concerned that Campbell’s bill was “sending the wrong message” to UNESCO, adding that the 21 members who’ll vote on
the designation this summer might “perhaps feel that they’re
not welcomed.”
Betty Bueché, Bexar County’s director of facilities and parks,
said that nothing in UNESCO’s operational guidelines states
that the organization would intercede in maintenance or ownership of world heritage sites. Instead, she and others noted,
the designation would make available world renowned material curators who could assist in historical restoration, currently
needed on the Alamo’s facade.
The Alamo is owned by the state and under the conservatorship of the general land office. Director General Larry Laine
told the committee that new Land Commissioner George P.
Bush is not interested in selling or giving up authority over the
Alamo, and is supportive of the UNESCO designation.
Witnesses testified that the land office attempted to sell public land owned by the state in 2007, when Commissioner Jerry
Patterson tried to sell the Christmas Mountains near Big Bend
National Park. Richard Viktorin, a public interest advocate, said
he and others defeated the sale, and the land remained public
and in the hands of Texas State University.
Campbell said although Bush has no plans to sell the Alamo,
her bill would prevent future commissioners from doing so.
Committee vice chair Sen. Craig Estes, a Republican from
Wichita Falls, said he didn’t understand what problem the bill
would solve, adding that he couldn’t imagine the Alamo being
sold “with or without this bill.”

The centerpiece of the Senate plan would expand homestead
property tax exemptions for homeowners, providing $2.5 billion
in tax reductions. Nelson said the homestead exemption hadn’t
been increased since 1997, and that her plan would allow homeowners to claim exemptions worth 25 percent of the median
home value statewide.
That would mean about $200 annually per average homeowner. The plan includes an amendment to the Texas Constitution increasing the homestead exemption in future years, trying
to ensure that tax cuts don’t evaporate if home prices rise across
Texas.

Craddick said that industry leaders requested the changes and
were starting to recycle water and experiment with conservation
on their own, anyway. She added that the rule change was “the
carrot, not the stick, approach” and continued, “If companies
are allowed to be innovative, they usually go above and beyond.”
Because of the amount of water needed to frack oil and gas,
some companies have started using brackish water instead of
freshwater, state and industry officials said. Canadian drilling
company GASFRAC — which recently filed for bankruptcy
protection — had for years fracked wells in South Texas using a
waterless process, Craddick said.
According to the Railroad Commission, the amount of water
needed to frack a well varies across the state, from 1.2 million
gallons to complete one vertical well in the Barnett Shale in
North Texas to 3.6 million gallons in the Eagle Ford Shale in
South Texas.
Water used for fracking and mining represents about 1 percent of statewide water use, according to the commission.

Padilla was elected in November as California secretary of
state, whose office oversees the process to qualify initiatives for
the ballot.
The law does not apply to bags used for fruits, vegetables
or meats, or to shopping bags used at other retailers. It allows
grocers to charge a fee of at least 10 cents for using paper bags.
To address concerns about job losses, the bill included $2
million in loans for plastic bag manufacturers to shift their
operations to making reusable bags.
Environmental activists have successfully pushed plastic bag
bans in cities across the U.S., including Chicago; Austin, Texas;
and Seattle. Hawaii also is on track to have a de facto statewide
ban, with all counties approving prohibitions.
