Decreasing the number of Planning & Access Committee Meetings
Submitted – A report by the Director of Planning and Cultural Heritage to discuss and to
seek Member support for reducing the number of Planning and Access Committee
meetings from 10 to 8 per annum.
Reported – The Director of Planning and Cultural Heritage presented the report and
background. He advised that whilst the planning applications presented to Committee
would take slightly longer to process, possibly by a week or two, there would be an
overall improvement in performance, and for the majority of applicants a more efficient
service.
Members considered the report in detail and made the following observations:a slightly longer cycle will work in favour of some Community Councils who do not
meet on a monthly basis.
studies produced for the Welsh Government recommends officer delegation rates
of 90%.

members would still have a right to “call in” applications to the Committee for
determination with valid reasons for doing so. Officers agreed to look at the
effectiveness of the “call in” provision and present a report to members in due
course.
Members noted concerns that reducing the number of committees would weaken
the Authority’s case for continuing with the planning function and make it more
difficult for Members to deliver National Park purposes if no longer involved in
making planning decisions. The Director of Planning and Cultural Heritage
advised that he did not believe that this would affect any future decisions taken by
the Welsh Government.

Members to consider the following: the agent emphasised that the applicant had consulted with, and followed the advice
of SNPA officers.
 the report refers in error to the size of the site and use of the land.
 the shelter is located on the lowest and flattest part of the field. To relocate 15m
higher up the field would be impractical, as would changing its orientation, with
prevailing wind issues and the need for further excavation.
 the shelter is set back by over 2m from the fence and the structure is substantially
screened by it, with only the roof visible from Cynefin.
 the shelter is not unduly prominent in the landscape and as such accords with
Development Policy 1 of the Eryri Local Development Plan.

CHARGING FOR PRE-APPLICATION ADVICE – 6 MONTH

PURPOSE
To review the charging of a fee for pre-planning application
advice for site visits and legal agreements
1.
1.1
Introduction
Members will recall that the charging for pre-application site visits and for preparing
legal agreements was endorsed by the Performance and Recourses Committee in
July 2014 and came into effect on the 1st September 2014.
1.2
One of the recommendations endorsed by the Performance and Recourses
Committee was:-

That the scheme be subject to an 18 month trial basis, with a progress review
submitted to Members every 6 months.
2.
2.1
Pre-Application Planning Advice service
It has long been established that providing quality pre-application advice is an
important part of the work of Development Management. Providing timely quality preapplication advice greatly assists officers in determining applications well within the
statutory period.
3.
3.1
Current pre-application advice
Free pre-application advice is provided for all types of enquiries other than site visits.
Therefore officers provide prospective planning applicants with the following service
for free:

Written correspondence (a template form for prospective applicants has been
prepared to help formalise current practice)
Telephone calls – whilst advice will be given for free over the phone, officers
will encourage prospective applicants to use the standard form referred to in
(b) above;
Planning surgeries – the advice currently provided in the freely available
planning surgeries will continue to be provided free of charge. Surgeries are
now occasionally held at agricultural marts in Bryncir, Dolgellau and Llanrwst.
4.
4.1
How much of a fee is charged?
A flat fee of £50 + VAT = £60 is charged to any prospective applicants wishing an
officer to visit their site – this will be irrespective of location of the proposed
development or the type of development proposed.
4.2
Certain groups or classes of developments are exempt from the fee for preapplication site visits. These are:
a) Disabled individuals
b) Developments related to Listed Building or Conservation Area Consent
c) Community Groups
5.0
5.1
Income
The target income during the current financial year is £2500 for pre-application site
visits. The income received by mid February is £750. Whilst the target income is
lower than predicted this can be attributed that the vast majority of applications that
the Authority receive are Householder applications. Pre app advice on householder
applications can be provided normally without the need for a site visit. Also there
have been improvements both to the Authority’s website and Planning Portal with
more information being provided on planning requirements.
5.2
The target income for Legal agreements is also £2500. As yet no income has been
received. When the target income was decided this was based on the number of
legal agreements over the last 5 years. During the previous financial year the
Authority prepared 12 legal agreements. During the current financial there have not
been any new applications which would be subject to a legal agreement. The
absence of any legal agreement is unusual and could be for a variety of factors, not
least the economic downturn.

6.1
6 Month review
These charges were introduced on the 1st September 2014 and prior to this, agents
who submit applications were informed of the new process and given guidance on
how to request a pre –application site visit.
6.2
Full details are included on the Authority’s recently re-vamped website.
6.3
New internal procedures were introduced including a new module on the Swift
planning application processing system, which records all pre-application advice
enquiries.
6.4
Since 1st September 122 pre-application enquiries have been received of which 14
were pre-application site visits.
6.5
It is apparent that since the introduction of the charge officers spend more time in
the office. It is considered that this more efficient way of working has led to improved
performance. This is evident in the from performance statistics in that during the
period April 2013 to March 2014 63% of all applications was determined within the
statutory 8 weeks. The periods April 2014 to min February 2015 73% of all
applications were determined in 8 weeks.

Feedback from agents and individual who have received a pre-application site visit
has been positive.
7.
7.1
Conclusions
The introduction of pre-application charging has been widely publisised and
accepted by our customers. Our customers accept that changes have to be made at
a time of declining budgets and resources.
7.2
Agents acknowledged the need to introduce such changes and value the preapplication service that the Authority provides.
7.3
There are adequate procedures in place to ensure that all pre-application enquiries
are recorded and responded to within the agreed timescales.
7.4
The formalisation of the pre-app process has improved the service in that there is
better consistency in responses. Pre-application enquiries are discussed every week
during officer’s meeting.
7.5
The quality of paid pre-application site visit has improved as a formal written
response is sent following such visits.
7.6
There are more enquiries with regards to Deed of release from legal agreements and
with the improved economic situation is likely that applications will be submitted for
housing, thus generating income.
8.
Recommendation
(i)
To continue the charging of a £60 fee for each pre-application site visit
and £300 for Legal agreements and deed of release.
(ii)
To report a progress review to Members every 6 months.

DISCUSSED
- Panel noted the site was relatively well screened.
- Concern was expressed that previous landscaping
conditions had not been full implemented.
- Panel noted the concern of the objector in particular to the
location of compost toilet and suggest it should be resited to
the eastern boundary of the site.
- It was debated whether the application should be treated as
an extension to existing touring site rather than a new
camping site.
- It was observed that a new track had been formulated and
officers were requested to seek further information on this
point.
- The Panel considered a condition should be attached to any
planning permission in respect of the colour of the bell tents
(not white).
- Concern was expressed over prominent siting of parking
area shown on application.
- Applicant should be invited to enter a legal agreement with
the Authority to withdraw its permitted development rights for
camping on exposed section of field.
CONCLUSION
- To support proposal subject to:
i) resiting of compost toilet
ii) condition on colour of tents
iii) omit parking area from application
iv) to seek internal improvements (removal of ‘PD’ rights for
camping on exposed section of field).

Assessment:
Planning permission presently exists for 42 static caravans which abuts the
proposed site to the south and 18 touring caravans which are located to the entrance
road to the east.
The applicant seeks to utilize an elevated section of land immediately above the
touring site to provide ten camping pitches and 4 bell tents.
Applicant states land has been used informally for camping in the past.
It should be noted the land can be operated for camping for 28 days in any one year
without the requirement of planning permission (several hook up points have been
created on site).
Complaints were received that the bell tents had been erected which exceeded the
28 days rule and the applicant was informed accordingly.
At time of site visit bell tents had been removed but compost toilet remained in situ
together with gravelled access track (which applicant states has always been in
place but recently resurfaced).
Site for the erection of 10 tents is prominent from adjacent A493 road and also from
the nearby footpath.
The parking area also shown for bell tents would again be clearly visible from public
vantage point.
The bell tents location, however, would be relatively well screened when trees are in
leaf.
Policy 23 – Touring and Camping Sites of the Eryri Local Development Plan states
that within the National Park no new touring or camping sites will be permitted.
Furthermore it states that extending or upgrading of existing touring caravan and
camping sites will be permitted providing the following criteria are satisfied:
(i) “The site is already well screened from public vantage points...”
(iv) “The proposal will significantly improve the internal landscaping of a site and
increase the quality of the existing facilities.”
The application fails all the criteria mentioned above.
Notwithstanding the above policy Gwynedd Council Licensing Authority have
requested further information which may require a reduction in numbers in order to
comply with health and safety requirements (letter contained in Committee bundle).
One letter of objection has also been received to the application (attached in
Committee bundle) which mainly relates to location of compost toilet (overlooking)
and noise coming from campsite.
As the application is being recommended for refusal, enforcement action would be
required to remove the toilet block.

RECOMMENDATION: To refuse for the following reason:
1.
The proposal is contrary to Policy 23 of the Eryri Local Development Plan
which states that within the National Park no new touring or camping sites will be
permitted. Furthermore the proposal is also contrary to points (i) and (iv) of the
above mentioned policy which seeks to ensure the site is already well screened from
public vantage points and the proposal will significantly improve the internal
landscaping of a site and increase the quality of the existing facilities.

Background:
The site subject to this planning application was identified by this Authority as a
reserve housing site during the Eryri Local Development Plan Examination in Public.
The Authority estimated a total site capacity of 8 units (4 open market and 4
affordable). This reserve site was subject to public consultation between 8 December
2010 and 27 January 2011. The consultation period was advertised through a notice
in the local papers and on the Authority’s website and the Community Council was
consulted directly. Following that period of consultation and examination in public the
Inspector concluded, in the report into the inquiry, that the site be included as a
housing allocation. The Eryri Local Development Plan was adopted in July 2011.
The Conwy Rural Housing Enabler carried out a local housing need assessment in
Trefriw in June 2009 and 18 individuals were identified as being in housing need. As
of June 2013, 20 individuals are on Cartrefi Conwy’s housing register, 4 are on Tai
Clwyd’s housing register and 5 are on the First Steps register.
In line with the Authority estimate of the site capacity this application proposes the
erection of 8 dwellings, 4 affordable/local occupancy and 4 market houses. If
permission is forthcoming from this Authority for this development it will be subject to
a section 106 agreement securing the occupation of the affordable dwellings to those
satisfying ‘local persons’ criteria and are in need of housing.
Consultations:
Full consultation on the application has been undertaken with site notices and
individual letters to local addresses. The community council has been consulted as
have other statutory consultees.
Statutory Consultees:
Conwy Highways Authority: No objections raised subject to conditions and
submission of a construction method statement prior to any work commencing.
Natural Resources Wales: No objections raised subject to conditions and to
schedule tree felling at an appropriate time of the year to avoid bird breeding period.

Trefriw Community Council: Objection to the scheme on the basis of:







Highways and highway safety: Roads not suitable for construction traffic
and subsequent use.
Traffic Generation: more traffic will be generated as a result of this
development. Highways around this site are single track with no pavement.
There will be increased hazard to pedestrians.
Public transport: Site is not located ‘in proximity to public transport routes
and within easy walking and cycling distance of a number of services and
facilities’. Site I located up a very steep hill making walking and cycling very
difficult.
Infrastructure:
The main sewer is already overloaded; more houses
would be an unsustainable burden.
Biodiversity: Several mature trees used by birds and bats will be removed.
Disabled persons access: No level access to plots 5, 6, 7 or 8.
Scale of development: 3 storey market houses are out of scale with the
character of the surroundings properties.
Local Residents
One letter generally in favour of the proposal has been received from the immediate
neighbour to the site stating that the three storey design utilises the slope of the site
and provides for much needed garaging below the dwelling. Reservations are
expressed to the loss of a horse chestnut on the eastern boundary. Respondent has
recommended a TPO for the two oak trees shown to be retained as part of the
development.
Forty three (43) letters of objection have been received from local residents with the
following general points being made:






No demand/No need
Would create highway dangers and congestion
Adverse impact on trees and hedges/biodiversity loss
Would place pressures on sewerage/drainage systems
Would result in unacceptable surface run off
Adverse effect on adjacent renowned plant nursery
A petition signed by 52 individuals has also been received stating general opposition
to the scheme. No specific reasons given.
Report:
The proposed site, with an overall area of approximately 0.36 hectares (0.88 acres),
is currently utilised for grazing purposes, it slopes from high ground bordering
Crafnant Road down to the south where it borders the Roualeyn plant nursery, the
eastern boundary is defined by an unnamed local access road and to the west is a
private dwelling, Bryn Derw. There is evidence at the northern end of a site of a
concrete slab which formerly had a garage to Bryn Derw sited upon it. There are a
number of mature trees on the site predominantly on the eastern boundary.
The proposal shows the development of 8 dwellings on the site which gives an
overall density of 22 dwellings to the hectare; this would be regarded as low density.
In comparison the recently approved and constructed housing association site in
Penmachno was developed at a density of 30 to the hectare.
As the site has been allocated for residential development in the Eryri Local
Development Plan it is to be regarded as an acceptable rounding off and does not
unduly extend the village into open countryside.
The site was allocated in response to the requirement for additional land for
residential development identified during the Eryri Local Development Plan process.
In allocating the land this Authority is stating that the site is appropriate for
development and will expect 50% affordable/local occupancy dwellings and 50%
market housing.
At the time of allocating the site it was indicated that the site should provide a
minimum of 8 dwellings on a 50-50 basis.
Members may recall that this site was subject to an application considered and
refused by this Committee in 2013. That application proposed 12 dwellings: 6
affordable/local occupancy dwellings and 6 market dwellings. That application was
refused on the basis of two reasons:
1. Overdevelopment of the site
2. Inappropriate highway access for scale of development
However, in reaching these conclusions Authority Members were of the opinion that
a density of development as experienced in other nearby small housing estates of
Trefriw could be viewed as appropriate. With a site area of 0.88 acres the allocated
8 dwellings would achieve a density of 9 to the acre. In comparison, the small
housing estate closest to this appeal site, Maes y Pandy, is approximately 1.7 acres
with 12 semi-detached houses located on it giving a density of 7 to the acre. Taking
this approach Members of the Planning and Access committee concluded that a
development of 8 dwellings would make a pleasing transition from built up area to
rural area.
In addition the Members of the Planning and Access Committee were of the opinion
that an increase in the number of dwellings beyond the 8 that have been allocated
for the appeal site would place undue additional pressures on this unsuitable access
road and would increase the potential for conflict beyond an acceptable level
between road users whether on foot or in cars.
The applicants appealed to the Inspectorate against that decision. The inspector
concluded to dismiss the appeal agreeing with the Authority that ‘the proposal does
not strike an appropriate balance between respecting the density, pattern and layout
of surrounding development......I conclude that it would constitute overdevelopment
of the site....’
On highway safety the Inspector did not agree with the Authority and concluded that
the highway network in the vicinity of the site is already heavily used throughout the
year by residents and tourist and that the ‘volume of traffic likely to be generated by
12 dwellings ...would be likely to be very small and well within normal daily
fluctuations such that there would be no material impact on highway safety.’
The Proposal
This application proposes the erection of 4 detached dwellings and 4 semi detached
dwellings with a vehicular access shown off the residential street to the east of the
site.
The detached dwellings utilise the slope of the site to provide for part three storey
four bedroomed dwellings with amenity space around. The semi detached dwellings
are of conventional two storey design with two being of 2 bedrooms and two larger 3
bedroom dwellings.
The 4 semi detached dwellings are shown to be the affordable/local occupancy
dwellings and comply with the size criteria for such dwellings.
There are 9 trees on the site, 2 oak, 2 horse chestnut, 2 ash, 1 cypress, 1 spruce
and 1 holly. It is proposed to retain the 2 oaks as they have ecological interest. The
remaining 7 trees are proposed for removal, largely to enable safe visibility splays
and a pedestrian walkway to be achieved.
No objection to the removal of the trees has been received from this Authority’s
ecologist or from Natural Resources Wales on the basis of ecological value. Similarly
no objection has been received from this Authority’s tree officer.
If members are mindful to approve this application it would be on the basis of a
comprehensive landscaping scheme to replace the boundary hedging with
appropriate native tree and hedging species.
Conclusions:
As this site is allocated in the Eryri Local Development Plan for housing purposes
this application for 8 dwellings on a 50-50 affordable/market mix of dwellings is in
accordance with Eryri Local Development Plan.
The Highways Authority has not raised any objections to the increased use of this
access road and a Welsh Government Inspector concluded that the previous
application for 12 dwellings posed no additional risk to highway safety.
No objections have been raised by the Authority’s ecologist Natural Resources
Wales or tree officer to the removal of the boundary trees.
Dwr Cymru have raised no objection to the proposal subject to appropriate
conditions to accommodate surface foul water from the site.
The design of the dwellings has utilised the slope of the site to provide for a range of
dwelling sizes.
Applicant has agreed to enter into a section 106 agreement to secure the
affordability and restrict occupancy for 4 of the dwellings.

Small enclosed site located on Maesgwyn between Seasons and Reasons and
Castle Restaurant at the centre of Harlech. Site is currently a yard and is split into
two sections by a rendered block wall. Part of the site which fronts the highway is
currently fronted by a stone wall and two stone pillars.
This is a resubmission of an application that was refused on 31 July 2014 as it was
considered by officers that the proposal would not preserve and enhance the
Conservation area, would harm the character of the area and would be a danger to
highway safety.
The applicant has taken on board the suggestions of your officers to improve the
application. Consequently the proposal now shows the removal of the block wall
within the site and the removal of the stone wall and the two stone pillars on the
highway verge, one of which will be rebuilt at a different point on the highway verge.
The applicant has shown that the entire area will be sensitively surfaced with
cobbles. The intention of the applicant is to utilise this site to facilitate an off road
parking area to be created.
It is considered that the proposal is now compliant with the aims of conservation area
and will preserve and enhance its designation.
Whilst the comments of the community council over highway safety are to be
appreciated the Highways Authority has raised no objections to the use of this area
of land for car parking. Consequently it is difficult to argue a case against its use for
parking.
Given the above it is considered that this application can now be approved.

The site subject to this application is located on Harlech High Street in close
proximity to the towns centre. It is a vacant area of land which has in the past been
utilised as a car park for a restaurant. The restaurant has now been closed
permanently and the building in the process of being converted into two ground floor
flats, there is also a single flat on the first floor in separate ownership. The provision
of four parking spaces on this plot of land are a condition attached to the permission
for the two flats adjacent.
The site is currently vacant and utilised for car parking. Whilst the site has generally
level access to the adjacent highway it does drop very steeply to the north west and
when viewed from that direction commands a very elevated and dominant position.
It is situated in a largely residential frontage of detached dwellings. The site
overlooks and dominates residential properties to the north and west and is in full
view of the World Heritage Site of Harlech Castle.
The site falls wholly within the World Heritage Site Essential Setting and the Harlech
Conservation Area.
This application shows a two storey dwelling utilising the topography of the site to
show what would appear to be a bungalow facing onto High Street with a lower
ground facing towards the World Heritage Site forming two storeys. The design
shows gables of natural stone with other walls of painted render.
Around the dwelling the plans indicate 4 parking spaces. One of the spaces is
allocated for the one of the flats opposite. The other flat has been able to utilise a
space to the side for parking purposes.
The applicants have indicated that they are not prepared to enter into a Section 106
Agreement on this dwelling to provide for an affordable/local occupancy dwelling and
the size of the dwelling exceeds that expected as an affordable dwelling. However,
the applicants do own the flats on the opposite side of the High Street and have
indicated a willingness to enter into a s.106 agreement to secure the affordability and
restrict the occupancy of one of the flats in exchange for an unencumbered dwelling
on this application site.
The applicants have submitted valuations for one of the two bedroom flat opposite
which shows an open market valuation of £125,000.00. This flat has been offered up
by the applicant as suitable alternative to restricting the application dwelling as an
affordable local occupancy dwelling. Using the Authority’s percentage discount
calculation the affordable selling price for this flat brings it down by 43% to
£71,250.00.
There have been 4 letters of objection to this proposal received from concerned
neighbours over the design and harmful effect on loss of amenity that may result
from this application if approved. The concerns of the objectors are:






Overdevelopment of the site
Scale of the new dwelling
Loss of amenity to neighbouring dwellings
Contaminated land
Inadequate parking provision
Loss of views to and from the Castle
The Harlech Community Council has requested clarification over the car parking for
the flats opposite. This information has been passed on to them which shows that
one of the spaces within the application site is allocated for one of the flats with the
other having provision within its boundaries. This has been agreed with the
Highways Authority as acceptable and satisfies their standards.
Members may recall a similar application and committee panel visit on this plot of
land in late 2013. At that time members resolved to refuse the application on the
basis of the applicants unwillingness to secure the affordability of the dwelling,
inappropriate design, loss of amenity for neighbouring properties, damaging visual
impact on the conservation area and World Heritage Site, cramped and
overdevelopment of the site, and lack of off street parking.
Members at that time were of the opinion that the site could be utilised for a dwelling
but it should not extend any further back than the existing rear elevation of the
neighbouring dwelling, should eliminate the overbearing balconies and should have
a design better suited to its location. In submitting this application the applicant has
addressed these issues. The applicant has clarified the parking arrangements with
the flats opposite and has indicated a willingness to offer one of the flats as an
affordable/local occupancy dwelling in lieu of the application dwelling.
It is considered that in offering one of the flats opposite it does bring a two bedroom
flat into an affordable range for occupation by a person in need of housing from the
local community. In securing the affordability and restricting the occupancy of the
flat it takes the flat out of the open housing market and the short term tourist letting
market.

Site: Ty Mawr Farm is located in the hamlet of Abertrinant which in turn is
accessed via a minor single track road between Dolgoch and the Dysynni
Valley.
The turbine would be located on hillside in an exposed open location,
presently used for grazing and some 300 metres from Craig yr Aderyn.
The nearest residential property is located some 140 metres away, (not in the
ownership of the applicant).
Proposal: The proposal is to erect a wind turbine generator with an installed
capacity of 5kw.

Assessment:
Proposal is to erect a 17.75 high wind turbine in an exposed upland setting
with views looking onto Bird Rock (Craig yr Aderyn) and the Cader Idris
Range.
The applicant states the electrical energy consumption of the appliance is
estimated at 9000kwh and as such the turbine will generate an estimated
100% of the total electrical energy consumption of the applicant’s premises
(Ty Mawr Farm) which allows for a reduction in fuel bills and carbon footprint.
Any excess generated not used on site will be exported back into the grid and
contributing directly towards the Government’s regional and national targets
for supplying its electrical energy from sustainable resources.
As part of application 6 wire framed photomontages from different viewpoints
which the agent states due to its location against a hillside backdrop and its
design would render the turbine barely visible from the majority of surrounding
directions due to either the distance of the receptor location and the
expansive scale of the surrounding backdrop.
An ecological and landscaping character assessment has also been carried
out which are contained within the Committee bundle.
Notwithstanding the above, in my opinion a turbine of this height in such an
open landscape (just set back from the ridge) would introduce a vertical man
made moving structure into the open countryside currently devoid of such
structures.
It would not be well related to farm buildings and as such will not conserve or
enhance the natural beauty of the National Park. It would be prominent from
nearby public footpaths and sections of the minor road.
Development Policy 3 of the Eryri Local Development Plan states:
Energy would support small scale domestic wind turbines and should read in
conjunction with development policy 1 and 2 which seek that the development
is not unduly prominent in the landscape and unacceptable impact on the
landscape will be restricted and in particular regard will be had to the
protection of landscape character based on LANDMAP and as defined in
landscape of Eryri Supplementary Planning.
The Landscape and Sensitivity Study notes that the area is of High Sensitivity
to wind energy development with typically no capacity for wind energy
developments with the exception of a limited number of domestic to microscale turbines which should relate well to existing settlements/buildings.
In addition the Authority’s SPG on Renewable Energy states wind turbines
should avoid the following
 Exposed hilltops which are visible from public viewpoints where the
turbine would result in an intrusive and significantly adverse landscape
and visual impact for nearby residents.
 Sites that break the skyline and have no background landform to
provide “backcloth” screening.
 Isolated locations which are more than 100m from the nearest building
in the same ownership or in the control of the proposer.
 Sites of ecological interest e.g. bird and bat flight lines.
In my opinion the proposal would form an incongruous feature in an otherwise
open upland landscape and is therefore contrary to policies mentioned in
reasons for refusal.
Notwithstanding the above, our Ecology Officer also states “the wind turbine is
located within 296m of Craig yr Aderyn which is an internationally important
population of breeding and non-breeding season choughs. In addition
breeding cormorant are a feature of Craig yr Aderyn SSSI and as such the
Authority will need to undertaken a Test of Likely Significant Effects (HRA
Screening) for the planning application.
The Royal Society for the Protection of Birds (RSPB) have also raised
concerns that grazing is not compromised by the proposed development
because choughs require open grazing areas to forage. (Comments attached
in Committee bundle). It is difficult to envisage a wind turbine of this size
(area required to install) would affect the grazing, but the Authority is still
awaiting Natural Resources Wales’ formal observations in respect of the
effect on birds and the wider landscape.
A further report will be made the meeting should observations be received.

RECOMMENDATION: To REFUSE for the following reason:
1.
The proposal, by reason of its height and location (close proximity to
ridge level), would constitute a prominent and intrusive feature within the
landscape, adversely impacting on the local landscape, character and visual
amenities of the locality. The proposal is therefore considered to be contrary
to Development Policies 1 and 2 of the Eryri Local Development Plan, in
addition to the objectives of Planning Policy Wales and Supplementary
Planning Guidance for renewable and low carbon energy.
