PDP, BJP play give and take
on AFSPA, Article 370
JAMMU:The PDP seems to have diluted its stand on controversial Armed
Forces Special Powers Act (AFSPA) whereas the BJP has taken a complete
U-turn on Article 370 which grants special status to Jammu and Kashmir and
both the parties have left open the issue of rehabilitation of West Pakistan
refugees while chalking out a common agenda for the alliance.
The “Agenda for Alliance” released by Chief Minister Mufti Mohammed Sayeed
and Deputy Chief Minister Nirmal Singh spoke about many things including
political and developmental issues. On the Article 370, which gives special
status to the State, the BJP, which has been demanding its abrogation, has
now agreed on status quo.

Odisha gets raw deal
from budget: FM
From Gunagrhai Sahoo
BHUBANESWAR, MAR 1THE Union budget for
the year 2015-16 and recommendations of 14th
Finance Commission for the State fail to deliver
goods and consider its interests, said Finance Minister
Pradip Kumar Amat on Saturday in his reaction to
the budget announced by Union Finance Minister
Arun Jaitley.
Amat said as per the recommendations of 14th
Finance Commission and action taken report was
laid in the Parliament on February 24, the outcome
of the recommendations are not encouraging for
Odisha as there are chances of more financial burden
to be thrust upon the State.
“Although, devolution of taxes share has increased
from 32 per cent to 42 per cent, the share to our
State has come down from 4.779 to 4.642 per cent.
As per this estimate, Odisha is most likely to receive
less amount of Rs 4613.82 crore during 2015-20.
Besides, while eight special category states and three
general category states like Andhra Pradesh, Kerala
and West Bengal have been allocated non-Plan
revenue deficit grants, Odisha has failed to get it,”
said the State Finance Minister.
“No separate provision for the State has been made
in the Union budget,” adding Amat apprehended, “the
State will receive Rs 2136 crore less than the budget
estimate during 2014-15 of its share from Central
taxes. Besides, it will get Rs 2590 crore less during
2015-16 out of recommendations of 14th Finance
Commission. This will seriously affect the financial
status of the State.”
He criticised the budget arguing that the Central
government has increased the revenue receipts
negligibly. Besides, for reducing financial deficit, the
government has reduced Plan outlay even as per
revised outlay. This has resulted in decreasing fund
allocation in major flagship schemes like Rashtriya
Krishi Vikas Yojana, Accelerated Irrigation Benefit
Programme, Mid-Day Meal, Sarve Sikhya Abhijan
etc. Even the budgetary allocation for MGNREGA
scheme has been reduced considerably. If the State
governments will continue to run these schemes,
they will be forced to face financial difficulties, Amat
added.

Rahul Gandhi could not have chosen a worse moment
for self-introspection, coinciding as it does with a
parliamentary budget session. The Bharatiya Janata
Party's humiliating defeat in the recent Delhi Assembly
elections, and the unqualified support for the Congressled United Progressive Alliance's Land Acquisition Act that the Modi government diluted in an ordinance and
now seeks to transform into an Act of Parliament - provide
the perfect setting for the Grand Old Party to take on the
role of an effective leader of the opposition in Parliament.
And, as Mr. Gandhi was the moving spirit behind the
previous UPA government's Land Acquisition Act, the
Congress could have used the legislation's current cause
célèbre status to relaunch its heir apparent. The party
had even announced that he would address a public
meeting on the issue at Delhi's Jantar Mantar on February
25. For Mr. Gandhi, therefore, it is not just a case of
another missed opportunity: the "leave of absence" he
has taken to "reflect on recent events and [the] future
course of the party" has left Congress president Sonia
Gandhi embarrassed, and the party faithful stunned - and
bewildered. So much so that the official explanation that
Mr. Gandhi would shortly "return and resume his active
participation in the affairs of the Congress" is not being
bought entirely even by senior party functionaries - which
is also a testimony to the marked lack of transparency
within the party.
The speculative explanations proffered by party leaders,
however, ranged from the plausible to the bizarre. One,
Ms. Gandhi's coterie was resisting his elevation and
opposing the changes he wished to institute in the party.
Two, it was a prelude to his exit from politics, as Mr.
Gandhi was tired of being the fall guy, including after the
recent Delhi polls. Three, he was finally getting married.
If there is no evidence for the third explanation, Mr. Gandhi
had planned a two-month sabbatical starting in the last
week of January, before the Delhi polls - eventually, Ms.
Gandhi persuaded him against it. However, the first holds
a germ of truth as the Congress is clearly engaged in its
own internal politics rather than in a project of revival.
But damaging as Mr. Gandhi's "leave of absence" is for
the Congress, it is consistent with his known need for
frequent breaks. The Congress has shown no signs yet
of demanding an alternative leadership; it can now only
hope that Mr. Gandhi returns refreshed for the unveiling
of a plan of action at the All India Congress Committee
conclave coming up in early April.
GREATER FREEDOM FOR STATES
CM
KY
The broad contours of a cooperative federal polity where
the Centre and States engage as equal partners in
development is now emerging after the government on
Tuesday accepted the recommendations of the Fourteenth
Finance Commission. The FFC, headed by former RBI
Governor Y.V. Reddy, has broken new ground by
recommending a move away from scheme and grantsbased support to States to a greater devolution of funds
from the Centre's divisible pool of tax revenues. Thus, it
has recommended that the Centre share 42 per cent of
the divisible pool with the States, which is 10 percentage
points higher than what is the case now. By accepting
the recommendation despite the fact that it would lead to
a sharp drop in its own share of revenues at a time of
fiscal pressures, the Centre has sent out an unequivocal
signal of its commitment to the principle of 'cooperative
federalism'. The phrase was first mentioned by Prime
Minister Narendra Modi in the context of his decision to
replace the Planning Commission with the NITI Aayog.
Indeed, the FFC's report, along with the setting up of the
NITI Aayog and the consensus on the implementation of
the Goods and Services Tax, are important components
of the emerging federal landscape where the Centre
confers greater freedom and responsibility on the latter
by devolving greater resources to them.
Consequent to the higher devolution of funds, the Centre
is likely to re-evaluate several schemes that it sponsors
for the States. This is a natural consequence as the Centre
needs to offset its loss of revenue even as States devise
their own spending programmes tailored to their needs. It
is a fact that some States have been weighed down by
the need to cough up their share of funds for Centrally
sponsored schemes even if such schemes are not relevant
to their needs. For example, for a State such as Kerala
with its high literacy levels, a scheme to promote primary
education is not relevant, just as one promoting power
generation is not relevant to a power-surplus State such
as Gujarat. The key to the success of this experiment in
cooperative federalism lies in how well the States use the
higher revenues and the accompanying freedom to frame
their development priorities. Some of the better-developed
States such as Tamil Nadu might feel aggrieved at a
reduction in their share of devolved funds, ironically
because of their better development metrics relative to
other States. But this is federalism at work, because the
resources freed up thus go to support another State that
might be lagging behind on development parameters and
per capita income. What is important is whether the FFC
has adopted logical and fair measures while designing
the allocations - which it indeed has done.

IDOLOGY IN COROPRATE SECTOR IS MISS UNDERSTOOD
A few managers of corporate affairs philosophy give the concept a
wrongful twist. They think that the goals are to keep an eye on
government policies, ascertain likely changes in the pipeline and learn
about stringent measures being planned.
In the ever-changing political and economic scenario, seismic changes
take place in the corporate world. It requires re-examination of
fundamental concepts and even warrants reversal of the basic premise
on which a company's edifice was built. From there begins a race
where the rules keep changing, where there is no finish line and,
therefore, no permanent win. Technological advances, changing
competitors, new laws, stage-managed trade policies and diminishing
moral values make one race through a war zone. Corporate affairs and
its management philosophy come into force. Every company worth the
name formulates its own philosophy. Managers then start to design
policies (good and not so good), provide a service-mix and promote the
interests of the company.
The ideology of corporate affairs is rather complex and it cannot be
applied universally. It is more relationship-oriented than transactionoriented. The relationship mix is to be designed to hold on to a helping
hand or to win a good friend. Good contacts are to be meticulously
nurtured for long-term gains. It requires constant catering. It takes a
short time to learn this ideology, but it takes a lifetime to master it.
Goodwill of the company must remain the most valuable asset.
So then what goes wrong? The ideology is misunderstood by its
managers. It gets translated into undue gains for self and undeserved
favours from top management. Information gathering takes an ugly
turn. Leonard Fuld defined competitive business intelligence as "highly
specific and timely information about a company". And intelligence is
nothing but "timely information" and the ability to apply "knowledge"
for the objective criterion of safeguarding the business interests of the
company. Business intelligence is first directed at one's own organisation
to ascertain what the company is doing that could be changed to improve
its ability to function in a better way.
Competitive business intelligence must facilitate smooth passage for
the company. Obstructions in the way are to be bulldozed away.
However, a few managers of corporate affairs philosophy give the
concept a wrongful twist. They think that the goals are to keep an eye
on government policies, ascertain likely changes in the pipeline and
learn about stringent measures being planned. The managers tend to
put up these aspects by way of road signs for the drivers of the company.
To gain advance knowledge about one's competitor is corporate
intelligence. And to organise methodologies and systems to thwart
aggression from outside is counter-espionage mechanism.
Espionage is actually the black version of white intelligence. Intelligence
is gained in ethical ways whereas engaging in espionage necessarily
means adopting unethical and corrupt practices. Intelligence gathered
in a legitimate manner and for a just cause is not offensive.
"Espionage is not a game, it's a struggle we must win if we are to
protect our freedom and our way of life," said US President Ronald
Reagan. Espionage against a government or its departments pertaining
to the safety, security and sovereignty of the state is generally resorted
to by forces inimical to the nation. These could be hostile neighbours,
competitors in trade, economy or military might, etc. Pilferage of
information pertaining to policy matters and futuristic decisions resorted
to by corporate houses falls short of the real meaning of espionage.
Pilfering official documents from government offices about policy
matters, future measures and changes is theft. It can be termed piracy,
but not espionage. And the act of corporate executives in "stealing"
such "secret" documents by "bribing" public servants is a subject matter
of corruption to be dealt with under provisions of the Prevention of
Corruption Act, Official Secrets Act and Indian Penal Code. Even the
black word "espionage" is not dark enough to be compared with theft,
bribery and corruption. Good governance is the motto for a democratic
country. When the government is discharging its responsibility for the good
of the entire country, it becomes its duty to plug loopholes and prevent
leakages that fill the personal coffers of vested interests, i.e. selective
corporates. The law enforcement agencies must apply the available
provisions of all laws to detect the holes, the moles and the facilitators and
charge them with specific offences. The name of the game is theft, bribery
and corruption, and not espionage as is being projected.
Needless to say that contact men hired by corporate executives to pilfer
sensitive documents are generally those who had either served the targeted
department as an employee or who had some "in-built" connection there.
Outsiders, or for that matter "private investigators", are never deployed
for this purpose. Persons professionally engaged in collection of information
through legitimate means are private investigators and, therefore, become
untouchables for illegitimate purposes. Corporates handle such matters
through their own employees, who deploy their own contacts to steal,
pilfer or pirate sensitive information from governmental resources. And
they must be taken to task for their wrongdoings.

Affairs Management and Competitive Business

Health benefits of berries
CM
KY
They may be little, but boysenberries, blackberries, raspberries, strawberries,
blueberries, and cranberries are big on antioxidants.
The antioxidants in berries can help your body fight oxidative stress caused by
free radicals that can lead to illness. Eating a diet rich in antioxidants can help
improve your health, protect your skin and hair, and prevent certain diseases. All
fruits and vegetables contain antioxidants, but nutrient-rich berries are some of
the absolute best sources.
There are several powerful antioxidants that appear in berries, including
anthocyanins, quercetin, and vitamin C. Anthocyanins give berries their vibrant
color, reduce inflammation, and may help prevent and manage arthritis.
Anthocyanins work together with quercetin to help slow age-related memoryloss. Quercetin can also decrease the inflammatory effects of chemicals in the
synovial fluid of the joints for people with inflammatory conditions like rheumatoid
arthritis.Vitamin C is another strong antioxidant found in berries. It is largely
responsible for the health of collagen, which helps maintain cartilage stores and
aids in joint flexibility. Eating vitamin C–rich berries will contribute to radiant skin
and healthy hair, and may reduce the risk of arthritis, cataracts, and macular
degeneration.
In addition to antioxidants, berries are “juicy foods,” which means they contain
mostly water. Juicy foods are great for losing weight because they fill you up
quickly, since their high water content bumps up the volume while driving down
the calories. Berries also contain fiber and folate. Fiber aids in weight loss and
helps lower cholesterol and blood pressure.
Folate may protect against cardiovascular disease and age-related memory loss,
and since folate contributes to the production of serotonin, it may also help ward
off depression and improve your mood. Remember, if you can’t find fresh berries,
frozen (unsweetened) berries are a good substitute during the off-season months
— and just as nutritious!

Unsafe after
sunset
In the realistic analysis
about the safety and
security of women in
different megacities after
sunset (“Unsafe after
sunset,” Feb. 27), the
finding that Mumbai is
perceived to be the safest
metro offers a modicum of
consolation. But with plans
being envisaged for it to
become ‘a sleepless city’,
how much longer will it be
able to hold onto its enviable
position is anyone’s guess.
What is most worrying is
that the capital city is greatly
unsafe for women. One
hopes that Delhi Chief
Minister Arvind Kejriwal will
be able to plug the
loopholes
in
the
infrastructure. It is also the
overall responsibility of the
Modi government to ensure
that cities in India are, by
and large, safe.

NEW DELHI
Law minister Sadananda Gowda informed Parliament on Friday that
the collegium system of judges-appointing-judges will continue until
the National Judicial Appointments Commission (NJAC) is notified,
without giving a date when the government intends to notify the new
law. TOI had earlier reported how the government had kept in
abeyance the notification of the NJAC since the Chief Justice of India
had conveyed his unavailability due to pending
litigations in the Supreme Court challenging the
NJAC. The government needs the support of the CJI
in framing of rules and procedure for the NJAC as the
six-member commission is headed by the CJI and
comprises of two other judges of the apex court as its
members. The law minister and two eminent persons
are the other members of the commission.
The government needs support of the CJI in the
selection of two eminent persons which is to be done
by a committee comprising the Prime Minister, the
CJI and leader of the largest opposition party in Lok
Sabha. In a written reply in the Rajya Sabha, Gowda
said after the two bills relating to the creation of
NJAC and giving it a constitutional status were
signed into acts by the President on December 31, the
process of setting up the new body "has been
initiated." He said the acts will come into force after
they are notified by the Centre in the gazette. "Till
such time the acts are brought into force, the existing
system of appointment of judges to the Supreme
Court and the high courts is being continued," he said.
A bunch of petitions seeking to declare the
Constitution's 99th Amendment Act, 2014, providing
constitutional status to the NJAC, as "invalid, void
and unconstitutional," are pending in the apex court.
The NJAC seeks to give the executive a say in the
appointment of judges to the Supreme Court and the
high courts.
Never sought debate
on the word ‘secular’
in Preamble: Prasad
NEW DELHI
Taking an unusual route to set the record straight,
telecom minister Ravi Shankar Prasad criticized
Congress chief whip Jyotiraditya Scindia for
falsely insinuating that he had sought a debate on
the preamble of the Constitution over the word
"secular". Prasad said he had never sought such a
debate and had instead said at a press conference
that Congress should discuss if Jawaharlal
Nehru was secular since the original
Constitution's preamble did not include the
words "secular" and "socialist". Raising the
issue as a matter of "personal explanation" in a
rare use of the procedure, Prasad asked Scindia
to withdraw his statement in Lok Sabha. The
minister said Scindia could have clarified with
him before speaking as he is a "good friend". The
Gwalior MP had on February 24 said it was
"condemnable" that Prasad called for a debate on
"secular" and "socialist" in the Constitution.
Explaining the events in the wake of a
government advertisement showing a copy of
the Constitution without the words "secular" and
"socialist" that kicked up a row, Prasad said, "I
had said in the press conference that the
Congress should debate whether Nehru was
secular or not as he and leaders like Maulana
Azad and Sardar Patel did not include the word
'secular' in the Constitution."

Nirbhaya crisis centres
NEW DELHI
The Modi government has given its nod to establish one stop crisis
centres (OSCC) mandated to provide legal, medical and
psychological assistance to women in distress. The government is
expected to establish one centre in every state in the first phase and
expand it to 660 to ensure that there is one in every district. The centres
are expected to be come up by July. The scheme has been mooted by
the ministry of women and child development headed by Maneka
Gandhi who acted on the recommendations of the Usha Mehra
committee. The committee was set up in the aftermath of the public
uproar against the horrific Nirbhaya gang-rape. The centres will be
called Nirbhaya centres. WCD ministry sources said, "We hope to
have the centres set up by July. The first phase will include a centre in
every state whic will later be expanded to include a centre for every
district." On Friday, minister Maneka Gandhi met Delhi CM Arvind
Kejriwal to discuss the centre for the Capital. The minister will be
meeting other chief ministers to fast track the project in the coming
weeks. The National Crimes Research Bureau (NCRB) data has
indicated an increase in the reporting of crime against women both
under Indian Penal Code and Special Local Laws (SLL) from 18.5
lakh incidents in 2007 to 24.4 lakh in 2012. Studies have shown that
setting up of OSCC that provide medical, legal and psychological
support services under one roof to women survivors of violence is a

Top-level PLA team in India
to discuss peace along LAC
NEW DELHI
Ahead of PM Narendra Modi's
visit to China in May, a top-level
People's Liberation Army
delegation is in India to discuss
ways to boost CBMs between the
world's largest and second-largest
standing armies and defuse troop
confrontations along the 4,057km Line of Actual Control. The 15-member delegation
led by General Zhang Youxia, who is also a member of
the all-powerful Chinese Central Military
Commission, is also slated to call on defence minister
Manohar Parrikar and Army chief General Dalbir
Singh Suhag on Saturday. Interestingly, there are as
many as four Lt-Generals and a Major-General in the
delegation visiting from February 27 to March 2. It was
in October 2013 that India and China had inked their
new border defence cooperation agreement (BDCA)
but it has not proved very effective in defusing and
managing troop face-offs or in preventing either side
from tailing each other's patrols. The BDCA holds both
armies will "exercise maximum self-restraint" if a
face-to-face situation develops, as also have the right
to "seek a clarification from the other side"
if "a doubtful situation arises" where there
is "no common understanding" of the
LAC. But frequent "transgressions"
continue to take place all along the LAC
from Ladakh to Arunachal Pradesh.
India, apart from being outgunned by
China in terms of military capabilities, has
also lagged far behind in developing
border infrastructure. As reported by TOI
earlier, just 19 of the 73 "strategic" roads (adding up to
3,808-km) identified for construction along the LAC for
better troop mobility almost a decade ago, have been fully
completed till now. All the 73 all-weather roads, with
more east-west lateral links as well as better access routes
to strategic peaks and valleys, were to be completed by
2012. Defence minister Manohar Parrikar on Friday told
Lok Sabha that 16 roads would be completed by this year,
another 13 by 2016, nine by 2017 and four by 2018 and
beyond, as per revised timelines. The delays in execution
of road projects mainly occur due to delays in
forest/wildlife and land acquisition clearances, hard rock
stretches, limited working seasons and natural disasters,
he said.

Tata Motors offers VRS to cut
costs on weak demand
MUMBAI
MUMBAI
Market regulator Sebi on Friday cancelled the portfolio
management licence of Sahara Asset Management
(AMC). Under this business, Sahara AMC managed
nearly Rs 77 lakh worth of funds for six clients as of
January 2015, according to the Sebi order.
The Sebi decision, however, will not impact Sahara's
mutual fund business under which the conglomerate
managed assets worth nearly Rs 148 crore as of
December 2014. The order said that Sahara AMC was
not a 'fit and proper person' to act as a portfolio manager
and, hence, the regulator rejected its application for
renewal of certificate of registration "Sahara AMC shall,
within thirty days from the date of cancellation of
certificate of registration as a portfolio manager, transfer
its business to another Sebi-registered portfolio manager
or allow the client to withdraw the securities and funds in
its custody at the option of the client, and in either case,
without any additional cost to the client. The option shall
be granted to each client separately," the order said.
Tata Motors, the country's largest auto
maker by revenue, is cutting staff by
offering a voluntary retirement scheme
(VRS) to reduce costs as weak demand and
falling market share forces it to streamline
its Indian operations. The Tata Group
flagship, one of the oldest automobile
companies in India, employs about 27,000
people in the country.
Describing the VRS, that is being offered to
all categories of employees, as a 'people
initiative', Tata Motors said that through this
the company's India operations would
"enhance its competitiveness" in a fiercely
competitive market.
The VRS, its first this fiscal, is mainly
intended towards the 17,000 workmen at the
company's seven factories. Its facilities in
Pune, Jamshedpur and Lucknow mainly
employ the older generation as it was set up
in the pre-liberalization era, while its
Pantnagar, Sanand and Dharwad plants are
relatively new units. Unlike the usual VRS
that entails a one-time payment, the sevendecade old company is offering an attractive
package which includes a monthly salary
comprising basic and dearness allowance
that begins on the date of separation till the
employee turns 60. While for employees,
this ensures an assured monthly income, for

$1bn in April IPO
The firm behind Cafe Coffee Day, India's biggest
homegrown coffee chain, is set for a market debut that
could value it at almost $1 billion, even as the country's
burgeoning cafe culture draws global giants Starbucks
and McDonald's.
Cafe Coffee Day, a cafe pioneer in India, aims to list a
20% stake, raising roughly $200 million, within the next
quarter, sources with direct knowledge of the plans said.
It has hired investment banks Kotak Mahindra Capital
and Citigroup, among other advisers, and plans to file for
the listing by the end of April, the sources said. Cafe
Coffee Day, Citi and Kotak did not respond to requests
for comment. India's biggest cafe operator opened its
first shop in 1996 and has grown to over 1,500 outlets as
more young, urban consumers opt for cappuccino over
tea and seek out spaces to socialise in overcrowded,
traffic-congested cities. The IPO comes as India's
sluggish economy is showing signs of life, fuelling
hopes of a consumer spending recovery that has boosted
shares in food chain operators.

2015-16
The benchmark BSE Sensex surged over 262 points and
the NSE Nifty regained the 8,900-mark in early trade of
a special stock market session on Saturday on continued
capital inflows and increased buying by retail investors
ahead of Budget 2015-16 slated to be announced later in
the day. The 30-share index of the Bombay Stock

session on the back of robust growth projections in the
Economic Survey, gained 262.33 points, or 0.89 per

Exchange index Nifty reclaimed the 8,900-mark by
surging 74.65 points, or 0.84 per cent, to 8,919.25.
Brokers said continued buying by funds and retail
investors on hopes of an investor-friendly and growthoriented Budget for 2015-16 influenced trading
sentiments. All the sectoral indices, led by capital
goods, realty, power and banking were trading in

Sahara employees face
salary delays
NEW DELHI
Sahara's long-drawn dispute with regulator Sebi over
investor repayments has begun to take a toll on the
salaries of the group's employees, which are getting
delayed amid a major liquidity crunch. The delays are
mainly being faced by the staff members in the
corporate offices of the crisis-hit group. There are also
delays in meeting expenses related to day-to-day
business due to difficulty in fund flows. When
contacted, a Sahara spokesperson confirmed the
situation, while adding that the junior staff members
are being given priority for the payments. "We are
working to diffuse this crisis. With our dedicated
employees and the strong fundamentals of the group,
we are hopeful that we will soon come out of this
crisis," the spokesperson said. The group has over 10
lakh full-time and part-time employees, including
permanent staff at its various companies, permanent
agents who get regular incentive payments besides a
large number of part-time agents.
Mobile ticketing most costeffective plan for railways
MUMBAI
Although railway minister Suresh Prabhu
has proposed debit card based ticketing
machines, the banking industry has pushed
for mobile-based ticketing as the best way
forward for reducing queues and cost
savings for Indian Railways. According to
bankers use of mobiles would be most costeffective as card-based payments are not
viable for low-value tickets such as
platform tickets and short distance
suburban tickets. Even if on-site ATMs
were used for issuing paper tickets it would
be feasible for only higher value tickets as
the interchange charges that banks pay to
one another are quite high.
"I have already told our people to run a pilot
project on the suburban lines. Suburban
tickets are unreserved and there are long
queues here. We can do a project in around
50 stations this may require installation of
some devices and putting into place some
systems," said AP Hota, MD, National
Payments Corporation of India.
"It is a doable project but It has to start with
a pilot. By using mobile banking, the
account is debited instantly and no card is
required," said Hota. He added that it was
possible to take the self-service route

thorugh card swipe machines but it would
still result in queues. The same is the case
with the ATM there will be direct debit from
bank accounts but it will not eliminate
queues. "Why should people use ATM for

"In the case of reserved tickets the need for
paper tickets has been eliminated and
electronic messages are enough. A similar

a private bank. According to Hota, debit

"There are 120 million people with Jan
Dhan Rupay cards we have to see how
they can be enabled. At present not all the
Jan Dhan cards are enabled for payments
outside ATMs. But transacting through a
smart phone is a good idea because not
only bank accounts but also digital
wallets can be used. Now that a platform
like IMPS is available, transactions using
a smart phone on a real time basis is
possible," said Hota.
In his rail budget speech the finance
minister said that in Central Railway,
Westearn Railway and Southern Railway
suburban sections a project of issuing
unreserved tickets on smart phones is
being undertaken. "We hope to extend
this facility progressively to all stations.
Automatic ticket vending machines with
smart cards and currency options have
also been installed at many stations. It is
proposed to proliferate this further and
also to introduce debit card operated
machines," said Prabhu.
Local operations’ spinoff

Standard Chartered Bank which saw a
top-level rejig on Thursday with CEO
Peter Sands and Asian head Jaspal
Bindra stepping down, will be taking
stock of its Indian operations at a board
meeting in Delhi on March 23rd.
Transfer of the Indian branch's assets
into a locally incorporated subsidiary is
likely to be on the agenda if tomorrow's
budget provides a tax dispensation for
subsidarisation.
Stanchart's stocks ended up 5.4% on the
announcement that Sands will handover
charge to CEO-designate Bill Winters, a
former JP Morgan investment banker,
only in June. The bank's restructuring
operations aimed at capital
conservation have already been set in
motion by Sands who last month
announced plans to cut $400mn in costs
by December by shutting down a large
part of global equities business and banks to have expressed interest in
incorporating locally as subsidiaries.

Ukraine leader says
troop deaths 'serious
breach' of truce
CM
KY
Paris
Ukrainian President Petro Poroshenko has declared the
killing of three government troops by pro-Moscow rebels
a "serious breach of the ceasefire", during a telephone call
with German Chancellor Angela Merkel, her office said.
"The firing by separatists on Ukrainian troops who were
withdrawing constitutes a serious breach of the
ceasefire," he was quoted as saying
yesterday.International monitors said earlier yesterday
the conflict in Ukraine was at a "crossroads" as further
losses among government forces rattle the two-week-old
truce just as it had seemed to be gaining traction. The
deaths of the three Ukrainian solders came after a twoday lull in clashes with the pro-Russian separatists and
highlighted the fragility of the ceasefire.Ukrainian
military spokesman Andriy Lysenko said the fighting had
halted along most of the frontline but there were still
clashes in villages around the ruins of Donetsk airport,
one of the most fought-over prizes in the conflict, which
fell to the rebels last month. The latest skirmishes came as
the UN geared up to discuss the conflict exactly one year
after Russia began seizing ports and cities on the Black
Sea peninsula of Crimea.Russia's annexation of the
peninsula from Ukraine sparked the worst East-West
standoff since the Cold War.A year on, the West is hoping
the UN-backed truce deal negotiated by Russia, Ukraine,
Germany and France in Minsk earlier this month can
prevent a further escalation.Poroshenko also brought
Merkel up to date with the Ukrainians forces'
implementation of the ceasefire deal, including the early
withdrawal of heavy weapons" under the auspices of the
Organization for Security and controMerkel, without
commenting on the latest clashes, insisted "on the need to
put into effect all the measures agreed in Minsk," her
office said. She recalled Moscow's "responsibility" in the
matter, urging it to pressure the separatists to adhere to the
peace process. The European Union, United States and
Ukraine accuse Russia of being behind the rebels while
Moscow denies directly supporting them.
Faced with a seemingly unending
bloody conflict in Syria and the rise of
the Islamic State group, is President
Bashar al-Assad the lesser of the
country`s evils and should the West reengage with him? While world powers
such as the United States, France and
Britain refuse to have anything to do
with a leader the French prime minister
described as a "butcher", the question is
increasingly being raised within these
countries.Staffan de Mistura, the UN
envoy for Syria, echoed this feeling this
month when he said Assad was "part of
the solution" to end a conflict that has
killed more than 210,000 people,
displaced nearly half the country`s
population and spilled over into
neighbouring nations.And this week, a
private trip to Damascus by French
lawmakers who met Assad for talks
drew an angry response from the
French government which cut
diplomatic ties with Syria in 2012 -- but
was feted by media in the conflict-torn
country."The Assad regime is trying to

momentum towards normalisation of

Decision on running
for US prez in couple of
months: Bobby? Jindal
Washington
Republican leader Bobby Jindal has said he will decide
on his 2016 presidential run in the next couple of
months."(Wife) Supriya and I are thinking and praying
about whether I'll run - let me tell you this. I will make
that decision the next couple of months," Jindal said
yesterday at the Conservative Political Action
Conference."Anybody thinking about running for
president, what is more important, forgets the polls,
forget the fund-rising forget the consultants, forget the
media. They need to think about what they would do if
they were elected president," said the first IndianAmerican Louisiana Governor."We need our next
president to want to do something. Not be somebody.
That's how I spent the last year; I spent the last year
putting on out policies on the foreign policy, on
education reform, on energy independence, on replacing
and repealing Obamacare," Jindal said.
Our best days are ahead of us as a country but we have to
choose to renew those principles of freedom. This
President's done a lot of damage. It's not irreversible,
Jindal said."We need principled conservative leadership.
We don't need another Republican that comes to
Washington and wants to make the New York Times, The
Washington Post, and the Liberal Media happy. I want a
leader that remembers what they promised us when they
asked us to vote for them," he said.Jindal, 43, continued
with hi attack on Obama's presidency in particular on
terrorism."I want Congress to give the President more
than he is asked for; they need to give him the tools to win
this war. Remove the three year time limit. Remove the
ban o ground troops," he said.Tell the political left, we
want our military leaders to do whatever it takes not to
degrade, contain or expel but to hunt down and kill these
Islamic radical terrorists. That is how you know you have
won a war, Jindal said."I've talked about the need to
repeal and replace all of Obamacare, the need to get rid of
the common core and need to win this war. That brings
me to the most important point. In 2016, it is not an
option for us to win this election. Not because we're
Republicans. Not because we're conservatives, but
because we care about our country," Jindal said. This
president is bankrupting our country financially, morally,
our international standing, he said."We have to win this
election. We must win this election. We can win this
election. We will win this election so that your children,
my children can say the same prayer my parents taught
me.

the Syrian leader quit power.But
repeated diplomatic attempts at a
solution to the conflict have failed,
and Western governments are
coming under increasing pressure
from intelligence services who are
worried about the number of
nationals joining the ranks of
IS.International coalition strike
against the jihadist group that
controls swathes of Iraq and Syria,
meanwhile, have produced mixed
results and some countries appear to
be softening their stance towards
Assad.In the United States, experts
say there have been signs that
Washington may be considering
abandoning efforts to unseat the
Syrian leader in any future
transition.Yezid Sayigh, senior
associate at the Carnegie Middle
East Centre, said recent
consultations with Russia -- a
fervent Assad ally -- "suggest an
effort to devise a new diplomatic
framework jointly with Russia that
would allow the US a face-saving
means to accommodate Assad`s
survival more formally."In a joint
statement published Friday by
newspapers Le Monde and AlHayat, the French and British
foreign ministers stressed Assad
could not "credibly" be part of any
future government fighting IS.But
French Senator Francois occhetto,
one of the lawmakers who met
with Assad, argued Friday that it
was impossible to fight against
extremism in France while
ignoring what was going on in
Syria."This secular state could
disappear tomorrow... because
right now there is no longer any
moderate Syrian opposition," he
said.As if on cue, though, Syria`s
main domestic and exiled
opposition groups said Friday they
had for the first time agreed a draft
crisis roadmap that incorporates a
call for a transitional governing
body.But while the exiled Syrian
National Coalition insists Assad
must step down in any peace deal,
the domestic National
Coordination Committee for
Democratic Change (NCCDC)
has been more circumspect.
One of the documents on which
the roadmap is based calls for any
transitional governing body to
have full executive powers, but
does not specif Assad`s role.
Nevertheless, Petra Becker, a
Syria expert at the German
Institute for International and
Security Affairs think-tank, said
the mere fact that both opposition
groups were talking was positive.

experts say that formally reengaging with Assad would be a
mistake."Western countries have

Joshi. He added that much of the
focus was on the Sunni community
in Syria, which forms the
backbone of the rebellion against
Assad and is widely considered as
key to tackling IS from within.
"If you join hands with he primary
persecutor and tormentor of
Syria`s Sunni community, you
jeopardise that chance and you
encourage people to join ISIS (IS)
in greater numbers," he said.
Russian opposition leader Nemtsov
shot dead near Kremlin
Moscow
Russian opposition leader Boris Nemtsov, a
fierce critic of President Vladimir Putin, was
gunned down while walking in sight of the
Kremlin late Friday, prompting an
international chorus of condemnation.
The murder of the 55-year-old politicia, an
outspoken critic of Russia`s involvement in
Ukraine, came ahead of a major opposition
rally he was set to lead this weekend and sent
shock waves across the country.US President
Barack Obama led condemnation of the
"brutal" and "vicious murder" of Nemtsov,
whom he had met on a visit to Moscow, and
called on Russia to conduct an impartial
probe of the killing.Putin`s spokesman
Dmitry Peskov said the Russian leader had
taken the investigation "under personal
control".The murder "bears the hallmarks of a
contract killing," he said on radio, describing
the killing as a provocation.Police and
investigators said Nemtsov was shot by
unidentified assailants as he was walking
with a woman along a bridge just metres
(yards) from the Kremlin.
"According to preliminary information, an
unidentified person shot at Boris Nemtsov
no fewer than 7-8 times from a car as he
was walking along the Bolshoi
Moskvoretsky bridge," investigators said
in a statement.Interior ministry
spokeswoman Yelena Alekseyeva said
Nemtsov was hit by four bullets. An AFP
reporter saw a blood stain on the pavement
on the side of the bridge near the red walls
of the Kremlin, with roses laid by a police
barrier at the scene. In one of his last tweets,
Nemtsov urged Russians to take to take to
the streets and join a major opposition rally
planned for Sunday."Are you tired of lies,
propaganda, war ad price hikes?" he wrote
on Twitter. "Then come to the `Spring

scientist in the late Soviet era, Nemtsov
rose to prominence as governor of the

1990s under the presidency of Boris

Mexico captures Knights
Templar drug cartel leader
Mexico City
Mexican police nabbed on Friday mostwanted drug lord Servando Gomez, a former
schoolteacher whose Knights Templar cartel
tormented western Michoacan state,
smuggled drugs to the US and illegally
shipped iron ore to China. The man
nicknamed "La Tuta" was detained by
federal officers without a shot fired as he
exited a house in Morelia, Michoacan`s
capital, following months of intelligence
work, officials said.Gomez, 49, was taken to
Mexico City and frogmarched in front of
television cameras, wearing a black sweater
and jeans as two masked federal police
officers held him down by the neck and led
him into a helicopter. The balding, goateed
kingpin had eluded authorities last year
despite a massive manhunt in the mountains
of Michoacan with help from a "rural
defense" force comprised of former
vigilantes, who had taken up arms against
the Knights Templar.
With his arrest, the authorities have now
taken down all the top leaders of the cultlike cartel, dealing a huge blow to a group
that once dominated the agricultural and
mining state through murder, kidnappings
and extortion."Today we have achieved the
most important objective in the fight
against organized crime: The detention of
the most wanted criminal in all of Mexico,"
Interior Minister Miguel Angel Osorio
Chong said before Gomez was presented
outside an airport hangar for federal
prosecutors.The capture is a much-needed
victory for President Enrique Pena Nieto
amid public anger over his handling of
violence in the neighboring state of
Guerrero, where 43 students were allegedly
the key speakers at mass opposition rallies
against Putin`s return to the Kremlin in 2012.
He developed a reputation for writing critical
reports about corruption and other misspending
under Putin. In 2013, he said up to USD 30
billion of the estimated USD 50 billion assigned
to the Olympic Games Russia was to host in
Sochi had gone missing. The Kremlin has
denied the claims. The brazen killing in central
Moscow recalled the high-profile shooting of
anti-Kremlin reporter Anna Politkovskaya, who
was gunned down in the Russian capital on
Putin`s birthday in 2006."This is payback for
the fact that Boris consistently, for many, many
years fought for Russia to be a free democratic
country," opposition leader Mikhail Kasyanov,
who served as prime minister under Putin, told
reporters after viewing the scene."In the 21st
century, in 2015, a leader of the opposition is
shot dead by the Kremlin walls. It is beyond
imagination."Washington was among the first
to condemn the killing."We call upon the
Russian government to conduct a prompt,
impartial, and transparent investigation into the
circumstances of his murder and ensure that
those responsible for this vicious killing are
brought to justice," Obama said in a statement.

that Gomez`s capture was symbolic and would

Hope said Michoacan is struggling with the

UN slams Boko
Haram for attacks
on civilians
United Nations
UN Secretary General Ban Ki-moon on
Friday slammed "the continuing
indiscriminate and horrific attacks" by
Boko Haram against civilian
populations in Cameroon, Chad, Niger
and Nigeria, his spokesperson said.
"The abduction and use of children,
including as `suicide bombers`, is
particularly abhorrent," said Ban in a
statement read by Stephane Dujarric at a
regular briefing at the UN headquarters,
according to Xinhua. At least 19 people
were killed in a suicide attack on a bus
station in Biu town of Nigeria`s
northeastern state of Borno Thursday, for
which Nigeria blamed Boko Haram. The
Islamist insurgency has killed thousands
and forced over one million people to
flee their homes.Ban was encouraged by
recent "positive steps" of regional
countries to fight the extremist group and
called on international partners to
provide support.
The latest operation against Boko Haram
is coming on the heels of an agreement
reached by regional leaders from
Nigeria, Chad, Cameroon and Niger to
adopt a coordinated response to the
group.Meanwhile, Ban was also
"concerned" by the impact of combat
operations on local populations and
called on the countries "to give the
highest priority to the protection of
refugees, returnees and internally
displaced persons, including by
providing them with life-saving
support".The UN chief stressed that "a
military approach alone will not suffice
to counter the Boko Haram insurgncy."
"Only through a multi-dimensional
approach that addresses legitimate
grievances, past and current human
rights violations, and root causes of the
conflict, will we be able to effectively
respond to the barbaric threat posed by
Boko Haram to regional peace and
security and to local populations," said
Ban in the statement.
Moscow
Russian opposition leader Boris Nemtsov
was shot and killed near Moscow`s city
centre Friday night, according to law
enforcement agencies."An unknown
person killed Nemtsov with four shots
using a handgun on the slope near St.
Basil`s Cathedral in the Red Square," Tass
quoted a law enforcement spokesperson as
saying."An investigative team is working
at the site," the spokesperson said, adding
that the manhunt of the murderer is
underway.
Anatoly Yakunin, head of Moscow City
Department of the interior ministry, was
headed to the murder site and Russian
Interior Minister Vladimir Kolokoltsev
was also informed about Nemtsov`s
murder.Kremlin spokesperson Dmitry
Peskov said that President Vladimir Putin
was "immediately informed of the murder"
and "instructed the Investigative
Committee, interior ministry and federal
security service to establish an
investigative group.""The head of state
personally controls the investigation
course," Peskov said. "Putin noted that the
violent murder indicates a contract killing
and is purely provocative."
The incident happened almost a day before
the opposition anti-crisis march "Spring",
which is planned March 1.As an outspoken
critic of Putin, Nemtsov had once served as
Russia`s deputy premier.

Rory McIlroy set to miss
cut at Honda Classic?
World number one Rory McIlroy admitted Friday he
needs to sharpen up with the Masters only weeks away, as
he looked set to miss the cut at the US PGA Tour`s Honda
Classic. The 25-year-old from Northern Ireland found
just one birdie with five bogeys in a four-over-par 74 for a
seven-over total of 147 that left him three shots over the
projected cut line when darkness halted the second round
of the rain-hit $6.1 million event in Florida."I don`t like
missing cuts," said McIlroy, who last missed a cut on US
soil at the 2012 US Open, but missed the cut at the
European Tour`s Irish Open last June."You want to be
playing on the weekend and I`m not there," added
McIlroy, who was already looking forward to next
week`s World Golf Championships event at Doral in
Miami. When McIlroy walked off the green at PGA
National`s ninth hole -- where he made his fifth bogey of
the day after hitting into a fairway bunker -- Patrick Reed
was the clubhouse leader on six-under and McIlroy was
four shots outside the projected cut line. When play was
halted for the day, Brendan Steele was atop the
leaderboard at eight-under through four holes.Jim
Herman, the surprise first-round leader, didn`t tee off
until after 5:00 pm because of two weather delays lasting
a total of three hours and 45 minutes. Herman remained
at five-under through three holes. The projected cut line
had risen from three-over par to four-over, but McIlroy
was resigned to missing it."I`ve just got to regroup and
put some work in and get read for Miami next week," he
said.McIlroy opened with a bogey at the par-four 10th
and finished his front nine with a bogey at 18.He pulled a
shot back at the par-three fifth hole when he rattled in a
five-foot putt, but bogeyed three of his last four In two
days, McIlroy hit only 14 of 28 greens in regulation..It
was a disappointing performance after McIlroy insisted
on Thursday he could still turn things around after a

his fielders deserved credit for restricting

competitive displays by Afghanistan and Scotland,
should force a rethink by the International Cricket
Council (ICC) who plan to cut the 2019 World Cup
to 10 teams."They have to introduce more teams in
the World Cup. The teams are not coming
straightaway to the World Cup, they are going
through a process and then they are qualifying for
the tournament," Javed said.
"So I think they should increase the number of
teams."

Bayern Munich celebrated their 115th birthday Friday
with a 4-1 win over Cologne to go 11 points clear in the
Bundesliga as top-scorer Arjen Robben added to his
tally. The fleet-footed Dutchman netted his 17th goal in
19 league matches this season with a crisp header with 20
minutes left to remain the league`s top scorer.
Captain Bastian Schweinsteiger gave hosts Bayern an
early lead at Munich`s Allianz Arena before Franck
Ribery added a second inside 10 minutes.Cologne
fought back when Nigeria international Anthony Ujah
scored right on the stroke of half-time but Bayern roared
back as Robben, then Poland striker Robert
Lewandowski extended the hosts` lead.
Chairman Karl-Heinz Rummenigge insists Bayern are in
their most stable era in their rich history and Pep
Guardiola`s side are running away with a third straight
league title having now opened an 11-point lead.In just
their last four league games, Bayern have now scored 20
goals with Ujah`s header the only blot on their
copybook. Cologne coach Peter Stoeger had said his side
needed "a miracle" in Munich and Bayern wasted no
time in taking the lead. They forced four corners in the
opening 142 seconds, the last of which Schweinsteiger
headed home after just three minutes. In a perfect bit of
symmetry, the goal came after two minutes, 22 seconds
into Bayern`s 333rd Bundesliga match.Ribery added a
second wth ten minutes gone when he dribbled through a
weak Cologne defence and slotted his shot past
goalkeeper Timo Horn.A brief glimpse of the miacle
Stoeger craved arrived just before the half-time
break.Ujah rose highest from a corner to out-jump
Philipp Lahm and with David Alaba out of position the
Nigeria striker headed home right on the whistle. It was
the first Bundesliga goal Bayern had conceded since
drawing 1-1 with Schalke at the start of the month and it
gave Cologne confidence.Bayern goalkeeper Manuel
Neuer was forced to prove why he was voted the world`s
best goalkeeper in 2014 with super saves to deny Ujah
and Cologne midfielder Marcel Risse.

Liverpool
Manuel Pellegrini believes Liverpool`s exertions in
Europe will provide Manchester City with an advantage
when the teams meet at Anfield in a crucial Premier
League clash on Sunday.iverpool only returned to
Merseyside at 0420 GM on Friday after being knocked
out of the Europa League by Turkish club Besiktas, so
Brendan Rodgers` side have little time to recover before
they return to action in Sunday`s early game.Second
placed City would dearly love a win to close the gap on
leaders Chelsea, who have a five-point advantage but
don`t play in the league this weekend due to their League
Cup final date with Tottenham on Sunday. And
Pellegrini, who saw his City side beaten 2-1 by
Barcelona in the Champions League last 16 first leg at
Eastlands on Tuesday, knows Liverpool`s face a tough
return to domestic action."I think that of course it is an
advantage, not a decisive one because I always think the
decisive thing is the performance on the day of the
game," Pellegrini said."I have played in the Europa
League and when you arrive on Friday it is not the best
way to prepare for a game on Sunday but that is the
rules."They are playing Europa League. Maybe another
time we prepare worse for the game."You cannot prepare
the game because you finish on Thursday night and you
must play on Sunday, the players need at least 48 hours to
recover."It is an advantage for the other team but it is not
a decisive one."City were beaten 3-2 at Anfield late last
season as the club marked the 25th anniversary of the
Hillsborough disaster, and Pellegrini hopes for a
different outcome this time.
South Africa leg-spinner Imran Tahir described captain AB de Villiers as
"the best player of the century" after the skipper smashed a whirlwind,
undefeated 162 against the West Indies at the World Cup.De Villiers made
his runs off just 66 balls as South Africa raced to the second-highest World
Cup total of 408 for five on Friday.South Africa won by 257 runs with De
Villiers making the second fastest World Cup century off just 52 balls."I`m
sure the whole world knows about him. He`s just an unbelievable player;
for me the best player in the century," said Tahir of a man who also holds the
record for the fastest one-day century off 31 balls, against he West Indies in
Johannesburg in January."I`m just really happy that I`m playing with AB de
Villiers and not against him," added Tahir, who admitted he`d struggle to
know the best way to bowl to de Villiers if he was on the opposing team."I`d
probably bowl him a beamer or two, two beamers, and I`m out."It`s just a
great honour to watch him every day in the nets."Tahir was overshadowed
by de Villiers` one-man demolition job at the Sydney Cricket Ground on
Friday. But he played a major role with the ball, bamboozling the West
Indians with his leg-spin which gave him a career best 5-45.It took his oneday haul to 64 wickets at
a miserly average of just
19.40.The performance
also illustrated 35-yearold Tahir`s love of the
big occasion.The
Lahore-born slow
bowler only made his
South Africa ODI debut
in 2011 at the last World
Cup where he finished
as the team`s second
highest wicket taker.
He also made his Test debut in the same year after satisfying residency
requirements while his skills have been in demand worldwide, playing for a
host of clubs in Pakistan and South Africa, the Indian Premier League as
well as three English counties -- Middlesex, Hampshire and Yorkshire."I
just like challenges. I have had a lot of in my life, and then when it comes to
that, I think I can be ready for anything," said Tahir.
"I`m just really honoured to play for South Africa. Just to be part of this
team is just a special feeling, and when you walk into the middle with green
and gold, I don`t know what to say, I just want to take probably 10 wickets
every game."
Novak Djokovic defeated Tomas
Berdych in three sets in the Dubai
Open on Friday to earn a shot at his
50th title and an opportunity to
atone for last year`s loss to Roger
Federer.
The world number one from Serbia
won 6-0, 5-7, 6-4 against the
former Wimbledon finalist from
the Czech Republic in a lengthy
and unpredictable semi-final
which began as high speed oneway traffic.Djokovic started so
brilliantly that he won the first set
in only 23 minutes, then the first
seven games and even went a
break up early in the second set, at
which stage he seemed
unstoppable.Remarkably however
he forced Berdych to play so well
that when his own level dropped,
he found himself slipping into
difficulty.
Berdych began to serve well, to
focus even harder and to hit some
rousing ground strokes, and in the
third set when he got Djokovic at
deuce on one of his service games
and at 15-30 on another it seemed
he might even tilt the see-saw to its
full opposite.The third phase saw
Djokovic hang on tight, break for
3-2 with the help of one deftly
angled dink made while running at
full speed, and grittily negotiate
every subsequent crisis.By then he
had morphed into a hungry fighter
who was quite different from the
Midas-touched genius who started
the match."When you feel as good
on the court as I felt for the first 30
minutes, there`s not much you`re
thinking of. You`re in the present
moment and you`re swinging
through the ball, and everything
works as well as you want," said
Djokovic."But then of course you`re
going to come to the stage where
you`re going to get tested, especially
when you`re playing a quality player
like Tomas," he added, recognizing
that Berdych has had his best start to
any season.
Djokovic concluded: "It`s a win that
I`m happy about and hopefully I will
be able to start tomorrow (Saturday)
as well as I did today, you know - and
maintain that rhythm, because that
will be necessary in order to win
against Roger."The Grand Slam
recod-holder has indeed looked in
very good order - despite having
come straight from two weeks`
vacation - and advanced confidently
to his ninth final here and the 123rd
final of his career.
Federer did that by winning 6-2, 6-1
in less than an hour against Borna
Coric, the teenager who practised
with Djokovic, and is now being
touted as a future champion. The 18year-old Croatian only reached the
main draw as a lucky loser, but then
became the youngest player ever to
reach the semifinals here

surprisingHis
ability to mix
up the patterns with slices, paces
changes and net rushes, and to
break the rhythms of containment
at which Coric had previously
excelled, made it more difficult for
the rookie to overcome his tension.
Coric showed hints of humour to
leaven his disappointment. "I was
watching him when I was six or
seven and hoped I would one day
play him," he said. "I knew it
would be difficult and there is
more pressure than when you are
watching on the sofa."
But Federer knew all about that,
and even more about the pressures
which Coric is now likely to have
heaped upon him.
"I remember when I played Andre
Agassi when I was 17," Federer
said. "I was scared I would lose
love and love and I won five
games, and that`s how it goes. I
wish Borna well for the rest of his
career.
"I can see why he has caused
difficulty for a lot of top guys, and
there is room for improvement.
But don`t make him the next
Novak (Djokovic). Don`t do that
to him."
New Zealand vs Australia LIVE SCORE: ICC Cricket
World Cup 2015, 20th Match, Pool A, Auckland ?
Welcome to the live coverage of the match
between New Zealand and Australia in
Auckland. Both the co-hosts take on each
other in an enthralling clash.New Zealand
Innings Over 8.1 || Score 79/2
Starc picks up his second wicket as Taylor
played a irresponsible shot early in his
innings and paid heavy price for it. In
trying to play a cross-batted shot, he
missed the line of the ball and got clean
bowled. Two wickets in quick succession
for Australia. Is there a twist in the tail?
Finally, Cummins gets the better of
McCullum. After scoring a quick-fire fifty,
when the blistering batsman tried to hit the
bowler for a boundary towards long-off, he
played the ball straight into the hands of
the fielder. But the damage has already
been done. BB McCullum c Starc b
Cummins 50 (24b)McCullum completed
his fifty in mere 20 balls, with the help of
seven boundaries and three sixes. In the
seventh over he smashed Johnson all over
the park to collect 17 from the over with the
help of two boundaries and a six. NZ are
scoring at a staggering run-rate of over 10
runs. Over 5 || Score 50/1Mitchell Starc
Strikes! First breakthrough for Oz as
opener Guptill walked back. The righthander went for a drive, couldn't manage to
keep the ball down as mid-off fielder took a
sharp catch. But bad news for Oz is that
McCullum is hitting the ball like a bullet. In the first
five overs, NZ have touched the fifty-run mar.

Score 39/0While chasing a small total of 151, NZ
have got off to a flying start. It seems as if skipper
and opener Brendon McCullum wants to wrap up
the match as early as possible. In the fitst three
overs they have reached to 39, with McCullum
scoring 26 off 10 balls, laced with three boundaries

and two sixes. 113 runs required off 47 overs.
Australia InningsCorey Anderson picked up
the last wicket of Haddin to bundle out
Australia under a small total of 151. Boult was
the pick among the bowlers as he scalped five
wicket haul in his ten over quota. Over 32 ||
Score 145/9Milne is generating a good speed.
He is consistently ticking 145 plus. Five runs
off the last two. NZ still hunting for their last
wicket. Now it's getting frustrating for the
bowling side as the partnership for the last
wicket has already added 39 runs. Over
30 || Score 140/9Boult is the man of the
hour. He just rattled Oz batting line up. Is it
the best bowling display by any bowler
against Australia in the World Cup?
Probably yes. Meanwhile off the last ball
Haddin collected his fourth boundary off
the last ball.
Brad Haddin is scoring
runs swiftly, as he has no other option left.
For the last wicket he has already added 22
runs with Cummins. Haddin has quickly
moved to 24 off 24 balls with the help of
two boundaries and a six. NZ are looking
for their last wicket to restrict Oz under
150.
Now another wickets maiden for
Boult! Unbelievable performance by
Boult. He completed his five-wicket haul.
This time he got the better of Johnson and
Starc. Pat Cummins and Brad Haddin are
in for the last wicket.
Boult is on a roll
here. Once Vettori scalped the crucial
wicket of Steven Smith, Boult came out
with an outstanding spell of seam bowling
to reduce Oz to 104 for 7. In the 18th over
of the innings, the left-arm pacer, got the
wickets of dangerous Maxwell and Marsh
within three balls. And then he picked up
his third wicket in the form of Clarke.
What a fine display of fast bowling.
Australia are in deep deep trouble.

Togadia bats Odisha govt of double standards
Bhubaneswar, Feb
28:Dr Praveen Togadia,
international working
president of Vishwa
Hindu Parishad (VHP)
who has been barred
from entering the
trouble-torn Kandhamal
district, today accused
the Odisha government
of double standards.
“When we try to
implement welfare
measures for tribal
areas, where Hindus
have suffered a lot, the
Odisha Government
bans us from visiting
those places. But the
same BJD government
in the state allowed the
European
Union
activists
and
missionaries to visit the
very same place. This
only goes to prove the
double standards of the
Naveen
Patnaik
government, which is
anti-Hindu, anti-tribal and
anti-poor,” the VHP leader
said addressing media
persons here this evening.
The government does not
want activists like him,
who have a concern
towards Hindus in the
state as well as in the
country as a whole. “It
does not want us to create
mass awareness on health
and sanitation, food and
education among poor
tribal people for whom
welfare schemes of the
state government are a
dream,” Togadia added.
The firebrand VHP leader
said the outfit is focused
on the prosperity, dignity
and safety of Hindus,
which help them to live a
peaceful
life.
But
prosperity is a far cry for
Hindus in the nation, he
said.
The main cause for the
loss of prosperity among
Hindus, especially those
who live in tribals area, is
the gross pathy and
neglect by the state
government in providing
various schemes in

Rourkela: "Under intense
expectations, Honourable
Finance Minister has
presented a budget that
addresses crucial areas
of the economy and has
planned for building
capacities as well as
capabilities," said Mr. C
S Verma, Chairman,
SAIL in his reaction on
Union Budget presented
on 28th February. The
pursuit of growth aimed
at double digit in near
future is to be attained
along with fiscal
consolidation, thus
ensuring
its
sustainability, he added.
Speaking further on the
topic, Mr. Verma has
said, "It is heartening
that
Infrastructure
sector initiatives have
been given a major thrust,
which will both spur the
domestic demand and
ease the supply side
constraints with an
increase of investment of
Rs.70,000 crore in 201516 over 2014-15. Setting
up of 5 Ultra Mega Power
Projects
and
announcement of similar
projects for roads, rail
and ports will also provide
a fillip to the economy. All
these measures will see a
boost in demand for
construction materials
such as steel and cement,
which have witnessed
subdued growth on
account of sluggish
global as well as domestic
market conditions in the
recent times."
M r. Ve r m a h a s a l s o
added that a low and
stable corporate tax
regime by bringing the
corporate income tax
down from 30% to 25%
is also a very welcome
measure which will
improve
business
sentiments
and
rejuvenate the corporate
sector.
