Division Manager - AO in Economic, Management, Business Administration, Administrave sciences, strategic management, public Finance, Accounting, Human ressource management, development studies with 5years of working experience or Master's degree in Economics,Management, Busness Administration, public Administration, strategic management public Finance, Accounting, Human ressource management, development studies with 3years of working experience. 2 Deputize the District Executive Secretary in his/her duties during his or her absence and serve as a member to the District Technical Coordination Committee; - Coordinate the management of human, physical and financial resources of the District, ensure their rational utilization and prepare consolidated reports thereof to be submitted to the District Executive Committee through the Executive Secretary; - Consolidate the preparation of cash flow plans and reports on the District's resources utilization emanating from different units and Sectors prior to their consideration by the District Management Committee; - Sign and execute payments to be effected by the District on basis of a pre-approved cash flow/payment plan and coordinate contract management to ensure value for money; Coordinate the elaboration and implementation of both the District capacity building and procurement plan and supervise the valuation and amortization of the District's assets. - Coordinate the planning, budgeting, District implementation, monitoring, evaluation and Council reporting of the District Council Office's Affairs activities and supervise all staff therein; specialist - Manage the agenda of the District Council and ensure that there is effective communication with the Executive Committee and other relevant organs/institutions on matters of strategic importance; Analyze any information (documents, files, reports, etc.) submitted to the District Council, produce an executive summary thereof and advise accordingly; Bachelor's degree in political sciences,public Administration, Administrave sciences, public policy, low,law,social work, sociology, governance, management, Economics,Finance, development studies, Busness Administration with 3years of working experience or Master's Number of positions 1 - Serve as the minutes taker to the District Council meetings, advise on the impact of any decision of strategic importance to be taken and closely follow up on the implementation status of all District Council's decisions; Prepare working documents for District Council meetings and serve as a member of the District Technical Committee. 3. Director of Agricult ure and Natural Ressourc es Unit 4. Director of Educatio n Unit - Coordinate the planning, resources mobilization, implementation, monitoring and evaluation reporting of the Unit and Sectors, and instill the practice of knowledge management; - Coordinate the development and oversee the implementation of actionable strategies or plans meant to localize national policies and the District Council's decisions pertaining to agriculture, livestock and natural resources; - Coordinate campaigns meant to raise local population awareness on the use and importance of modern techniques of agriculture, livestock and natural resource management; - Coordinate the supervision of activities of animal and plants control diseases organized at the Sectors and facilitate the linkage between local farmers and the market; Serve as a member to the District Technical Coordination Committee and advise the institution on matters pertaining to agriculture, livestock and natural resources management. Coordinate the identification of the District's education needs and priorities to facilitate an integrated planning, budgeting, resources mobilization, implementation, monitoring and evaluation reporting related to Education at the Unit, Sector and education facility levels and instill the practice of knowledge management; Coordinate a multi-stakeholders' elaboration of actionable strategies or plans meant to localize national policies and the District Council's decisions pertaining to education and oversee their implementation ; - Coordinate the implementation of campaigns meant to raise local population awareness on the benefits of universal education, promote children rights and quality education, and fight against school dropouts; - Coordinate, in close collaboration with the school construction engineer, the identification of school construction and rehabilitation needs and degree in political sciences,public Administration, Administrave sciences, public policy, low,law,social work, sociology, governance, management, Economics,Finance, development studies, Busness Administration Bachelor's Degree in Agriculture, Rural Development, Agricultural Economics, Forestry, Veterinary Science, Environmental Sciences with at least 3 years of experience; Or Master's Degree in the above fields with 1 year of working experience. Bachelor's Degree in Education with at least 3 years of working experience; Or Master's Degree in the same fields with 1 year of working experience I 1 5. 6. 7. coordinate the elaboration and regular update of the District's school map; Maintain an updated consolidated database on education and work hand in hand with the Human Resource Unit in the identification of staffing needs and elaboration of capacity building initiatives meant to address capacity gaps in the education sector at the District level; - Serve as a member to the District Technical Coordination Committee and advise the institution on matters pertaining to education. Director - Coordinate the planning and budgeting, activity implementation of and performance progress Finance reporting (financial statement and budget Unit execution report), monitoring and evaluation of the Unit and supervise all staff therein; - Elaborate, at Unit level, actionable strategies (including resources mobilisation) meant to localise national policies and implement the District Council's decisions pertaining to finances and economic development: - Work hand in hand with all heads of Units and Sectors to prepare and consolidate periodical cash flow plans of the District and periodic fund requests; - Coordinate the process of payments of goods and services delivered by private operators to the District and check the conformity and accuracy of payment requests before disbursement of funds; Serve as a member to the District Technical Coordination Committee and advise the institution on matters pertaining to the sustainability of finances and economic development. Planning, - Consolidate strategic planning documents emanating from different units and Sectors of the Monitori District; ng and Evaluati -- Advise units and Sectors on the elaboration and or review of SMART indicators during the planning on processes; Officer - Analyze activity implementation progress reports and advise the Director on the necessary changes and or review; Monitor the implementation status of all stakeholders' programs or projects running within the District and assess their contributions towards the development objectives and targets of the District. Internal - Prepare audit plans to be approved by the District Council; Auditor - Conduct audit of the District and its affiliated nonbudgeted agencies as per the law and advise accordingly; Accounting Professional Qualification recognised by IFAC (ACCA, CPA) or Bachelor's degree in Accounting, Public Finance, Finance, or Mnagement with specialisation in Finance with at least 3 years working experience I AO in Management, Economics, Development Studies, Project Mnagement, Business Administration , Rulal Development. AO in Accounting, Public Finance or Management with specialization in Finance/Accounting. I I [- Produce regular audit reports intended for the District's council; Follow-up on the implementation status of the District Council resolutions pertaining to internal audit and Auditor General's recommendations. 8. Docume - Develop and operate a system for the District's AI in Library 8z ntation documentation and archives; Information Science, and - Develop and implement, in collaboration with Office management. Archives Public Relations, Media, Communication, IT Bibliotheconomy or Ao in Officer officers and other concerned staff. an information Library & Information classification and access policy; Science, Office - Manage, in collaboration with the logistics and management storekeeper officer and other concerned units, the acquisition and borrowing system of books and other documents; - Maintain an effective cataloging and indexing of books and regularly update the District's documentation database; Collect and distribute newspapers, official gazettes and any other public (policy) documents and inform library users on new acquisitions. 9. Account - Maintain a proper receipt, custody and AO in Accounting, I ant disbursement of funds supported by appropriate Finance, Management vouchers; with specialization in - Prepare documents for payment of goods and Finance / Accounting or services after checking the conformity and Professional Qualification accuracy of payments requests; recognised by IFAC - Prepare the Cash Book and General Ledger using (ACCA, CPA, etc) an appropriate accounting software to produce income and expenditure reports and other financial statements; - Prepare bank reconciliation statements at the end of each month and timely produce accurate financial reports as per the set deadlines; Facilitate the internal and external audit exercises. 10. Local - Monitor on daily basis revenue deposits on the AO in Accounting, I Revenue District's account and proceed to a daily bank Finance, Management Account reconciliation, register the amount collected into with specialization in ant the receipt books and keep the books of account of Finance / Accounting or all revenues of the District ; Professional Qualification - Consolidate revenue deposit bank slips, produce recognised by IFAC daily banking reconciliation sheet and submit (ACCA, CPA, etc) progress reports vis-à-vis locally set revenue targets to the Director of finances; - Prepare complete, accurate and timely revenue financial reports and statements within mandatory deadlines and reconcile all revenues and transfers of the District; Facilitate internal and external Audit exercises for revenue accounts. 11. Secondar - Elaborate a local strategy and actionable plan on Bachelors' Degree in 1 t..kA affnan TIMrSEMZ2E1=1=:. y and TVET Educatio n Officer secondary and TVET education, monitor its Education Sciences, implementation across Sectors and produce Technical Vocation consolidated reports thereof; Education Carry out, together with other designated stakeholders, regular inspection of secondary and TVET schools in respect with quality education and administrative standards, elaborate secondary and TVET schools maps and maintain an updated database thereof; Identify and consolidate secondary and TVET schools construction needs, carry out training needs of teachers therein and work hand in hand with the Human Resources Unit to deliver tailormade capacity building support across the District; - Develop project proposals for the mobilization of additional funds to improve the functioning of Secondary and TVET education, initiate and coordinate the implementation of advocacy campaigns meant to meet the secondary and TVET education needs of vulnerable people across the District; - Organize, in collaboration with other relevant stakeholders, and supervise the implementation of regular campaigns meant to raise local population's awareness on the benefits of adhering to secondary and TVET education programs. 12. Archives - File physical and electronic documents of the One AI in Bibliotheconomy, Officer Stop Centre; Library and Information - Classify and store other relevant documents of the Science, Secretariat of OSC OSC; Studies, Office - Trace and avail land files for use to technicians of Management or AO in the OSC as need arises; Bibliotheconomy, Library - Issue land files copies to the owner whose original and Information Science, ones are lost; Secretariat Studies, Office Store and take care of deed plans and any other Management relevant document approved by OSC. 13. Construc - Coordinate, - at first degree, the planning, Bachelor's Degree in tion budgeting, resources mobilization, Architecture, Urban Permittin implementation, monitoring and evaluation Planning, Urban g Team reporting related to construction permitting at the Management, Civil Learder team level; Engineering, Construction, - Coordinate, at first degree, the elaboration of a Public Works with at least local strategy on construction permitting, monitor 2 years of working its implementation across the District and produce experience; consolidated repots thereof; - Supervise, at first degree, all staff members of the Land Management Team and their field deployment; - Assist technically and provide advisory to the Director of One Stop Centre in matters pertaining to construction permitting and work hand in hand with the Human Resources Unit to identify I I capacity building needs of team members and provide tailor-made capacity building programs; Initiate, in collaboration with other relevant stakeholders, and co-supervise the implementation of campaigns meant to raise local population awareness on the benefits to secure construction permits for better settlement planning 14. District - Work with the planning team to draft local urban AO in Architecture Urban I Archetec design guidelines for specific areas; Planning, Civil t - Design, assess and advise the District authorities Engineering on matters pertaining to specific master plans; - Conduct analysis prior to any issuance of a construction permit, regarding design, structure specifications, materials, color, equipment, estimated costs, and construction time and advise accordingly; - Conduct periodical on-site observation of work during construction to monitor compliance with pre-approved architectural plans and evaluate the aesthetics of buildings vis-a-vis the District master plan prior to the issuance of occupation permits; Prepare, in collaboration with building inspection officers, certificates certifying that construction of buildings is in conformity with approved plans. 15. District - Take active part in the planning and or review of AO in Architecture. Civil I civil the District Master Plan and co-supervise and Engineering. Engineer inspect its implementation; - Prepare, in collaboration with any other involved staff, construction permits to be issued by the District; - Develop project proposals meant for mobilizing additional resources for the implementation of the District master plan; - Supervise contractors' engineering work to ensure value for money and compliance with the technical specifications defined by the District; Monitor compliance of Ongoing private construction works with the master plan and provide advice to all concerned stakeholders on house construction safety requirements. 16.
