Main purpose of Job:
Reporting to the Operations Manager, the Logistics Team Leader is responsible for the
management of all stores and despatch inventory, despatch of goods on time with minimal cost,
management of goods inwards and the picking / packing and package despatch operations.
Responsible for line management of:
Stores staff
Despatch Staff
Drivers
Temporary picking/packing staff
Principal Duties and Responsibilities:
1)
Planning, preparation and delivery of the Despatch Programme










Work with the Operations Manager, Examinations Departments and Assessment
Materials Unit to obtain the requirements for each monthly despatch
Plan the weekly and monthly despatch activity in conjunction with the Operations
Manager and Logistics Team Leader to deliver the needs of the customer and
business
Perform administrative level tasks and manage despatch work flow utilising the
Warehouse management software
Plan and monitor the daily activity to deliver the weekly and monthly programme for
despatches.
Identify, and resolve where possible, issues that affect the on time achievement of
the despatch of materials to customers (both internal and external)
Ensure staff resources are available to meet the Despatch programme throughout
the year
Ensure that staff are adequately and competently trained to provide flexibility across
all logistics areas and meet the needs of the business
Work with the Operations Manager to plan the use of storage space to minimise the
movement of inventory from packing through to despatch (reduce need for double
handling)
Work with the post results team and production teams to balance resources to meet
demand across the pick / pack / stores and post results areas to support the
despatch processes
Work with the Operations Manager and Production T/L to manage the interface
between the packing operation and stores / despatch area and requirements




Management of Staff in Stores / Despatch area









Line manage the staff within the stores / despatch area to fulfil the storage and
despatch activity in a timely manner
Coach and counsel staff where necessary to deliver the needs of the business in
accordance with all current and future policies and procedures
Provide training to all staff where you are competent to do so, where not, training
should be arranged with the support of the Operations Manager and the Operations
Director.
Establish training needs / skills matrix to develop the appropriate flexibility within the
stores/despatch ensuring that skills are kept up to date to allow the department to
operate effectively
With the Operations Manager, effectively manage the staff within the area to deliver
the business needs, whilst managing all aspects of staff attendance, development
and performance within the Stores / Despatch area
With the guidance of the Operations Manager, recruit and manage temporary
picking / packing and packaging staff to support the despatch activity
Work with the Operations Manager to maintain the stores stock control system for
paper and bookshop stores. This could result in the introduction of end of month
stock reports.
Work with the Operations Manager and Director on the implementation of an MRP
type system to order / issue paper to production

Production of ancillary material and data essential to enable all despatches to run
smoothly.
Work with the Trefforest Operations Team (TOT) to develop a new approach to
master scheduling across the site
Management and ordering of all consumable materials required to provide an
effective despatch.
Work with the PRS T/L to ensure that all code of practice requirements are adhered
to during the script management process
Supervise the receipt and sort function for all returned scripts
Ensure that shelving utilisation and storage space is maximized
Ensure availability and appropriate usage of all mobile storage
Communication









Provide advice on specialist matters relating to storage, space maximisation, stock
control and inventory management to others within the business
Liaise with the Production T/L and Operations Manager regarding day-to-day inflow
of work into the packing and stores areas.
Supervise all contractors visiting the stores/despatch areas
Work with the Operations Manager to ensure that external providers are providing
the appropriate level of service and value for money; where this is not the case,
work with the team to source new contact providers
Liaise with external customers for stores/despatch services on the detail of their
requirements where appropriate
Maintain an active knowledge of stores/despatch practices elsewhere so as to be
well placed to advise WJEC on best practice
Actively develop and support the development of a customer service orientated
approach when dealing with customers' orders
Be involved as a key member of the communications meetings, weekly production
meetings, EHS meetings where applicable and appropriate
Work with the Operations Manager and team to develop an adequate and
appropriate production performance measurement system; this will include
productivity / throughput, quality, delivery, attendance and EHS measurements as
well as others that may be appropriate.

Support the Operations Manager in ensuring that health and safety best practice is
followed at the site
Support the team in undertaking and updating risk assessments
Manage the health, safety and welfare of all direct reports, other staff, contractors
and customers visiting the area
Lead and contribute to accident investigations where appropriate
Ensure that all policies and procedures are adhered to within the warehouse,
packing, script management and despatch areas
Manage the housekeeping status and audit regularly to ensure compliance with the
site standards (to be developed)
Work with all departments necessary to develop safety information (Safe Working
Instructions, Toolbox talks, Job safety analysis) and ensure that this is
communicated effectively to all team members
Manage the equipment in the area to ensure compliance with legislation
Storage availability and maintenance




Contribute to the planning and monitoring of budgets for staffing, materials
procurement equipment maintenance, operational estates management, and capital
allocation for equipment procurement
Monitor waste within the despatch and paper stores areas with the aim of minimizing
all areas of waste
Ensure that quality procedures are applied and rigorously upheld within the
department. This may involve the introduction of new systems and procedures to
audit the quality adherence
Effectively manage the machinery / equipment within the area providing the most
efficient and cost effective solutions for the business needs.
Manage the waste streams within the unit, maximising revenue / income and
minimising costs
Ensure that all despatches are sent on time and in full and within budget
Develop internal quality check systems to ensure that the correct QP’s and other
despatch items meet the requirements of the customer
Develop a suitable and sufficient risk register for the despatch / script management
processes
Support the Operations Manager in identifying requirements for minor works, repairs
and maintenance within the warehouse area
Ensure that all equipment in the area is maintained to legislative standard, by
ensuring appropriate asset care
Manage the despatch bay area and all areas outside the despatch bay (including
waste, pallet storage areas)
Costs



Minimize the postal costs by effective use of despatches
Manage temporary staff effectively
Work with the Operations Manager and Director to develop the use of master
scheduling / MRP on site. This will aim to link despatch requirements, paper
purchase, paper usage and storage across all departments to develop an effective
material purchase / resource planning system
