NOTICE OF ELECTION WEST LOTHIAN COUNCIL ELECTION OF COUNCILLOR ‐ WARD 9, ARMADALE AND BLACKRIDGE A by‐election is to be held to elect one councillor to the Armadale and Blackridge multi‐member ward of West Lothian Council. Nomination forms can be obtained from the Election Office at West Lothian Civic Centre, Howden South Road, Livingston, EH54 6FF. This office is open for the issue and delivery of nomination papers on weekdays from 9am to 4pm. Completed nomination forms MUST be delivered in person to the Election Office at the above address by no later than 4pm on Monday 23 February 2015. If more than one valid nomination is received, an election will be held and voting will take place between 7am and 10pm on Thursday 26 March 2015. Applications to register to vote must reach the Electoral Registration Officer at 17A South Gyle Crescent, Edinburgh, EH12 9FL by Tuesday 10 March 2015. Postal or proxy voting 1. Any elector may apply for a postal or proxy vote at this election. 2. Applications, amendments or cancellations of postal votes MUST reach the Electoral Registration Officer at 17A South Gyle Crescent, Edinburgh, EH12 9FL by 5pm on Wednesday 11 March 2015. The issue of postal ballot papers will commence about Monday 9 March 2015. They will be issued by first class mail (except where a postal voter applies in person for a replacement for a spoilt or lost postal ballot paper). A postal ballot paper may be returned either a) by post or by hand to the Returning Officer or b) by hand to a polling station in the Armadale and Blackridge Ward. Any person intending to vote by post, who may be unable to deal timeously with a postal ballot paper under the foregoing arrangements, should consider applying instead for appointment of a proxy. 3. Applications to vote by proxy at this election or to amend or cancel existing proxy arrangements MUST reach the Electoral Registration Officer at 17A South Gyle Crescent, Edinburgh, EH12 9FL by 5pm on Wednesday 18 March 2015. 4. Where a person has applied to vote by proxy at a specific election on the grounds of disability and the applicant becomes incapacitated after 5pm on Wednesday 18 March 2015 the application, or an application for the appointment of a proxy made by virtue of that application, MUST reach the Electoral Registration Officer at the above address by 5pm on the date of the poll. 5.
