Expression of Interest – Indigenous Businesses
The Department of Transport and Main Roads (TMR) invites Expressions of Interest (EoI) from Aboriginal
and Torres Strait Islander businesses seeking involvement as subcontractors in projects associated with
the Cape York Region Package (CYRP), for work due to commence in mid 2015. Businesses should
demonstrate the capability to undertake road construction and other associated works on the Peninsula
Developmental Road (PDR) which will be specified in this EoI document.
Background
The CYRP is a $260.5 million package of works, jointly funded by the Australian and Queensland
governments, to upgrade priority infrastructure on Cape York Peninsula. TMR is delivering the $200 million
PDR component of the program over the next four years, 34 kilometres of which was sealed prior to
Christmas 2014. Future works will be tendered on a project by project basis.
The scope of works for these projects will consist of upgrading and construction of various sections of the
PDR in various stages, and will require sub-contractors with one or more of the following capabilities:

construction plant with proficient operators, including graders, excavators, scrapers, dozers, water
trucks, tip trucks, rollers, aggregate spreading trucks

crushing equipment with proficient operators to produce gravel base, concrete aggregates and
sealing aggregates from hard rock quarries

mobile concrete batching plants and delivery trucks

camp establishment, maintenance and operation of facilities

traffic controllers, including fully equipped vehicles.
Evaluation
EoI submissions will be assessed against the evaluation criteria listed overleaf. Details of conforming
proponents will be forwarded to the tenderers for PDR civil projects. The tenderers will then choose which,
if any, proponents they will contact to negotiate possible engagement as sub-contractors.
It is anticipated that the next PDR tender will be called in March/April 2015 for the Mein Deviation upgrade
project, north of Archer River.

Key staff experience and skills – including
skills and experience of your nominated
people over the past five years, their prior
experience and their
qualifications/capabilities.
Company experience – track record of your
company, providing also two referees with
their contact details and relevance to the
nature of this project.
Indigenous employment and training
policy – including details of what training is
provided to staff and the company’s
Indigenous employment opportunities plan. If
training is a focus of the company, then also
consider submitting your details for the
separate EoI for Employment and Training.
Company resources and management
systems – including details of company
turnover over the past five years; number of
staff; plant resources; quality assurance;
environmental and safety systems;
insurances.

TMR/Contractors shall not be bound to accept

Submission
EoI submissions shall be a maximum of three
pages with all respondents required to address
Evaluation Criteria 1 to 5 and include the
completed BBF registration form.


as one of the regions to which you are able
to provide services.
The EoI must be enclosed and sealed in an
envelope addressed as below and endorsed on
the outside – “EoI – Indigenous Businesses PDR
450/00384.1”.
Submissions to inform contractors short-listed to
tender for the Mein Deviation project close at
2pm on Friday 20 March 2015. Note that all
submissions received by this date, together with
other submissions lodged subsequently, will be
considered in future CYRP tendering processes.
