• This is the presentation that was made at the BCA Annual General
Meeting on 12 May 2015
• There were approximately 255 people who attended (thank you!)
• Apologies: Ward Councillors :Cllr Tim Truluck, Cllr Bruce Herbert, Cllr David
Potter. Several other apologies from residents were received.
• The presentations are treated as “Minutes” of the meeting and are
distributed to the BCA database and made available on the BCA website
• Most slides have points that are self-explanatory; where only a picture
was used to guide the presenter, we have added in a brief explanation for

• Generally Pikitup home collections are more consistent
• Please DO NOT PUT YOUR BINS OUT THE NIGHT BEFORE
– security risk, bins are used to scale walls
– Encourages more vagrants and collectors to the area
• Collections of public corner bins is an issue; bags are left lying in
streets; Val is escalating with Cllrs
• 25 Dec, the only day that Pikitup doesn’t collect

The Speed Camera petition for Conrad Drive was
unsuccessful due to budget constraints.
Instead “SLOW DOWN” was painted on either side of the
lower end of Conrad Drive.
We feel this is inadequate and have requested as a matter
of priority additional reflective signage, speed signage,
flashing alert lights & road markings.
We are constantly communicating with the relevant
authorities to get this done.

Roads
We have identified roads with deteriorating surface conditions
to be re-tarred and have logged the relevant tickets. Re-surfacing
entire roads is proving to be difficult. We suggest that when you
log tickets that you request only the worst sections of roads to be
re-surfaced. This will be more achievable in terms of budget, time
and manpower.
Hengilcon Ave is being targeted for a Storm Water drain
upgrade. This bodes well for a resurfacing of this road. I am
hopeful.

Syncing of Jan Smuts Traffic Lights between Conrad Drive and Nicol
Highway interchange has been fruitful. The systems put in place last
year by JRA to sync the 8 sets of traffic lights in this stretch of road has
been working well, especially traveling up Jan Smuts Ave to Hyde Park
corner and beyond as far as Parktown.
The syncing coming down Jan Smuts from Hyde Park between 4 and 6
pm still faces challenges as a result of traffic from Buckingham / Jan
Smuts / Burnside all converging into one lane heading onto Conrad
Drive. The search for solutions to alleviate this congestion is constantly
underway.
A temporary suggestion is to lengthen the green phase of the Hillcrest
traffic light to accommodate the large number of motorists passing
through this intersection. Traffic entering Hillcrest at this hour are
predominantly from
Jan Smuts / Burnside / Buckingham Ave.

Big Project : To increase flow capacity at the
Conrad / Jan Smuts Intersection

A discussion paper (documented by Brian Segar –
Roads and Transport Consultant) is in place.
•
Discussions involve the widening of the Conrad Bridge,
changes to the entry / exit of Burnside Rd, the removal
and addition of medians etc.
•
We have discussed the matter with our Ward Councillor
– Mr David Potter, and we will push to have this
approved.

• This originally resulted in chaos and confusion - but this has
now settled down and City Power seem to be getting their
act together
• The “Smart” meter / Hefcom fiasco has resulted in several
residents getting inflated estimated meter readings for
several months
• All the meters will be getting changed to “Smart” meters and unfortunately you cannot refuse to have them installed
in your homes

What?
• Park clean-ups
Delta is a refuge to vagrants who may or may not harbour criminal elements. We have found plenty of
evidence that they do.
Assisting the City to enforce their own bylaws, because they simply don’t respond when we ask them to. Delta
is a rare jewel in Joburg and while I pay my taxes I am not going to sit by and watch the tax money spent
elsewhere while our backyard falls to ruin.
We must protect our assets, not only for the benefit of Blairgowrie, but for all.
My attitude toward this is that I would rather pick up the slack than see the situation deteriorate further.

Even if criminals don’t live in the park, it is an easy escape route. The
palisade fence helps to keep them from entering our suburb or
escaping into the park.
But trees fall on fences, criminals break fences and cars drive into
them. City Parks took about a year to fix this one. (first image)
…so I just started doing the little ones myself.

Except for ONE area!
Fence was never put up across the servitude between 4 & 6

• Patrols and special operations
Patrols in the park at night by security companies
ADT began a few months ago, but we have seen a waning in presence
CSS will soon start in Zone 1 and have also promised patrols in the park, as well
as signed an agreement with City Parks for Delta Park
Special operations between security companies, JMPD & SAPS.

• Children’s playground
City Parks agreement has expired and they didn’t find a new candidate.
The security guard was removed. I am trying to organise a new one together with local security
companies across various suburbs. ADT has indicated they will provide a guard at no cost to the
suburb and VP CAP will respond to a panic signal.
Keep the mom’s, children, childminders and picnickers safe.
A park clean-up removed all the vagrant rubbish from right next to this, where people were living
and defecating just metres from where our children play. City Parks, Park rangers & JMPD turn a
blind eye.

Fibre
• The team has thoroughly examined the current FTTH landscape
• The research is complete
• There are two companies that are both equipped and interested in
providing fibre to Blairgowrie presently
• VUMA will trench the fibre, FIBREHOODS has aerial fibre
• Only VUMA is fully operational in a neighbouring suburb
• VUMA uses an AON based network and FIBREHOODS uses a GPON
based network
• AON has got less risk of congestion with dedicated fibre to your
home whereas GPON shares the fibre between 32 houses
• FIBREHOODS initial installation is cheaper
• VUMA already has 4% of residents signed up through their website
Next Steps
Fibre
• We encourage all residents to communicate with residents
from both Parkhurst and Craighall and take a drive through
the respective suburbs to see what the installation looks like
• Email to be sent to the BCA database with summaries of
both proposals
• A link to a survey will be provided for home owners to vote
on their choice
• Survey to be open for one week from the date of the mail
• Survey results will be shared with the BCA database with
the successful provider

These are the top crimes in the suburb and how they change per quarter since the
end of 2013
Housebreaking goes up and down – it’s anyone’s guess why
Cable theft has been solved. (Thanks Harold!)
Theft from vehicles is currently our #2 and growing.
Do you park your car in the street? Maybe you shouldn’t.
Theft of cars was up but has decrease again – no idea why.
House robberies, particularly armed and you are tied up, have seen a dramatic
increase

We need more CSS clients, ESPECIALLY since Zone 2 is twice as large as any comparative
area/suburb. CSS cannot yet show a difference as they only have 25% of 1 zone

• The aim is to educate you as to what to do to manage your own
surroundings
• We merely try to focus and co-ordinate those efforts
• Aim to continually update and improve the BCA website so we
can confidently point all resident to this info source
• Using social media - Facebook and Twitter – but emphasising BCA

What can you do?
• Familiarise yourself with the BCA website
• Know your Ward Councillor (there are THREE)
• Make a difference in JUST your street / area
• Remove all illegal signage and street posters attached to STOP Signs and
Traffic Lights
• Report any issues in your street; get a REF number
• Report all suspicions and crime to the police (10111)
• Call the SAPS Sector 1 vehicle numbers 071 675 6044/6
• SAVE fault reporting numbers to your phone!

Elections
Jed Kemery mentioned to the residents in attendance that the BCA Committee had put
themselves up for re-election. He proposed that the Committee remain unchanged due
to the tremendous work currently being done and the momentum they’ve achieved.
The residents voted unanimously in favour of this proposal. He added that all residents
were welcome to approach the Committee members to become involved.
