Tribute to Past Presidents
Harold L. Brungard
PSAB Past President Harold L. Brungard passed away in November
2013. He resided in Mill Hall Borough, Clinton County, for his entire life.
An Army veteran, Harold served more than four decades on Mill Hall
Borough Council and was active in the Clinton County Boroughs
Association, the Mill Hall Volunteer Fire Company, and was a founder
of the Mill Hall Community Pool. Harold served as PSAB’s President
from 1996-1997.
John L. McManus
PSAB Past President John L. McManus passed away in September 2014.
After his time in the U.S. Army, he settled in Green Tree Borough,
Allegheny County, where he served multiple terms on borough council,
including as president. He served on the county’s Home Rule Study
Commission and as President of the Allegheny County Association
of Boroughs. A dedicated public servant, John served as President of
PSAB’s Board of Directors from 1972-1973.
Thomas R. Stanton
PSAB Past President Thomas R. Stanton passed away in October 2014.
After retiring from military service in both the Air Force and Army, he
served as the mayor of Wheatland Borough, Mercer County, for 27
years. Active in his community, he also belonged to the Mercer County
Boroughs Association, the Mercer County Regional Council of
Governments, and the Wheatland Planning Commission. Tom served
as PSAB’s President from 2005-2006.

Dear Borough Officials,
Welcome to the Lancaster Marriott & Convention Center for the Pennsylvania State Association
of Boroughs’ (PSAB) 104th Annual Conference. This year’s theme, Shaping the Future through
Advocacy, was selected to emphasize the importance of working with our state legislature to
affect positive change. In addition to submitted resolutions from boroughs and County Boroughs
Associations and the work of PSAB’s Government Affairs Department, it is just as important that
you engage your legislators at the local level.
There are many conference sessions available on a wide variety of topics that will help you become
a more effective local government leader, giving you the skills necessary to shape the future of your
borough. The state agency briefing and the legislative panel will provide you the opportunity to
interact with our policymakers and question them on issues that matter most to you.
Please take advantage of the opportunities to visit
the exhibitors and to meet and exchange ideas
with other borough officials on common issues
and solutions. Learning and socializing with
like-minded people go hand-in-hand.
If you are a first time attendee, I hope you find this to
be a meaningful experience that inspires you to join
us for future conferences, including the Fall Leadership Conference being held Oct. 16-18 in Seven
Springs. I look forward to meeting each of you.
Serving as PSAB’s President has been one of the
most rewarding experiences of my municipal
government service, and I want to thank the

governments are preparing for the legalization of
medical cannabis to help treat people with diseases
such as epilepsy and post-traumatic stress. In 2014, a
bill to legalize medical cannabis came close to
becoming law as it passed the PA Senate. This session

enforcement issues such as driving under the influence
and smoking in public places.
