Much of Phil’s 25 years in the
education sector has been in
regional and national
management positions,
working with tertiary-funded
providers, including schools,
for the Tertiary Education
Commission (TEC) and its
predecessors (Skill New
Zealand, ETSA). Among
other things, he was
responsible for the roll-out of
the Gateway programme in
Nelson/Marlborough/West
Coast and later its operation
at a national level. From
2009 to early 2012 Phil
undertook contract work,
which included establishing
the West Coast and
Nelson/Tasman (now Top of
the South) Trades
Academies.
For 14 months from February
2012 he was the Ministry’s
Nelson-based Regional
Manager, ECP, on a
temporary basis and has
been in his current role in the
national Youth Guarantee
team since July 2013.
