 1197 kms of earth
wire with OPGW along with allied Termination Equipment entrusted to POWERGRID in July
2013 under OPGW expansion project.
Representative of POWERGRID informed that LOA was expected to be placed by end of
DEC’ 2014 and implementation time would be 24 months thereafter.
C. Representative of PSTCL requested that the following additional OPGW entrusted to
POWERGRID for connecting various upcoming 400 KV sub-stations and GVK Thermal Plant
need to be completed on top priority:(i) Goindwal Sahib TPS-220KV Sultanpur -220 KV Jamsher Line
(ii) 400 KV Makhu-220 KV Rashiana Line
Representative of POWERGRID reiterated the response to point B above.
D. Representative of PSTCL stated that certain OPGW links covered under Implementation of
Fibre Optic Based Communication System in lieu of ULDC Microwave Links were still pending
which needed to be completed at earliest. Out Of the above, the following need to be completed
on priority:(i). 220 KV Moga-Muktsar line with LILO at 220 KV Bajakahana
(ii). LILO of 220 KV Muktsar-Bajakhana line at 220 KV Sandhwan
(iii). LILO of 220 KV Rajpura –Mohali Line at 220 KV Banur
POWERGRID informed that during implementation of Microwave Replacement Project above lines
were not ready. However, these shall be included in the award of state sector protion.
2.1.2 Implementation of OPGW network at NHPC Power Stations
Representative of NHPC recalled that during 2nd meeting of TeST sub-committee, POWERGRID
had intimated that OPGW network for NHPC Power Stations would be completed by Mar’2015.
Representative of NHPC expressed concern at the slow progress of OPGW laying for NHPC
power stations and
requested
POWERGRID to provide the Power Station wise schedule of
OPGW network implementation in NHPC Stations to complete by Mar-2015.
Representative of POWERGRID informed that work was in progress and was expected to be
completed by Mar’15. However since all NHPC sites except Tankapur were in hilly area, progress
would not be commensurate with that in plain area due to head loading and other problems .
POWERGRID informed the progress of the lines as under.
1) Bareilly-Pithogarh-Dhauliganga line (43 kms out of 216 kms completed), one additional
gang is being mobilized from 24.11.2014 to expedite the progress
2) Chamera-Kishanpur line (4 kms out of 96.6 kms completed)
2.2 Non – functioning of PLCC for Uri I – UR II line
Representative of NHPC stated that the following issues pertaining to URI-II power station were
pending at POWERGRID end
•
The commissioning of PLCC system of Uri -Uri II Transmission Line.
•
Replacement of cards of BPL Panel at Uri II &
•
Replacement of Power Supply Module of PLCC panel of channel 2 at Wagoora end.
NHPC informed that it had taken up the said issues at various levels at POWERGRID. Latest
correspondence vide letter dtd 30/10/2014 in this regard had been addressed to higher authorities
of POWERGRID.
Representative of POWERGRID informed that BPL engineer would visit the site in first week
of Dec-2014. However, NHPC representative submitted that since the power station was under
complete shutdown due to fire accident on 20-11-2014, the visit of BPL engineer be deferred and
the visit should be planned at a later stage on intimation from NHPC. POWERGRID agreed for the
same and requested NHPC to intimate them in advance.
2.3 Installation / Commissioning of TEJAS make FO end equipment
Representative of BBMB stated that the work of installation / commissioning of TEJAS make Fibre
Optical end equipment was going on at slow pace and requested POWERGRID to expedite the
commissioning of TEJAS end equipment so that the communication of RTUs on IEC 104 / Remote
Consoles, EPABX and PMUs etc., could be established.
Representative of POWERGRID informed that Installation/Commissioning of TEJAS make
equipment at SLDCs would be completed by 15th Dec’14. Further, work at all other sites was
expected to be completed by March’15.
2.4
Communication requirement for SCADA/EMS system
A. ICCP communication
Representative of NRLDC stated that requirement of dedicated communication links for
ICCP communication as well as RTU communication was discussed during 2nd TeST subcommittee meeting and it was informed that the details of the communication shall be made
available. The same was yet to be made available for implementation.
Representative of POWERGRID informed that installation of STM-16 was under progress
and dedicated ICCP links would be provided after commissioning of these end equipment, which
was expected to be completed by 15th Dec’14
B. RTU / ICCP communication plan to back-up NRLDC
Representative of NRLDC stated that the hardware for back-up NLRDC was expected to be
delivered shortly and installation would be taken-up after the receipt of the hardware. The
communication plan for Back-up NRLDC was yet to be made available for the RTUs and multisite
links.
Representative of POWERGRID informed that though the communication link for ICCP for
back-up control centre would be made available, the dedicated links for RTUs to back-up control
centre and main control centre and placement of terminal servers were yet to be taken up and
necessary planning activity had just started. The implementation may take some more time
3. SCADA related issues
On Status of Expansion and up-gradation of SCADA/EMS projects of NRLDC and SLDCs of
Northern Region a presentation was given by POWERGRID, which is attached at Annex - II.
Following was discussed and agreed during the meeting
I) POWERGRID informed that as discussed during the 2nd TeST sub-committee, parallel
operation had started in the month of August’2014 except J&K PDD ,where parallel Operation
got delayed due to flood in Jammu & Kashmir and could be started on 16.10.2014.
II) POWERGRID informed to members that most of the variances had been closed, however
some of the issues were still pending from vendor (M/s SIEMENS) viz. SCADA data updation
stops intermittently on SCADA consoles, freezing of data displays, issues pertaining to SOE
display etc. POWERGRID further informed that due to above mentioned observations during
parallel operation and seeing the criticality of above issues from grid operator point of view,
parallel operation had been extended for a period of one (01) month, during this extended
period critical and major issues would be sorted out. Members agreed for the same and
requested POWERGRID to ensure completion of balance work. POWERGRID informed that
matter was being taken up with Siemens US experts.
3.1 Issues raised by BBMB
Representative of BBMB stated that there were many problems in the new SCADA System. A
meeting was held by BBMB with POWERGRID and SIEMENS on 28.10.2014, wherein these
problems were discussed. During the meeting, it was highlighted that some of the problems
were very serious in nature and needed to be rectified on emergent basis. He added that as the
maintenance contract of old SCADA System had already expired, in the event of any major
failure in old SCADA system, control Centres would be totally dependent on the new SCADA
System, which was yet to be stabilized. Some of the serious issues that needed immediate
attention were discussed as under:
a) SCADA data updation stops intermittently on SCADA Operator Consoles and VPS.
Representative of
POWERGRID informed that the problem of UI (User Interface) is the
disconnection of client due to ODV crash resulting lost connectivity. The matter was examined
in detail and it was concluded that there was a memory leak happening in process. Accordingly,
Siemens had applied test fix in BBMB & NRLDC UI. Though no crash was reported in BBMB
system, the same was observed in NRLDC system, which was under observation. Experts were
expected to visit NRLDC for further study on this memory leak issue.
Representative of BBMB expressed that this issue was very critical in nature and needed to be
resolved immediately and requested for firm date from POWERGRID to close the issue.
POWERGRID informed that one expert from SIEMENS US was expected to visit NRLDC
during 2nd week of Dec’14f or resolution of said problem.
b) Only partial data appears for a Sub-Station on a single line diagram:
BBMB stated that SCADA system sometimes displays only partial data on the Single Line
Diagram of a Sub-Station and the remaining values were not displayed at all.
Representative of POSOCO opined that this issue might also be related to memory leak.
Representative of
POWERGRID stated that the matter had been discussed with Global
SCADA Head of SIEMENS from Germany on 18.11.2014 and they informed that they had
flagged this issue on highest priority and committed to close the issue at the earliest.
c) The User Interface (UI) Server hangs intermittently leading to freezing of data on
displays
BBMB informed that UI Server installed under ULDC Phase-2 hangs intermittently leading to
freezing of data on UI Front End displays without any warning/error. In order to resume the
services, one has to reboot the UI Servers and restore the system, which takes about 20 to 30
min. Further, BBMB informed that the matter was discussed with POWERGRID and SIEMENS
in the meeting held on 28th Oct’ 2014, and it was informed by M/s SIEMENS that their experts
from Siemens US were expected to visit NRLDC by 17.11.2014 to look into the issue.
POWERGRID informed that this issue was related to J-BOSS cluster and a fix had been
installed at BBMB last week and this issue had not reported since then. POWERGRID further
informed that one expert from SIEMENS USA had reached NRLDC on 20.11.14 and he was
looking into the problem. POWERGRID further informed that on 23.11.14 SIEMENS expert
would visit BBMB for resolution of the issue.
d) Data updation on remote consoles stops intermittently without any indication/error
BBMB informed that this problem stands reported to M/s SIEMENS since August, however no
resolution had been provided by M/s SIEMENS till that date. POWERGRID/POSOCO informed
that real time data available on web was not meant for 24x7X365
and requires user
intervention every day and users have to login ever day / during shift changes. POWERGRID
explained that any web page can’t be working continuously, for example even e-mail i.e.
yahoo/gmail can’t working continuously, one has to refreshed or login every day otherwise
session expires. BBMB however stated that the complete SCADA System of SIEMENS works
on web browser and the data on operator consoles was also displayed through web browser
only. It was agreed that till the time any permanent solution was provided by M/s SIEMENS,
constituents would advise remote console operators to login and logout at least once daily.
e) SOE Display needs to be prepared and deployed on priority
Representative of BBMB informed that SOE display was verified with the old AREVA System
and some of the events were found to be missing while lot of junk data was generated in the
SOE log of new system.
POWERGRID informed that SIEMENS was testing the SOE file transfer with local RTU for DTL
system and based on this investigation, a report shall be submitted and necessary fix shall be
installed at all control centres. If BBMB can arrange for some test RTU, same can also be
tested and verified for BBMB as well. BBMB informed that they had 9 Sub-Stations where both
old and new RTUs are working in parallel and the logs obtained from these RTUs can be
compared and tested at any time.
f) Alarm list to be fine-tuned, showing enormous alarms of gradient limit violation
Representative of BBMB informed that the gradient limits defined at BBMB had been verified
and they were 0.2 for Voltage, 0.01 for Frequency and 1.5 for MW. However, with these limits,
lot of unwanted alarms were being generated by the system. He further, informed that the limits
needed to be reviewed at a global level, so that same limits could be defined and implemented
across all SLDCs and NRLDC. Now SCADA System installed at BBMB SLDC was showing
alarms in respect of other constituents as well. The alarms log for 5th Nov., 2014 was checked
and about 13 Lac alarms were found in the list. This makes it very difficult to identify and act
upon the actual alarms. He requested POWERGRID to take immediate necessary action to fine
tune the alarm list including defining the Tech Areas and redefining the Gradient Limits etc.
NRLDC informed that this issue was related to Tech Area and defining of Gradient limits,
which needed to be finalised. With reference to restriction of alarms using Tech-area during
test, it was found that serious visualization problem occurs due to non-availability of alarm
acknowledgement feature in the area beyond area of responsibility. NRLDC proposed
a
solution to incorporate alarm inhibit feature, which fulfils user requirement. This would also
satisfy the requirement of the user to configure the requirement of alarm irrespective of systems
which was not possible in case of Tech Area. It was agreed to implement alarm inhibit features
and observe the performance instead of separate tech area implementation.
g) The database and display updation made in SCADA do not get automatically reflected
on web server.
Representative of BBMB informed that as per the methodology demonstrated by M/s SIEMENS
during FAT and SAT, the changes made in SCADA through IMM tool should get automatically
updated on Web Server. However, it was noticed that the changes do not get automatically
updated.
POSOCO informed that the issue was under debugging by experts in US and solution was
expected shortly.
h) Slow response of SCADA Operator Consoles
BBMB informed that the time response of SCADA Operator Consoles supplied by M/s
SIEMENS under ULDC Phase-2 was very slow. At times, a simple page shift command takes
about 30 to 60 secs to execute. Representative of POSOCO stated that this issue might also
be related to memory leak. However, it was informed that performance test was still to be
carried out on the Siemens system, which would be done after SAT of EMS system. The
performance of the system shall be examined only after the operationalisation of the EMS
system which was yet to be done and Siemens should tune their system as per specification
requirement.
i) Porting of Historian data from AREVA to Siemens EDNA system
Representative of BBMB informed that they had already supplied the historical SCADA data
pertaining to BBMB System for the period Oct., 2012 to Dec., 2013 to M/s SIEMENS. BBMB
had earlier furnished one month historical data to M/s SIEMENS with the request to check and
revert back. Representative of POWERGRID informed that SIEMENS had implemented for one
day data and they found presently only 10% of data mapping was done automatically for
BBMB. Siemens was still working on the mapping in coordination with BBMB. However it was
informed that 100% correct mapping might not be possible and further data requireed to be
manually mapped by Siemens and SLDC officials to port the data fully. BBMB offered to
provide full support to SIEMENS in data mapping, but requested to complete the data porting
activity at the earliest. POWERGRID informed that this activity was time consuming and would
be started once critical activities as discussed above are completed
3.2 Issues raised by NRLDC
A. Database co-ordination
Representative of NRLDC stated that the database (Domain, Graphics, IFS & ICCP)
development activity in the new SCADA system is decentralized
hence the database
development activity needs to be coordinated for proper maintenance of database across the
Utility. In accordance with database implementation concept, changes were required to be done
at the respective databases based on their ownership and change log needed to be sent to
NRLDC for updation. It was also informed that the database synchronization activity had to be
taken up by Siemens and would be completed shortly. Initially it was proposed to do this
synchronization on fortnightly basis and based on the performance the interval could be
decided afterwards. All Utilities were requested to send the major changes like incorporation of
new displays, station, line/bay so that the synchronization could be done smoothly. Members
agreed for the same.
B. Furnishing of load data
Representative of NRLDC stated that Estimator tuning work had been started and requested
utilities to furnish the load data based on the proposed estimator network model. It was
informed that except UPPTCL, no Utility had sent the required information. Remaining utilities
were again requested to furnish the required data within one month period. Members agreed for
the same.
C. Uniform sign convention across Northern Regional SCADA
The requirement of uniform sign convention was discussed during the previous meeting.
However, Representative of NRLDC stated that they were yet to receive any information
regarding details of wrong implementation where the changes in sign were required. All
members were requested to prepare a list of equipment where these changes were required to
be implemented so that necessary action could be taken up with the SCADA vendor. The
necessary changes if any needed to be incorporated in the reports by the constituent after
making the changes in the sign. NRLDC informed that in case the sign convention was not
followed, there would be serious implications in TNA convergence. He informed that NRLDC
had started informing the constituents regarding the telemetry inconsistencies found in the
constituent system and the correction were to be made with ntimation to NRLDC. Members
agreed for the same.
D. Model for convergence – Data non-availability / anomalous data
Representative of NRLDC informed that SAT activity of Power system application along with
State Estimator needed to be taken up and the model for the same was to be decided. It was
informed that the Estimator model tuning work with of full model (220 kV & above network )
could not be achieved in spite of serious effort due to major inconsistencies in database at the
220 kV model. He informed that NRLDC has decided to reduce the model to be maintained for
running power system application and decided to truncate the network model based on the
reliable data availability including at least all the 400 kV network and above with DTL and part
BBMB network based on availability reliable telemetry. Once this model gets tuned, the model
shall be made available to all the constituents for running estimator at their end. Constituents
might decide to run the same model or add their network based on the availability of reliable
telemetry. All members agreed for the same.
E. Technological Area Definition
The requirement of technological area definition was included in the contract to facilitate
control area responsibility implementation. Representative of NRLDC informed that the same
was leading to serious visualization problem due to non-availability of alarm acknowledgement
feature in the area beyond area of responsibility. In view of above, it was proposed to
implement alarm inhibit feature to limit the alarms within the area of responsibility. This was
agreed to by the members.
F. Reverse data transmission over ICCP
Presently, the ICCP is configured for the reverse data transmission including the calculation
being done at NRLDC. Representative of NRLDC proposed that the calculated data be
transmitted without quality tag to facilitate update of data at remote end. After discussion, the
same was agreed by the members.
G. Data substitution at respective control centre end
Representative of NRLDC informed that local calculation had been implemented at all
control centre for drawal calculation which waas being monitored locally. The facility of
substitution had also been provided at the local control centres. All the constituents were
requested to substitute the data which are not telemetred and non-current to have correct
display of drawal in SCADA data irrespective of telemetry ownership and inform NRLDC for
substitution to avoid any commercial implication. He added that sometimes it was not possible
for them to manually substitute the data for all the constituents as the reliability of telemetry was
very poor. Operator of the SLDCs need to take the responsibility of display of correct drawal by
manually substituting the value in case of telemetry failure. He also requested SLDCs to
implement drawal calculation using the data of the constituent end which was under their direct
control to facilitate correct drawal calculation and avoid commercial implication. Members
agreed for the same.
H. Updation of the Reports generated from SCADA
Representative of NRLDC informed that the SCADA vendor had developed one set of reports
as required by the constituents. It was proposed that if constituents desire any changes in
these reports, it should be implemented by the constituents themselves. All the members
agreed for the same.
I. Real time data updation in web server
Representative of NRLDC pointed out that the real time data stops updating in web server
after certain time and required refresh for data updation. The matter was tested in BBMB
system. In this regard BBMB informed that they had tested the same with different browser but
the problem continued. It was informed that since the implementation was browser based, it
was desirable to refresh the system once in every shift to clear the cache for proper functioning.
The matter was discussed in detail and it was agreed that refreshing the page shall be done at
least in each shift and the same would be informed to the concerned.
J. System outage for small duration
NRLDC informed that the SCADA vendor was working on the various deviations which had
been observed during FAT / SAT and the fixes were being made available for rectification. In
some critical cases where the major code changes were necessary, simultaneous shutdown for
both main & server systems were required. Though all the effort were being made for making
the implementation one by one, sometimes simultaneous shutdown for 5 – 10 mins might be
required. Members opined that the implementation should be possible without interrupting the
availability of real time data to the users. NRLDC informed that the matter had been taken up
with the the vendor at the highest level of and they were exploring the possibility for the same.
All constituents were requested to co-operate for such simultaneous shutdown for better
implementation and smooth functioning till any solution was provided by the vendor. Members
agreed for the same.
K. Implementation of Service Pack-5
POWERRGID informed that the SCADA vendor was working on the deviations observed during
FAT / SAT, the fixes were compiled which were being made in patches and it was informed that
service Pack – 5 had been received from Siemens Germany which was under observation in
test bench at Mumbai. Service Pack – 4 was deferred as the SP - 5 was expected by Nov’14. It
was proposed that the Service Pack-5 be tested initially in J&K with operational system. After
satisfactory operation of J&K system, the same shall be implemented in the constituent system
gradually in consultation with the constituents. This was agreed to by members. It was also
decided that the necessary shutdown shall be made available for the changeover by the
constituents. Members, however,
requested that the downtime time should be minimized.
POWERGRID assured that all efforts in this direction shall be made in consultation with the
SCADA vendor.
L. Implementation of Hydro System Model (HSM) and inflow forecast application
Representative of NRLDC informed that the vendor had requested for HSM data for
implementation of the model. BBMB informed that the data as required by the vendor had been
provided but the output was not consistent, which needed to be taken up with the SCADA
vendor. It was agreed that BBMB shall coordinate with the vendor for proper implementation for
HSM and inflow forecast.
3.3 Issues raised by HVPNL
A. Representative of HVPNL stated that Siemens had agreed in the meeting on 17.09.14 that
preparation of Network displays would be done during the currency of parallel operation, which
was pending till that date.
POWERGRID informed that Geographic map of HVPNL was already prepared at NRLDC and
imported in HVPNL system. However, HVPNL had still not provided required Network Display in
DXF format. Same would be implemented in system once received, HVPNL agreed to submit
the same. NRLDC also agreed to provide network data display to HVPNL.
B. Hardware pending works: Representative of HVPNL stated that installation of Remote
console work at HO Panchkula was pending. He also expressed concern that POWERGRID
had not provided the Ethernet connectivity of suitable bandwidth between SLDC-Panipat to
BBMB Chandigarh.
POWERGRID informed that remote consoles as per BOQ requirement had been installed at
site and Panchkula was not under the scope. However, they would provide Etherner
connectivity of suitable bandwidth between SLDC Panipat to Chandigarh. It is for HVPNL to
arrange suitable connectivity from SLDC, Chandigarh to Panchkula HQ. HVPNL agreed for the
same. POWERGRID agreed to proved Ethernet connectivity by 25th Nov 2014.
C. Representative of HVPN stated that Siemens had not attended the points of MOM on dated
17.09.14 held between POWERGRID, Siemens & HVPNL.
POWERGRID informed that most of the works had been completed and balance work would be
completed within extended period of parallel operation.
D. Representative of HVPNL stated that there were many web server pending points, which were
yet to be completed. These were discussed as under:
i.
Representative of HVPNL stated that when changes were made in display on Graphic
editor, it did not reflect on web page. However, changes got reflected when Siemens
engineer made some changes remotely. He stated that the procedure had not been
explained to HVPNL. POWERGRID informed that Bug fix has been installed. If it’s a new
point definition, the sync would take place once a day. If required earlier, it has to be carried
out manually. This process would be documented and provided to HVPNL during November
2014.
ii.
Representative of HVPNL stated that 15 Minutes Avg. value tag was showing SCADA value
in web display. It does not show 15 Min. avg. value. POWERGRID/POSOCO informed that
this value was calculated for display purpose in SCADA and presently not configured in local
archive, but was available in e-DNA (as per documents). Since web used the value from
local archive, hence this was not viewed in WEB. SIEMENS shall explore possibility to
configure this in local archive and revert to HVPNL on proposed solution.
iii.
One day Max. value tag was showing SCADA value in web display. It does not show one
day max. value on the web page. POSOCO informed that this value was calculated for
display purpose in SCADA and presently not configured in local archive but was available in
e-DNA. Since WEB used the value from local archive, hence this was not viewed in WEB.
SIEMENS shall explore possibility to configure this in local archive and revert to HVPNL on
proposed solution.
iv.
Siemens has not provided the main page on web server as available in CDAC web server in
ALSTOM
system.
POSOCO/POWERGRID
requirement. However,
informed
that
this
was
an
additional
technical requirement had already been met and HVPNL was
asking specific make hardware which would not be possible at this stage. Representative of
HVPNL contended that this was not additional requirement and they were using this in
Alstom system and requested POWERGRID to make at par with Alstom system.
NRLDC/POWERGRID responded that the facility of data transfer like Alstom system was
also possible in Siemens system but it would an additional feature over and above
contractual requirement. POWERGRID further informed that since all technical requirement
had been met, there was no significance to demand additional requirement under this
contract.
v.
Siemens had provided the backup pages in PDF, while HVPNL had requested to provide
the pages in xls format. POWERGRID informed that this would be implemented by
25.11.2014
vi.
Date & Time was required on Web pages. POWERGRID informed that presently this was
not possible. However, the matter had been discussed with Siemens to implement the
same.
vii.
eDNA web was not working on Public IP. POSOCO informed that this feature had been
implemented at NRLDC and was under observation. The same shall be implemented at all
SLDCs, if found ok.
viii.
Web pages are also required in eDNA web. POWERGRID informed that SIEMENS have
developed this in SCADA and all future pages to be developed by HVPNL for eDNA in
association with Siemens.
E.
Variances recorded during the currency of parallel operation in variance register had not
been resolved by Siemens till that day. POWERGRID informed that most of the works had
been completed and balance work would be completed within extended period of parallel
operation.
F. Siemens had not completed the work of stand by cabling and splitter installation at CFE.
POWERGRID informed that Siemens had reported the site on 18.11.2014 for installation of
Splitter and SLDC official told them that installation shall be carried out from next week.
G. Power cabling work was pending.
H. Few VPS SAT observations i.e. VPS body earthing, power cabling were still pending.
I. Server management console was not working.
J. Keyboard and Mouse had not been provided with KVM switch in Rack.
K. Remote Consoles had not been installed in control room.
L. Siemens had not supplied the Dispatcher training consoles.
For Point no. G to L - POWERGRID informed that all the balance materials had been
dispatched and would reach at SLDC by end of Nov’ 2014. All balance work would be carried
out within extended period of parallel operation.
3.4
Communication between Main and Back-up Control Centre
Representative of BBMB informed that the matter regarding establishing the communication
between main and backup control centers was discussed in the first meeting of TeST subcommittee wherein it was intimated by POWERGRID that the availability of communication
between main and backup control centers including NRLDC Main and backup was expected to be
completed by July, 2014. BBMB requested POWERGRID to intimate the status for the same and
also supply the schedule for integration of main and backup SLDCs. POWERGRID informed that
all communication links between Main and Back-up control centers and SLDC to Sub-LDC would
be commissioned by 15-Dec-2014.
3.5
Database modification philosophy
Discussed under NRLDC issues item 3.2 (A).
3.6 SAT Observations
A. Representative of BBMB stated that various important issues and bugs were pointed out to M/s
SIEMENS during the Site Acceptance Test of SCADA System carried out at various SLDCs.
However most of the problems were yet to be resolved by M/s SIEMENS.
He requested
POWERGRID to share all the problems identified by various SLDCs during SAT, so that the
resolution of all the deficiencies identified by various SLDCs can be ensured at all Control
Centres.
B. Representative of PSTCL stated that the observations as pointed out by Punjab SLDC during
SAT under ULDC Ph-II were still pending. He added that the matter had already been brought
to the notice of POWERGRID & M/s Siemens Ltd,Kalwa (Mumbai).
C. Representative of UPPTCL briefed about variances observed during SAT / Parallel Operation,
which were still unresolved.
D. Representative of HVPNL stated that Siemens had provided the closure of HVPNL SCADA
SAT variances but its resolution of points was still pending in which Siemens remarked that
they would cover these points during parallel operation.
Representative of POWERGRID agreed to the suggestion of BBMB to compile a list of SAT
observations at all control centres and circulate. He further informed that most of the SCADA
SAT variance had been closed and balance work would be completed within extended period of
parallel operation. He added that POWERGRID was very much keen to resolve the pending
issues / closure of SAT variance at the earliest. POWERGRID/POSOCO was taking weekly
meeting with Vendor (Siemens). Member Secretary, NRPC suggested that constituents might
be involved in monthly/bi-monthly meetings so that issues can be resolved at the earliest.
POWERGRID agreed for the same.
3.7 Implementation of UI rate calculation as per CERC order 2014
Representative of PSTCL stated that deviation Settlement rate calculation as implemented by M/S
Siemens was not as per CERC order-2014. Matter was referred to POWERGRID and Firm.
However no corrective action/reply had been taken that far. Representative of NRLDC agreed to
consider suggestions for implementing this feature. He stated that DTL had implemented with
multiple TA which could be adopted across all the Utilities. It was agreed that multiple TA shall be
defined as implemented in DTL system for all the utilities and Siemens shall be informed
accordingly for implementation.
3.8 Integration of GIS (Geographical information System) data with SCADA system:
Representative of PSTCL stated that integration of GIS (Geographical information System) data
with SCADA system was pending, as already pointed out to POWERGRID/Siemens. These
displays had been prepared and would be implemented before 30.11.2014. POWERGRID
informed that they do not have any information regarding the Implementation as the interface was
not clear for GIS integration. He stated that this was a specific requirement and might be dealt
separately.
3.9 Integration of 3rd party control centre:
Representative of PSTCL stated that integration of 3rd party control centre (i.e. boundary metering
system at SLDC, Patiala) with Siemens SCADA system was also pending from the firm i.e. M/s
Siemens Ltd, Kalwa,Mumbai. POWERGRID had also been requested in this regard. Punjab Drawl
calculated on the basis of Interface meters data available at Punjab SLDC had been made
available on PSTCL/SLDC web site at the following link:

--> Menu Item “CEC” --> Sub Menu Item “Portal” --> login as
“sesldc” with password “sesldc” --> RealTimeData --> Live Dashboard-1 min->Interstate Points.
He requested NRLDC to consider these calculations for OD/UD purpose also so that in case of
Non-availability of telemetry data of all points contributing to drawl (Punjab) using SCADA,
dispatcher(s) are not forced to take action on SCADA value only.
NRLDC informed that integration of the 3rd party system can only be done in case both the
systems were compatible. The interfacing could be done in various ways as defined in the
technical specification like ICCP, IEC 104, OPC etc which could be implemented by PSTCL in
consultation with Siemens. However, this was a separate requirement of PSTCL which was not
included in the contract and might be dealt with separately.
3.10 Balance trainings on SCADA/EMS System
Representative of BBMB informed that M/s SIEMENS was to provide 8 weeks training on
SCADA/EMS Software and one week training on NMS and Cyber Security as per the provisions of
contract.
Out of this only 2 weeks training on SCADA/EMS Software (Database & Display
Development) and 3 days training on NMS had been provided.
Besides this, one week
dispatcher’s training was also to be provided by M/s SIEMENS to 12 participants of BBMB, out of
which training had been provided to 6 participants only in the first batch. The second batch of
dispatcher’s training was also pending. HVPNL also pointed out that Dispatcher Training for
Control Room (SLDC “OP”) Officer’s was pending
It was expressed that with the Site Acceptance Testing completed at most of the sites, operations
were totally dependent upon new system. It was difficult to handle day to day problems due to nonavailability of requisite know-how regarding various vital software applications supplied by
SIEMENS such as SCADA, EMS, Historian, Cyber Security etc. Accordingly, POWERGRID was
requested to arrange the balance trainings on priority.
Representative of POWERGRID informed that balance training would be commenced from 1st
Week of Dec’14. Constituents requested to complete all the balance training at the earliest. PSTCL
requested to start this module from their Patiala SLDC. POWERGRID agreed to circulate actual
schedule of the training programme to all constituents after finalizing the same in consultation with
SIEMENS
3.11
Supply/Installation/Commissioning of GPS Clock based Time and Freq. System:
Representative of PSTCL stated that supply/Installation/Commissioning of GPS Clock based Time
and Freq. System was pending due to the delivery of adequate quantity of Standalone rack and
requested POWERGRID for early completion. POWERGRID informed that this work had already
been completed,.
3.12 Issues in Video Conference System:
A. Representative of PSTCL pointed out that the Siemens Video Conference System at Punjab
SLDC was presently not in working condition due to Optical Fibre Communication.
B. UPPTCL pointed out that smooth connectivity was not taking place. Every time lot of time was
getting wasted on account of connectivity problem. Even when link was healthy pinging was not
happening.
In response to above points, POWERGRID informed that these were temporary issues and
might be attributable to lose cable connection or fiber connectivity issue. POSOCO informed
that this type of problem occurs on regular basis as most of SLDCs were not following proper
guidelines as described in the manuals. SE(O), NRPC suggested POWERGRID to prepare a
brief procedure to conduct the video conferencing including Do’s and Don’ts and distribute to all
constituents including NRPC Sectt. POWERGRID agreed for the same.
C. HVPNL pointed out that during the SAT of VCS it was observed that the length of the camera
cable was short. The vendor engineer had agreed to provide the proper length cable and till
date it was not provided. POWERGRID confirmed that this work would be completed
immediately.
3.13
Disposal of ULDC Ph-I equipment
The delivery & installation of SCADA/EMS Equipment under Expansion of Unified Load Dispatch
Scheme of northern region
was underway.
After the installation and commissioning of new
SCADA/EMS System, the old SCADA/EMS Equipment procured under ULDC Phase-I shall be
dismantled.
As per clause 3.1.2 of the Memorandum of Understanding signed between
POWERGRID and Constituents, the equipment procured under ULDC Phase - I was the property
of POWERGRID till the repayment of ULDC Charges was completed and the equipment was
transferred to constituents.
The matter regarding disposal of old/obsolete equipment dismantled after commissioning of ULDC
Phase – 2 as well as the methodology for its cost adjustment was discussed in the 1st & 2nd
Meetings of TeST and it was informed by POWERGRID that they have filed a petition with CERC
on the matter.
Representative of BBMB stated that the quantum of old and obsolete hardware likely to be
dismantled was very large and it was not possible to safely store this material due to space
constraints.
He therefore requested that POWERGRID should obtain interim directions from
CERC to dispose-off this material pending decision on final recovery of charges.
Representative of PSTCL stated that all existing equipment of M/s Areva commissioned under
ULDC Ph-I would become obsolete once system is finally switched over to Siemens system under
ULDC Ph-II. He requested deliberations amongst all constituents of Northern Region for taking
action in respect of above said Areva equipment.
Representatives BBMB, PSTCL and UPPTCL requested POWERGRID to update status regarding
disposal of ULDC Phase-I equipments
POWERGRID informed that they had already filed Petition for cost recovery for SCADA-EMS
system for SLDCs and copy of the same have been shared with all the Constituents. Member
Secretary , NRPC suggested POWERGRID to take up the case with CERC for early resolution.
POWERGRID agreed for the same.
3.14 Issues raised by UPPTCL:
A. Two static IP (One Airtel and another BSNL) connections had been provided along with their
details but Siemens was unable to commission Web Server till that date.
POWERGRID requested UPPTCL to provide the sufficient information like Subnet mask and
consistent internet connectivity so that web server can be commissioned, UPPTCL agreed for
the same.
B. IInd ICCP link between NRLDC and Main SLDC was not working. Hanging problem of
converter at both end had been observed several time on 1st link also. UPPTCL requested for
updating the status of following ICCP links:
I. Between Main NRLDC to Backup SLDC Modipuram.
II. Between Backup NRLDC to Backup SLDC Modipuram.
III. Between Main NRLDC to Main SLDC Lucknow.
C. UPPTCL requested for status of 100 mbs main & backup link between Main SLDC Lucknow &
Backup SLDC Modipuram.
In response to above points, POWERGRID informed that all communication link between Main
and Back-up control centers and SLDC-Sub-LDC shall be commissioned by 15-Dec-2014.
D. UPPTCL desired to know progress in respect of providing Monitoring data of UPS in SCADA.
This issue has already been covered presentation by POWERGRID at Annex-II
Supply, installation & Commissioning of following equipments was pending:
I. DTS Server
II. Training Console
III. Laptop for Maintenance
POWERGRID informed that all balance material shall be supplied by end of Nov’ 2014.
E. Installation & Commissioning of splitters had not started.
POWERGRID informed that all Splitters had been supplied at site. However, UPPTCL have to
finalise the location.
G. VLAN Connectivity diagrams of presently implemented scheme had not been provided by M/s
POWERGRID.
POWERGRID informed that this diagram had already been provided and also enclosed with
POWERGRID presentation for this meeting.
H. Commissioning of Remote consoles, Printers etc at Sub LDC Moradabad and Panki had not
been done. Remote console at Varanasi had been energized but frequent RT Failure (Every 2-3
hrs) appears and every time system login was to be done again.
POWERGRID informed that Remote Console had been installed at Panki without UPS power
supply and requested UPPTCL to arrange the same so that consoles can work properly. Further,
at Moradabad UPS power supply was not available, however installation can be done within one
week time. For Varanasi site, this issue has been reported first time. POWERGRID would check
and revert back to UPPTCL.
I. NMS monitoring for remote links was pending: POWERGRID informed that NMS configuration of
Remote Consoles Routers & Terminal Servers would be completed by 25-11-2014.
J. Problem of excessive heating by 80 KVA isolation T/F of UPS had not been resolved:
POWERGRID informed that this work had been completed.
K. Entire EMS work pending: Point covered in item 2.4 A (NRLDC point).
L. UI application crash: Point covered in item 3.1 c (BBMB points).
M. Remote Terminal failure: Point covered in item 3.1d (BBMB points).
N. Problem of blurred display and offsize display of corporate remote consoles (55" wall display
unit): POWERGRID informed that this Problem of OFF SIZE display had been resolved.
O. Representative of UPPTCL stated that as Nokia has stopped production of DM2/DN2/DB2 etc
cards since Dec’13, detailed engineering/design may be done so as to ensure provision of
sufficient cards will be made in communication upgradation project so as to meet SCADA as well
as URTDSM projects. POWERGRID informed that they had requested all the constituents to
provide the list of required Nokia card by Dec’2013. Based on the requirement given by the
constituents card had been procured. No further procurement was possible as manufacturing of
these cards had been stopped.
P. Progress in respect of Problems informed earlier regarding SOE, Alarms and EDNA: Point
covered in item 3.1f (BBMB points).
3.15 Issues raised by PDD, J&K
Kashmir Region
a. Representative of PDD, J&K stated that the equipment damaged by recent floods may be lifted
and new equipments dispatched so that backup SLDC at Bemina Srinagar is made operational
as soon as possible.
POWERGRID informed that insurance company had surveyed the site and had informed that
they required OEMs report for further action. Accordingly, OEMs had also visited the site to
evaluate the damage of the equipment and relevant reports would be submitted by 10th of Dec’
14. After receipt of reports from OEMs and insurance company, Siemens shall take necessary
action.
b. Representative of PDD, J&K stated that due to floods, the floor of the control room of SLDC
Bemina had sunk by about 4 inches. This had made the VPS screen unstable. He requested
that the same should be dismantled immediately to avoid any damage to the VPS. The same
can be re-installed after the floor gets repaired.
POWERGRID informed that VPS would be dismantled after receipt of OEM/Insurance report.
c. Representative of PDD, J&K stated that the terminal server installed in PABX room should be
shifted to the proposed server room as the PABX room was being annexed with control room.
POWERGRID informed that Terminal Servers had been shifted to proposed server room.
JAMMU REGION
d. Representative of PDD, J&K requested that Secondary ICCP Link should be provided on
priority, as present link was not stable resulting in communication failure and un- availability of
critical NLRDC data. NRLDC ICCP link goes down frequently.
POWERGRIS informed that the same could be provided by end of Dec’14.
e. PDD stated that PDS and DTS servers for J&K PDD were yet to be received at site.
f. 2 No. Laser Printers along with OTS hardware had not been received yet.
Point E & F reply: POWERGRID informed that all balance materials shall be dispatched by end
of Nov’14.
g. Problem in VPS (BARCO) display: Representative of PDD, J&K stated that the brightness
mismatch had not been attended. Also the damaged BARCO lighting gen had not been replaced
yet.
POWERGRID informed that any pending issues related to VPS shall be addressed by end of
Nov’14.
h. Non-receipt of LAPTOP: Point covered under balance hardware materials as mentioned in
response to points E & F above.
i. Packet loss in case of RTU communication between terminal server and IFS router:
POWERGRID informed that problem had been rectified.
j. Representative of PDD, J&K stated that there was lack of communication from the RTU
installing team and no Siemens engineer was present on site for supervising RTU installation.
POWERGRID informed that all supplied RTUs (22 nos) had been Installed at site and CT/PT
connection was going on and Siemens shall take care of this issue for proper supervision.
k. SAT for UPS was pending: POWERGRID informed that Siemens / Delta team reached site on
03.11.2014 for SAT of UPS. However, found 3 nos of battery were faulty. These faulty batteries
would be replaced by Nov’14 end and SAT would be completed accordingly.
l. Representative of PDD, J&K stated that integration of RTUs from Kashmir region and installation
PDS was pending.
POWERGRID informed that once control centre renovation work gets completed, all the balance
work shall be carried out immediately. Further, POWERGRID requested to provide 1 or 2 rooms
for storage of hardware materials which were temporarily laid at Bhiwadi with transporter. PDD
confirmed that they would provide sufficient space for storage of hardware materials.
m. PDD stated that SIEMENS hardware Engineer was not available at Srinagar site.
POWERGRID informed that engineer posted at Srinagar had been temporarily deputed at
Jammu. However, Siemens shall depute separate engineer for Jammu and Srinagar sites.
n. Representative of PDD, J&K stated that backend support from Siemens was not prompt.
POWERGRID assured that Siemens would provide backend support whenever required.
3.16
Issues pointed out by POWERGRID.
3.16.1 Common Issues:
A. RTU Integration in Master Mode: POWERGRID informed that presently at RRVPNL and
UPPTCL, all RTUs were directly reporting in master mode in new SCADA system (SIEMENS)
and reporting constantly to NRLDC through respective SLDCs. However, rest of constituents
were yet to migrate from ALSTOM to SIEMENS system (RTUs reporting to existing SCADA
system working as Master and connected through Y cable to new SCADA system). These RTUs
of balance constituents should be connected to new SCADA system in master mode.
Constituents agreed for the same.
B. Specific Displays: POWERGRID stated that SLDC wise standard/specific displays had been
prepared during parallel operation, however some constituents had requested for additional
specific displays. POWERGRID stated that necessary training had been imparted and
constituents should prepare displays at their own and if required, Siemens Engineer would assist
in preparation of the same.
C. Drawl Schedule: POWERGRID stated that vendor had prepared the calculations for drawls at
each constituent site and verified with them. However, at some SLDCs this task (matching the
drawl with NRLDC) was still being done by SIEMENS engineers. Constituents should involve
their engineers for this job so that they can gain confidence. Constituents agreed for the same.
D. Requirement of FTRU: POWERGRID stated that during discussion with DTL & UPPTCL, it
emerged that FRTU might be required for integration of newly supplied UPS . Matter was
deliberated in the meeting and all constituents agreed for procurement of new FRTU to configure
display of UPS data, if same was not possible through UPS/Console supplied by Siemens.
E. AMC for APS, RTU, wide band: POWERGRID stated that with supply and installation of new
SCADA & communication equipment, the issue of AMCs of APS (EMERSON), RTU (S-900) &
Wideband equipment (NOKIA/FUJITSU) needed deliberation. Matter was discussed and all
constituents agreed to continue the AMC for these packages through POWERGRID.
F. Balance payment towards AMC: POWERGRID informed that balance payments are yet to be
received from some constituents even after several reminders had been issued (approx. Rs 21
Lac DTL, approx 5.5 Lacs from PTCUL & an amount of approx Rs 2.5 Lacs was pending from
BBMB (UT Chandigarh account) since Nov’ 2011. POWERGRID/POSOCO raised serious
concerned about the delay of payments. DTL informed that their balances would be deposited
by 1st week of Dec’14. PTCUL also confirmed that they would also deposit the amount within
one week. BBMB informed that they were following up the balance payment with UT Chandigarh
vigorously and confirmed that by end of Dec,14 payment would be made.
G. Supply of New Battery Banks: POWERGRID informed that constituents had been requested to
procure new Battery banks at SLDC /Sub-LDC /wide band nodes where existing battery banks
had fully exhausted and repeated failure of UPS/DCPS was affecting system operation. All
Constituents agreedd to procure and install the same within 3 months time.
3.16.2 State Specific Issues
A. PSTCL:
POWERGRID stated that Point to Point testing of newly installed RTUs were been delayed due
to non-availability of protection engineers of PSTCL for CT/PT connection. PSTCL confirmed
that appropriate instruction have been issued to their officials and in future this type of issues
would not arise.
B. UPPTCL
I) POWERGRID informed that Parallel Operation of SCADA system was in progress at existing
control room POWERGRID informed that SIEMENS has indicated revision in the price schedule
of VPS (BARCO) as SLDC building at Gomatinagar was not ready. UPPTCL confirmed that as
per present pace of work building shall be completed by April ’15. However, if there is any price
escalation, the same may be informed to UPPTCL for their management approval.
II) POWERGRID expressed concern that DG set foundation at Gomti Nagar, Lucknow was not
ready. UPPTCL informed that foundation for DG set at Lucknow had been completed.
III) POWERGRID stated that servers were installed at Modipuram backup SLDC in the month of
July’ 14, however, partition in server room and Installation of Air Conditioners in Server and
Battery room at Modipuram backup SLDC was yet to be done. UPPTCL informed that some
modification in existing control room was to be done. After reorganisation of control room, ACs
would be installed. POWERGRID requested to expedite the same.
IV) POWERGRID informed that Installation and testing of DG set had been completed. However,
Electrical Inspector clearance was required to POWER ON DG set. UPPTCL was requested to
arrange NOC. UPPTCL agreed for the same.
V) Remote console at Moradabad Sub-LDC could not be installed due to non-availability of UPS.
UPPTCL confirmed that they will provide UPS within 15 days.
C. RRVPNL:
I)
Representative of POWERGRID stated that installation and integration of all balance
RTUs (Honeywell/ABB/Alstom) in new SCADA system was not completed by RRVPNL. It
was decided during 2nd TeST sub-committee meeting that RRVPNL would install all the
balance RTUs by end of Sept’2014, so that integration with new SCADA system can be
done during the parallel operation. RRVPNL informed that 68 out of 70 RTUs have been
installed
but
database
and
validation
from
Siemens
end
was
pending.
POWERGRID/NRLDC stated that RVPNL had not deployed adequate manpower for this
purpose, which was affecting completion of works. Database Preparation and validation
can be done by RRVPNL only, Siemens will only assists in the said activity, whenever
requires.
II)
POWERGRID mentioned that daily report generation in new SCADA system was being
done by Siemens Engineer at SLDC, Heerapura. He stated that RRVPNL should depute
their engineers for day to day report generation and Siemens would provide necessary
support, if required.
D. HVPNL:
POWERGRID informed that Web server testing had been completed, however domain
name to IP resolution for Web server should be done by HVPNL. HVPNL agreed for the same.
E. DTL:
i)
POWERGRID pointed to repetitive failure of 48V DC power supply at Bawana, IP Power,
Kanjhawala and Gazipur sub-stations. After grid failure during July 2012, POWERGRID
had procured DC power source for various sites, but DTL insisted that they had placed the
orders for DTL sites. Accordingly POWERGRID shifted the materials to other sites.
However, till date 48V DC power source had not been installed at these sites which was
affecting data availability for other stations as well at NRLDC due to integrated network
system. S.E.(O), NRPC also expressed concern about delay in installation of new
batteries by DTL. DTL inform that sample battery had been rejected during FAT. However
, fresh FAT was scheduled in 1st week of Dec’14 and supply would commence by end of
Dec’14.
ii)
POWERGRID pointed out at data outage at SLDC due to frequent cut in underground
optical fibre between IP Power to SLDC, Minto road. ULDC phase-II system was also
connected through this link which affect the system and parallel operation. . DTL informed
that the AMC award for the above mentioned OFC was pending and the same would be
done by end of Nov’14.
iii)
POWERGRID requested DTL to sign the side letter (extension of MoU) for AMC of
wideband (POWERGRID letter Feb’2014). DTL confirmed that they would sign the
agreement by 15-Dec’14.
iv)
POWERGRID informed that Installation and testing of DG had been completed. However,
Electrical Inspector clearance is required to POWER ON DG set. DTL was requested to
arrange NOC. DTL agreed for the same.
F. J&K PDD
I).
Signing of AMC Contract: POWERGRID stated that PDD, j&K had not signed AMC
contract for SCADA/EMS till that day. PDD, J&K informed that internal approval had be
taken, however, in recent floods in Kashmir, all the document had been destroyed and
requested POWERGRID to provide fresh document for signing of AMC contract for
SCADA/EMS. POWERGRID agreed for the same.
II.
PDD, J&K had not signed side letter (extension of MoU) for AMC of OPGW maintenance.
On the request of PDD, J&K, POWERGRID agreed to provide fresh letter for signing of
Agreement.
III.
MoU for Insurance of equipments installed under ULDC had not been signed by PDD. On
the request of PDD, J&K, POWERGRID agreed to provide fresh letter for signing of
Agreement.
IV.
Due to flood at Srinagar, POWERGRID requested PDD, J&K to take up on priority,
renovation / new construction of backup SLDC building. PDD confirmed the same.
V.
POWERGRID requested that 1 or 2 rooms of 7x10 sq. mtr may be provided for balance
hardware delivery at Srinagar as presently these materials were kept in transporter’s
Store near Bhiwadi. PDD, J&K agreed for the same.
VI.
DG set foundation at Jammu and Srinagar had not been completed. PDD, J&K informed
that foundation work at Jammu had started and would be completed shortly.
VII.
POWERGRID stated that protection team from PDD, J&K was not available for taking
shutdown and doing the CT/PT connections for new installed RTUs. PDD confirmed that
protection team would be available for P2P testing of RTUs in Jammu region when ever
required.
G. PTCUL:
i).
Signing of MoU for AMC: MoU for AMC contract for OPGW maintenance had been send
to PTCUL long back. However, MoU had not been signed by PTCUL till that day. PTCUL
informed that they had sent the signed copy of MOU. POWERGRID informed that they had
not received the same. PTCUL stated that duplicate copy of MOU may be sent so that
same can be signed.
ii). Side letter (extension of MoU) for AMC of wideband was not signed by PTCUL till that day.
PTCUL informed that they would sign the agreement by end of Nov’ 14.
H. HPSEBL:
Side letter (extension of MoU) for AMC of wideband was not signed by HPSEBL. HPSEBL
assured that they would sign the agreement by End of Nov’ 14.
3.17 Issues raised by DTL
A. Modification in S900 RTU: Representative of DTL stated that as existing SCADA system was
going to be replaced very soon, the modalities for modification of S900 RTU files for configurations
of additional bays through new SIEMENS SCADA system, needed to be finalized.
B. HDR Data Retrieval: Representative of DTL stated that modalities for transfer of SCADA data in
existing SCADA system to the new System should also be finalized before decommissioning of
existing SCDADA system. Regulatory/Govt. authorities may ask for past data anytime in future. This
issue has already been covered under item 3.1 ( i ) of BBMB.
C. SLDC Website Operation: At present, Delhi SLDC website was displaying almost 1000 analog
values from SCADA system through a web-service (which was getting real time data from SCADA
system in Excel files through HabDDE). Representative of DTL stated that the solution provided by
SIEMENS fro this purpose was not acceptable, because of reasons given as under:
i.
DTL had desired the functionality through Excel to retrieve the values from SCADA system.
As it is happening in ALSTOM SCADA system through HabDDE utility. The Excel Sheet it
requires manual intervention (One need to click ‘Calculate Now ’ button for updating the
values).
ii.
The solution suggested by SIEMENS requires changes in the Software code, every time a
new element comes up whose data needs to be posted on SLDC website. Instead, we need
the solution by which, one can manage addition of extra points without interfering with
Source code.
He stated that they were implementing the changes for last so many years, in similar manner. They
need a reliable and permanent solution, not a quick fix just to close out pending issues. Accordingly,
he requested that SIEMENS may be advised to configure a system in such a manner that, any
excel with eDNA formula may get SCADA data on real time basis (No fixed format or specific excel)
without manual intervention. This facility was also available in the existing SCADA system since its
inception. POWERGRID informed that matter would be sorted out.
D. External Data integration with SCADA system: DTL stated that they need to push some
critical values received from Small Generation Companies (acquired through various means outside
the ambit of SCADA system) in SCADA system at a periodicity of 1 minute. DTL had already
informed that values from "Drawldata.csv" file may be updated at reduced interval rather than
waiting for next time block. NRLDC informed that the matter had been taken up with Siemens and
they were exploring the possibility to reduce the updation cycle.
E. Schedule for ICCP integration with DISCOMs SCADA system: DTL informed that M/s
Siemens had committed to start Data integration work from 15/10/2014 but the same had not been
done till that day. POWERGRID informed that they had taken up with M/s siemens. POWERGRID
informed that matter would be sorted out with Siemens.
F. Generation of System reports: Representative of DTL stated that although most of the reports
had been configured for receiving the values from eDNA server, values of single TA didn’t even
match in half hourly report and hourly reports for any given time. Every system generated reports
with different values on the report of a single day. Reports were not reliable enough.
G. DTL needed Current day & previous day Max. /Min. Values (Active Load, Voltage, freq etc.)
along-with time to be displayed for display on SCADA system/website.
H. Menu bars and status bar was occupying much of the space of active windows on SCADA
displays, which could have been optimized. SIEMENS had informed that the matter has already
been taken up with SIEMENS AG. The feedback from SIEMENS AG was still awaited.
I. Status of works of Backup SLDC: DTL requested that the status of configurations of Backup
SLDC of Delhi at Jaipur SLDC in reciprocal manner may please be intimated. DR systems were
planned in such a manner that they can handle all the operations even if main control center gets
completely isolated. In the present architecture, the though back system have been provided with
the Server level redundancies, the fate of failure of Terminal servers at main SLDC should also be
addressed, so as to have real time data at Backup Control center through alternate communication
path bypassing the failed Terminal servers of Main SLDC.
J. Some critical displays were still under development, which needed to be prepared as pending
works
K. DTL desired to know schedule of Training programs on System administration.
L. On web-interfaces through web-server, links had to be provided for reaching out to displays. Date
& time needed to be updated on web pages. The database and display up- made in SCADA did not
get automatically reflected on Web Server. DTL requested that the process of same may also be
explained to SCADA officials.
M. Some of the Remote consoles were not functioning properly. Link to BASIWI automatically gets
deleted. Reports show arbitrary data. Problem needed to be attended on priority.
N. SOE display required to be prepared on top priority. Alarms list should be fine tuned - So many
alarms being generated for gradient limit violation. No system for disabling or acknowledging
alarms. Alarms for a device keep coming despite acknowledgement.
O. Network Displays of NR and Geographic map be made available on SCADA system.
P. Schedule for Database synchronization among NR constituents may be intimated.
Q. 2 Nos. chairs were damaged. Needed repair/ replacement.
R. The following materials were to be supplied/returned by Siemens
1. 04 Nos Remote controls diverted by Siemens at NRLDC
2. 01 No. DTS Server
3. 02 Nos DTS Consuls
S. VPS Rack needed to be installed/erected in Control Room
T Earthing of server rack & distribution box needed to be connected
U. Data of new UPS & DG provided by Siemens was to be provided in the existing system.
V. Testing & commissioning of DG set was yet to be carried out in automation mode by Siemens.
Reply for point F to V: POWERGRID confirmed that all balance works and tasks shall be completed
within extended period of parallel operation and all balance supplies had been dispatched from
Mumbai.
4
Telemetry related issues
4.1
Present status of telemetry
A. Non-Availability of Telemetry
Representative of NRLDC recalled that the telemetry status was discussed in details during 2nd
TeST sub-Committee meeting and Utilities were requested to submit the monthly status/ progress
on the telemetry to NRLDC with a copy to NRPC. It was observed that the status was not being
received from any constituent except from DTL and Punjab. NRLDC presented the status of the
telemetry which is attached at Annexure – III.
S.E.(O), NRPC requested all the members to expedite arranging for the telemetry wherever the
same was yet to be provided and submit location-wise target date for the same. This would facilitate
monitoring. Members agreed for the same.
B. Reliability of telemetry
SE(O), NRPC stressed upon the reliability of telemetry to ensure proper network visualization.
Representative of NRLDC stated that the RTU availability must be monitored on daily basis so
that the problem could be detected and resolved. The matter was discussed during 2nd TeST
Committee meeting and it was requested to monitor the daily status of the RTUs which are
integrated to the system in the following format.

He informed that such reports were not made available and requested all the members to
submit the reports to NRPC with a copy to NRLDC so that the same could be monitored at
NRPC level.
Member Secretary, NRPC stated that it is the responsibility of the TeST sub-committee to
ensure improvement in data telemetry and request all members to take necessary actions
on priority.
C. Telemetry of digital status
The requirement of digital status was discussed and members were requested to ensure the
telemetry of digital status of their stations. NRLDC informed that the digital status was not
made available from number of stations including 400 kV stations though the analog data
was available. Members were requested to inform the status of digital data telemetry of the
stations which are integrated to the SCADA to NRPC with a copy to NRLDC for further
monitoring.
D. Non- telemetry of new element
 NRLDC requested all the members to furnish the information related to new Stations /
element i.e. SLD as implemented, communication link details and RTU / SAS details at least
15 days in advance to facilitate database development and testing of telemetry. It was also
informed that it will be difficult for NRLDC to issue charging code in case the information
was not furnished 15 days in advance and telemetry was tested at least 3 days before the
first time charging. NRLDC also informed that the lines were being charged without
information to NRLDC and without making any arrangement of telemetry. NRLDC requested
all the Utilities to ensure the telemetry before charging the new element otherwise it would
have serious implication in network visualization and in running State Estimator.
 NRLDC also requested all the constituents to ensure Zero bus-sum at least at 400 kV and
220 kV buses. The details had been communicated to all constituents. NRLDC requested
members to intimate action taken in this regard. Members agreed for the same.
 Representative of NRLDC stated that Telemetry needed to be arranged for the stations
which were already in operation. The status of telemetry for these stations for which
telemetry was yet to be made available and the action taken may be informed by the
members. The details are enclosed at Annex-III. Constituent were also requested to inform
NRPC and NRLDC the details of the stations which had been integrated during last three
months.
E. Telemetry over GPRS system
This issue was also discussed in the 2nd TeST sub-committee meeting and members were
requested to furnish the action taken for provision of the alternative link for the existing GPRS
link specially for NHPC and POWERGRID stations.
POWERGRID also informed that the laying / stringing of FO cables was in progress and
wideband link would be made available gradually on commissioning of the wideband links and
most the stations would be covered under wideband network. UPPTCL enquired regarding the
telemetry of small station on GPRS. After deliberations, it was agreed that GPRS may be used
only as a standby links due for data reliability.
F. Communication failure due to non-availability of Auxiliary power supply
This issue was covered in item no 3.16.2 E ( i )
4.2
Constraints in telemetry
Regarding constraints of telemetry of NHPC stations, representative of NHPC informed that PLCC
communication system was a “Primary Medium” for Telemetry in large number of power stations
(12nos.) except Sewa-II &Chamera-III where “Primary Medium” did not exist or out of order since
long time. Although “Secondary Medium” i.e. GPRS/MPLS based communication was functional for
telemetry purpose.

POLLING ISSUE
a. During failure of communication through “Primary Medium”, control needs to be switched to
“Secondary Medium” for restoration of communication; however, “Polling” was required from
NRLDC through telephonic request. Whole process of switching & restoration of
communication consumes considerable time and efforts. In present scenario, recorded
availability, of large no. power stations,was always lesser than factual availability.
b. Features like “Auto Polling” of redundant Medium (Primary, Secondary) may be incorporated
in software, used for Telemetry System at NRLDC.
c. OR WEB ACCESS to features like “Polling”/”Switching” may be given to power stations so
that power stations could coordinate themselves.
During deliberations NHPC representative requested NRLDC to look above suggestions, in order to
further improve the reliability of telemetry data. NRLDC agreed to look into feasibilities of aforesaid
suggestions. POWERGRID agreed to provide daily “RTU” status to NHPC through email. NRLDC
suggested that RTU polling may be requested to POWERGRID sub-station before taking the matter
with NRLDC. Further, NRLDC informed that web access shall be provided once the new SCADA is
smoothly operational.
(ii)
GPRS COMMUNICATION
Representative of NHPC suggested that setup for GPRS communication should be kept as
alternating channel. At least GPRS could works as redundant channel for communication during
unavailability of MPLS channel where no PLCC system exits. NRLDC requested the members to
take all necessary efforts for clear telemetry data availability at NRLDC through PLCC, OPGW,
MPLS . Members agreed that
GPRS communication should be kept as stand by alternating
channel only in case of failure of PLCC or MPLS communication.
4.3 Non-functioning of OLTC Transducers
Representative of BBMB stated that RISHAB make OLTC transducers supplied along with Siemens
make RTUs were non-functional. POWERGRID informed that schedule for OLTC testing was
finalized for 18.11.2014, however shutdown of transformer was not permitted on that particular day.
BBMB informed that shutdown of transformer was not possible. POWERGRID informed that point to
point testing for RTUs was going on at PSTCL sites and suggested that OLTC testing may be done
at PSTCL sub-station. BBMB and PSTCL agreed for the same.
4.4 Installation of RTUs in Kashmir Region
PDD, J&K informed that RTUs supplied in Kashmir region were still lying in the open and were not
being installed. He expressed that in view of winter having set in, snow fall can damage the RTUs
and so needed to be installed immediately in the sub-station control rooms. As agreed, 48 V power
supply and GPRS connectivity for RTUs, he requested for the same to be arranged immediately so
that the RTUs get commissioned. POWERGRID informed that shifting of RTUs would commence
from 24.11.2014. Regarding 48V DC power supply and GPRS based connectivity, he informed that
the tendering activity was going on.
4.5
Intermittent data at NRLDC in respect of Tanakpur Power station
Representative of NHPC informed that Telemetry data in respect of Tanakpur Power Station was
intermittent at their end. They had taken up the matter with POWERGRID, S/S Bareilly
intimating
that PLCC Panels of RTU, Main I & II PLCC protection panels of 220 KV ,Tanakpur – CB Ganj
Transmission line
had developed continuous major alarms. POWERGRID agreed to expedite
rectification of above alarms.
5. Unified Real Time Dynamic State Measurement (URTDSM) Scheme.
5.1
Status of URTDSM (Agenda by BBMB & UPPTCL)
Representative of BBMB stated that they had repeatedly requested in the successive NRPC
meetings to intimate the detailed status of various application software utilities under development
and also to involve constituents in development of software utilities for better capacity building. In
the 28th TCC and 31st NRPC Meetings, POWERGRID had agreed to involve Central and State
Power Utilities in development process.
However, no response has been received from
POWERGRID on the issue till date. Without involving the constituents in capacity building activities
like software development, detailed engineering, FAT etc., it may not be possible for the
constituents to extend proper cooperation to POWERGRID on the issue.
He requested
POWERGRID to share the status of all project related activities and execute the project through
proper involvement and coordination with constituents.
Representative of UPPTCL also sought to know progress regarding URTDSM project since 2nd
TEST meeting.
POWERGRID informed that suggestions from all constituents members for system improvement
with in provisions of specification were being considered in various levels of execution. As
discussed during NRPC meeting on 10th Nov’14, POWERGRID would arrange one day seminar on
URTDSM project. Out of total 113 sub-stations under Northern Region included under phase-
I,,POWERGRID had completed survey for 110 nos of sub-stations. POWERGRID informed that
type testing of URTDSM equipment is under progress.
5.2
Space constraint
POWERGRID pointed out that space constraint at SLDCs was hampering installation of UPS, to be
supplied under URTDSM project. S.E.(O), NRPC requested constituents to address this concern
expeditiously.
BBMB intimated that they had no space for installation of separate UPS for URTDSM project. They
had already requested POWERGRID to supply a 120kVA UPS under URTDSM Project, which can
cater to the requirements of both SCADA/EMS System as well as URTDSM Project. BBMB also
requested POWERGRID to depute an expert from the OEM of UPS to visit BBMB control centre
and finalize the space requirements for installation of 120kVA UPS. POWERGRID confirmed that
the requirement of BBMB has been incorporated in the project. Other SLDCs also agreed to resolve
the issue of space constraint at the earliest.
