Senior Trade for Development Adviser (Ref. CHETDPA72) The UK Mission to the United Nations in Geneva is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Senior Trade for Development Adviser for the Economic and Growth team. The next few years will be crucial for international development policy. In 2015 the global development agenda for the next 15 to 20 years will be shaped, by agreements on the UN Post 2015 Development goals, Financing for Development objectives and Climate Change targets. On trade the 10th World Trade Organisation (WTO) Ministerial Conference will take place in Nairobi, Kenya, followed by UNCTAD XIV Ministerial conference in Lima, in 2016. This is an exciting, intellectually stimulating and challenging role at the UK Mission, offering an opportunity to shape UK and EU development policy, particularly in the trade for development area, and help influence over £1 billion per year worth of UK aid for trade programmes, being implemented in the poorest and most vulnerable countries. The successful candidate will join a small and busy team of five that leads on the Mission’s economic and growth work. The Team oversees the UK’s relations with a range of multilateral organisations including the WTO, the UN Conference on Trade and Development (UNCTAD), International Trade Centre (ITC) and World Intellectual Property Office (WIPO), together with a range of other agencies, think-tanks and NGOs. S/he will work on delivering the UK Government’s development and trade objectives in Geneva, working closely with the Trade Policy Unit in London, which is a joint unit comprising officials from the Department for International Development (DFID), Department for Business, Innovation and Skills (BIS), and the Foreign and Commonwealth Office (FCO). This will be a high profile job, which requires interaction with and providing policy advice to technical policy leads, senior officials and Ministers in London; and productively working with colleagues in UKREP Brussels, and DFID country offices and the rest of FCO’s diplomatic network. You will have the honour of representing and speaking on behalf of the UK government at international organisations, conferences and multi-donor forums. Main Duties / Responsibilities Tasks include, but are not limited to those outlined below. 1. Trade Negotiations and Development (25%): th In the lead up to the World Trade Organisation’s (WTO) 10 Ministerial Conference in Nairobi, follow, report on and provide strategic and concise analysis on, the Post Bali Ministerial work programme to finalise the rest of the Doha Development Round, particularly on the development aspects across the various negotiating areas (e.g. agriculture, non-agricultural market access and services trade). This will have a specific focus on issues affecting Least Developed and Low Income Countries, such as special and differential treatment, technical assistance and capacity building (or aid for trade). Provide advice and analysis on the development aspects of bilateral, plurilateral and regional trade agreements (those inside and outside the WTO’s remit), and how these can be multilateral-ised, as part of policy discussions at forums in Geneva. 2. Aid for Trade programmes (45%): Monitor, report on and provide advice and analysis on the performance, and value for money of DFID funded aid for trade agencies and programmes in Geneva. In addition, using your development experience, you will be helping drive performance, identify and manage risks and opportunities for DFID policy and programme leads. And you will be keeping a watching brief on other trade related agencies, think-tanks and NGOs to inform DFID colleagues of any issues, opportunities and events of policy interest. Influencing and Networking (25%): In order to implement the tasks and responsibilities above effectively, you will need to be able to influence partners by building and maintaining close and productive relationships with key contacts among developed and developing countries, the EU delegation, and experts from various international organisations. Contribute to policy thinking, briefings and other correspondence related to UK, EU and international trade and development policy making. 4. Supporting wider team and Mission corporate business (5%): From time to time, you will provide holiday cover for team members, and participate in corporate events to ensure the smooth running of the Mission, particularly during senior/Ministerial visits and major conferences. You will take on a corporate responsibility in the office, such as serving on one of the various cross-Mission committees. Required Experience & Skills Knowledge (35%) – You need to have extensive knowledge of international development policy and practice, especially related to trade and development policy, and aid for trade programmes. You need to have a relevant university degree, ideally in economics, international trade, or development studies or a related field. You will need to demonstrate knowledge of the workings of the WTO and the EU. Experience (40%) – You will need to demonstrate at least 4 years relevant work experience, especially field / country experience of development policy and programme work, ideally trade/economic/private sector related; either with a government development cooperation ministry, international organisations, or civil society. Your practical experience should include: designing, implementing, monitoring, and evaluating development programmes. Skills (25%) – You should have a strong command of the English language, able to articulate yourself effectively as you will be representing the UK government. In addition you should have excellent drafting skills, and able to take notes quickly, providing clear and concise reports and analysis on trade, development and economic policy and programme issues. You should be able to demonstrate good public speaking and presentation skills. Qualifications in monitoring and evaluation, and project management would be a plus, but successful experience of doing these is more important. You need to be proactive and have a positive and can-do attitude. In addition you need to have good judgement, strategic (planning ahead) thinking skills; and be a team player. And able to effectively communicate and engage with internal and external partners of all backgrounds and professional seniority. You should have high levels of political skills to understand and influence the policy environment your work is in; and be able to manage differing UK stakeholders’ interests both in the UK government and externally. French language competency is desirable. Competence in other official UN/WTO languages is welcomed. Proficient in the following FCO key competences: Making Effective Decisions: Effectiveness in this area is about being objective; using sound judgement, evidence and knowledge to provide accurate, expert and professional advice. Collaborating and Partnering: People skilled in this area create and maintain positive, professional and trusting working relationships with a wide range of people within and outside the Civil Service to help get business done. Delivering Value for Money: Delivering value for money involves the efficient, effective and economic use of taxpayers‟ money in the delivery of public services. Engaging Internationally: Effectiveness in this area is about leading internationally, engaging our staff, contacts and international partners to help deliver UK Government objectives.
