Similar items are privately kept, as his wife described their own business space has been used to display their findings to customers, but even space is an issue for them as there is more discoveries than space can allow. This was one of the concerns brought up, to which the council suggested potentially starting the project out with the new development of City Hall Annex. Staff commented finding adequate space would pose an issue, but this would be taken into consideration with the current redesign process. The council appeared to be supportive of further investigating possible available space in the current City Hall, once it becomes vacant with the future move into the Annex building. One of Mr. Blank’s goals is to retain as much of the discoveries locally, with the addition of display space, this would offer a unique attraction spot for the city. Currently, Truth or Consequences has its own museum through Geronimo Springs, which houses the highlights of the county’s history. Similarly, Mr. Blank’s goal for a space for Elephant Butte would be dedicated to city’s namesake, allowing for visitors to be in the presence of the pre-historic fauna and animal life forms. Given the recent pre-historic elephant discoveries over the last few years, this would be a exceptional opportunity for the city to draw new visitors, while also offering an educational spot for local and statewide students a place to see the ancient history of their backyard in person. While the natural assets of the area essentially lying in wait for discovery, there are regulations and laws in place to protect specific items discovered. Any natural items found on federal land (BLM) are limited through permits for the collection of vertebrate fossils, with no commercial collection allowed at all. Additionally, the collection of small-scale invertebrates does not require a permit, as long as the collection is for personal use. The discussion in this area raised the possible enactment of a forgiveness clause to anyone who donates an illegally obtained natural item. While the council did not take a vote on the matter, it appeared that staff would look into if such forgiveness could be given for those items. Also on had was Superintendent Kay Dunlap of the New Mexico State Parks (NMSP), who explained the Parks current budget constraints prevents them from moving forward with establishing a “welcome center” or a similar space that would allow for locals to display their discoveries – projecting a two to seven year timeframe for NMSP. She also reiterated the caution of starting small and building larger as the project progressed. Council member D. Rogers similarly stressed, based on his own experience with starting up a project such as this, that time and speed are extremely slow going. Additionally, one of the major hurdles to overcome is staffing, in addition to identifying funding and an adequate space for display and storage of the items themselves. Ultimately, the council agreed to move forward with keeping an open dialogue with both the Blanks and NMSP. When the young man, later identified as Mr. Graves, saw the officer turning around, he rode the bicycle down an alley that led to Van Patten Street. After a verbal exchange with the officer, Graves rode the bicycle to a residence in the 700-block of Van Patten Street. After TCPD officials surrounded the front and back of the residence, Graves ran from the home toward Austin Street, losing officers when he jumped over a fence. A resident of apartments located near the intersection of Austin and Post streets advised officials that the owner of the complex had left one of the apartments unlocked, but that that particular unit was now locked. Once the apartment was accessed, Graves was not found to be inside. As night fell, with TCPD and Sierra County Sheriff’s officials searching a multipleblock area, one officer shined his flashlight under a camp trailer near the intersection of Marr and Post streets –the property where Graves jumped the fence and discovered Mr. Graves hiding. When he was ordered to exit from under the camp trailer, Graves ran from the officials, heading west on Marr Street. Graves reportedly ran into a residence and attempted to jump a wooden fence, but couldn’t scale the fence. Upon being ordered again to halt, Graves attempted to run again and was tased and placed in handcuffs. Once mobilized, the armored vehicles carried dozens of TAC Team members toward the residence. Moments later, two audible flash bank explosions were heard loud and clear approximately 100 yards south of the home. Sierra County Sheriff Glenn Hamilton later told The Herald that the flash bangs were used in conjunction with a State Police canine to disorient and distract Theobald while officers moved in and immobilized the suspect. Theobald was taken into custody without further incident, and transported from the scene to the staging area south of the residence. There, Theobald was checked out by Sierra Vista Hospital EMS personnel, and eventually transported to the Sierra County Detention Facility. As was initially reported on The Herald’s Facebook page, the newspaper withheld vital information, including the suspect’s identity, per Sheriff Hamilton’s request in the interest of officer safety. With about 40 percent of the prison population nationally suffering from mental health issues, Swingle said, “You’re just compounding the problem by not addressing the mental health issues.
