VERMONT JUDICIARY IT OPERATIONS MANAGER ` Court: CAO - RIS Division Supervisor: CIO Job Code: NA Exempt/Non-exempt: Exempt Pay Grade: 47 Union Eligible: N PURPOSE: The Manager is a leader in the Research and Information Services (RIS) Division of the Court Administrators Office (CAO) of the Vermont Judiciary. Located in Montpelier, this position plans, coordinates, and supervises activities related to the support of the computer software, hardware and networking infrastructure for the Judicial Branch. Under the general direction of the Chief Information Officer and Director of RIS, this Manager provides supervision for a staff of five or more operations and support specialists. Our supported environment includes virtual and physical desktops, desktop and Judiciary applications, Intranet and Internet websites, physical servers, networking and an extensive virtual private cloud server implementation. Management of internal and external service providers and partners is required. Open until filled. ESSENTIAL JOB FUNCTIONS: Manage the installation, configuration, operation and support of the Judiciary’s IT infrastructure, including our virtual and physical desktops, laptops, printers, and scanners; desktop and server OS environments, desktop productivity tools, and Judiciary applications; user accounts, configurations, printing, network connectivity, and remote access; and equipment installation, maintenance, and repair Lead technical team of operationsand support specialists, appropriately assigning and delegating duties and responsibilities, ensuring high quality and effective execution, monitoring performance, and providing administrative oversight. Work with RIS Management Team to ensure proper alignment of Infrastructure and Support resources and efforts with organizational objectives and needs and to ensure effective and optimal utilization of staff. Develop management practices to effectively log, track, route and update support calls to ensure efficient service to the users of the Judiciary. Develop and manage Key Performance Indicators (KPIs) that demonstrate and track levels of service provided to Judiciary users. Oversees and ensures effective project management and deployment of critical projects. Work with other government and non-government departments, agencies and service providers to ensure cost-effective and efficient utilization and support of our technology infrastructure. Develop and manage specifications, requirements, and service level agreements for technology projects and purchases of hardware, software, maintenance, and other services from internal and external vendors Other related duties as assigned. MINIMUM QUALIFICATIONS Education: Graduation from an accredited four-year college or university with a degree in technology management, computer science, or related field; advanced degree preferred. Experience: At least six years of professional experience directly related to the duties and responsibilities specified herein, at least four years of which must have been in a management capacity; or an equivalent combination of education and experience. Additional management experience may be substituted for the Bachelor's degree on a six months per 15credit semester basis. PREFERRED QUALIFICATIONS Demonstrated experience and measurable success with management of the support of computer software, hardware, security and networking infrastructure on a 24/7/365 basis. Working knowledge of current and emerging virtual and physical server, desktop, security and networking architecture in support of a complex organization. Ability to translate complex IT issues into workable plans and solutions. Effective analytical, problem-solving, decision-making, time management, organizational, and supervisory skills. Effective communication and interpersonal skills with the ability to work with diverse constituencies such as judicial, professional, administrative, and technical staff and to foster a cooperative work environment. Knowledge in development and maintenance of SharePoint and other web technologies desirable. Experience in the deployement and management of Microsoft desktop applications, Linux and Windows servers, and VMware Horizon delivery of virtualized and remote desktops and applications. Knowledge of Federal and State laws and regulations in information technology and telecommunications management. ENVIRONMENTAL FACTORS Duties are performed in both an office and field setting. Attendance at a variety of meetings can be expected and may occur outside of regular hours. Potential travel throughout the state and to other locations. SALARY The annual equivalent for this position will be $70,000 but may be negotiable depending upon qualifications and experience. BENEFITS Twelve days of vacation and sick leave are earned per year.
