International Organization for Migration (IOM) Iraq Mission OPEN TO INTERNAL AND EXTERNAL CANDIDATES Position Title: Accountant (2 Positions) Duty Station: Erbil/ Iraq Organizational Unit: Resources Management Department (RMD) Classification: G5/S1 Type of Appointment: Special Short Term (SST) Duration of Appointment: Six (6) months with the possibility of extension Estimated Start Date: As soon as possible Closing Date: 25th June 2015 Reference Code: SVN2015/IRQ/043 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the general guidance of the Chief of Mission (CoM), overall supervision of the Head of Hub (HoH) in Erbil and the Resources Management Office (RMO), and, direct supervision of the National Finance and HR Officer in Erbil. Core Functions / Responsibilities: 1. Assist in ensuring that IOM financial regulations are correctly applied on all financial transactions and that the mission’s financial transactions are entered into the IOM accounting system PRISM; 2. Provide financial and administrative support to IOM Iraq, and performs the procedures of monthly closures including vendor and GL clearing and reconciliation 3. Maintain financial records and monitor systems to record and reconcile expenditures, balances, payments and other data for day-to-day transactions for IOM Iraq; conduct preliminary analysis of the information and highlight areas of concern for the attention of the RMO 4. Ensure proper and systematic filing of all validated vouchers and other accounting documents according to established standards; 5. Assist in the preparation of financial reports for the Mission’s projects according to donor relevant requirements, in coordination with involved field missions as applicable and ensuring proper reconciliation of financial report to PRISM. 6. Prepare documentation for audits for projects implemented by IOM Iraq 7. Prepare invoices and/or payment requests, financial supporting documentation to the donors, auditors upon request; 8. Reply to queries concerning accounting and project reports; 9. Maintain contacts with local banks and verifies accounts status, prepare mission funding requests and ensure that sufficient funds are available locally; Page 1/ 3 International Organization for Migration (IOM) Iraq Mission 10. Prepare VAT reclaims and other regular administrative reports of the office. 11. Provide guidance and training to new staff, including travel to Iraq for support. 12. Perform other related administrative and accounting duties as may be required. Required Qualifications and Experience Page 2/ 3 International Organization for Migration (IOM) Iraq Mission University degree in computer science or relevant field with minimum 5 years of relevant experience, experience with IOM or another international organization is considered an advantage. Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy. Personal commitment, efficiency, flexibility, drives for results. Languages Fluent in Kurdish and good knowledge in English.
