IFES invites applications for the following position: POSITION: CONSULTANT – CONTENT AND TRAINING MODULE DEVELOPER DURATION: 14 JUNE- 12 JULY, 2015 (4 WEEKS) 1) Introduction Under a grant from the United States Agency for International Development (USAID), the International Foundation for Electoral Systems (IFES) is implementing an 18-month program to promote the integrity and inclusivity of the electoral process, civic education and support to development of the civil society in the Maldives. IFES is an international, non-profit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, non-profit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries. 2) Background The Human Rights Commission of the Maldives (HRCM) was first established on 10 December 2003 as an independent and autonomous statutory body created by Decree of the President of the Republic of the Maldives with the right to sue and be sued. The Commission than established had nine members including a Chairperson. Until the ratification of the present Human Rights Commission Act on 18th August 2005, making the HRCM a constitutionally established autonomous body, the HRCM functioned under regulations promulgated under the powers vested with the President of the Republic of Maldives. HRCM functions under the vision, “Human rights, democracy and the rule of law for everyone”, with the mission “to lead the promotion and protection of Human Rights under the Maldives Constitution, Islamic Sharia and regional and international Human Rights Conventions ratified by the Maldives.” The HRCM, starting from 2012, have established 21 Human Rights Clubs at schools throughout Maldives with the goal of educating students on human rights and inculcating respect for human rights. In an effort to strengthen the impact of the Human Rights Clubs, IFES will provide technical assistance to the HRCM to review and update/ supplement materials used by the clubs. Based on the findings of the assessment of the clubs (forthcoming), materials utilized by the club will be updated/ supplemented with the goal of strengthening effective dissemination of knowledge on human rights amongst young people. IFES is looking for a consultant to undertake the task of revising and developing supplementary materials, and training modules. The consultant will work closely with the IFES Maldives project staff to achieve the objectives detailed below, under the direct supervision of the CoP and overall guidance of Senior Program Officer. 3) Objectives: Update/ Supplement the existing Human Rights Club Manual and Young Human Rights Defenders Handbook. Train Human Rights Coordinators on the new materials developed. 4) Key Tasks: 1. Based on the findings of the assessment of the Human Rights Clubs and in close consultation with relevant IFES and HRCM personnel, review materials used by members and coordinators (teachers) of the clubs and identify specific content or areas to be strengthened (2 days) 2. Revise/ update Human Rights Club Manual and Young Human Rights Defenders Handbook or develop supplementary materials (12 days) 3. Develop training materials to train Human Rights Club coordinators on new materials (5 days) 4. Train selected Human Rights Clubs coordinators on new materials (2 days). 5) Deliverables 1. Final print ready updated materials/ or supplementary materials. 2. Final training modules to train coordinators of the Human Rights Clubs 3. Report on training of Human Rights Clubs coordinators. 6) Qualifications - Minimum of Bachelor’s Degree or equivalent in education, international development, human rights or related fields. - At least 3-5 years of progressively responsible professional work experience at the national level on education/ human rights/ development programs. - Prior experience developing educational and training materials an asset. - Prior experience in conducting training desirable. - Strong communication skill and fluency in Dhivehi and English required.
