1.0 WELCOME TO MONTREAL 2014
We welcome you to Montreal for the 2014 Canadian Indoor Championships for Juniors / Youths and the
Canadian Open (AC Indoor Open). The event will take place at the newly renovated Complexe sportif
Claude-Robillard.
All Athletics Canada members who meet the entry requirements are eligible to compete. A complete
listing of events and entry requirements are listed in Section 6.

3.2 Transportation of Sport Equipment
Clubs / athletes are responsible for the transportation of their equipment. Below is some basic
information for the transportation of sporting equipment, such as pole vault poles.
1. Travel with your equipment on your air carrier and transport to Complexe sportif ClaudeRobillard. You will be able to store equipment at Claude-Robillard.

6.0 COMPETITION INFORMATION
6.1 Competition Venue
The AC Indoor Open will take place at Complexe sportif Claude-Robillard on a newly renovated indoor
track. The event will feature all new equipment.

6.2 Entry Rules
6.2.1 Athlete Citizenship Eligibility
The following athletes are eligible to compete:

Athletics Canada members who are Canadian Citizens are eligible to win medals.
Athletics Canada members, in the case of dual Canadian Citizenship, who have not competed in
the national championship of that country during the previous competitive season.
(a) Canadian Permanent Residents (Landed Immigrants) who are Athletics Canada members and
full-time residents of Canada;
(b) non-Canadian residents who are claiming refugee status, and foreign athletes who are
temporary residents of Canada due to business, study or family reasons, providing that they are
Athletics Canada members and have been resident in Canada for at least six months prior to
the date of the Championships, and are incompliance with IAAF Rule 4.3;
Athletes listed under iii) above will be allowed to compete at the Championships, subject to
the following conditions:
a) in track events run in lanes (60m – 400m and sprint hurdles), said athletes may not advance
to the final. In situations whereby no athletes with Canadian Citizenship are being
displaced from the final (i.e. in the case of a straight final), non-Canadian citizens may
compete in the final, but shall not receive preferential lane selection;
b) in events not run in lanes in their entirety, and in field events it will be an event-byevent
c) decision as to whether said athlete(s) will be able to compete in the final. The final
decision will be at the discretion of the Athletics Canada Technical Delegate, or a
designated individual;

6.2.2 Entry Qualification Process
The following Entry Qualification Process for the Canadian Indoor Open Championships sill apply to
athletes who meet the citizenship eligibility criteria. a)

Athletes who are current members (2014) of Athletics Canada, and
Youth – born in 1997, 1998, 1999, 2000;
Junior – born in 1995, 1996, 1997, 1998;
Open – born in 1994 or before.
b) For the Open category, for the 400m, 800m, 1500m, 3000m, and 3000m RW only,
athletes born in 1994 or before, who are current members (2014) of Athletics Canada, and
who have achieved the Minimum Entry Qualifying Standard (see 6.2.3).

6.2.4 Invitational Events
In addition there will be a number of “Invitational” events to showcase some of Canada’s finest talent.
Invitational events are by invite only at the discretion of Athletics Canada and the host organizing
committee.

6.2.5 Eligibility of Entry Performances
Athlete performances will be pulled directly from the Athletics Canada ranking system. Only
performances listed in the Athletics Canada ranking system will be eligible for entry standard into the
Championships. If you have any questions regarding the ranking system please contact
results@athletics.ca
6.3 Entry System
Registration will open Monday, December 2, 2013 for athletes and coaches at
www.indoors.athletics.ca. All entries and confirmations are the responsibility of the athlete or coach
(including carded athletes). Entries are not completed until payment is received. Entries can be
completed by clubs and should be done for each athlete. The final entry deadline is Friday, March 7,
2014 (4 pm ET). No entries will be accepted after this date, no exceptions. All entries are nonrefundable.
Qualifying performances must appear in Athletics Canada’s rankings. The Qualifying period is January
1, 2013 to March 6, 2014. If entry performances cannot be found, the athlete may be refused entry.

6.3.2 Confirmation of Entry

6.4 Schedule
The competition schedule can be found at www.indoors.athletics.ca. Please note that the schedule is
subject to change based on final entries. The final schedule will be available after the Technical
Meeting and distributed at the TIC, and on the event website.

6.5 TECHNICAL INFORMATION
6.5.1 Technical Meeting - Time and Venue

Any significant issues identified and addressed at the Technical Meeting will be noted on the
Championship Website www.indoors.athletics.ca.
6.5.2 Written Questions
All questions concerning the conduct of the competition must be submitted to the TIC or by email to
dweicker@athletics.ca by Wednesday, March 13, 2014 at 5:30pm.
6.5.3 Scratches
Scratches will be taken at the TIC. The deadline for scratches is Thursday, March 13, 2014 at 8:00pm.
Athletes can still scratch after this deadline; however heats will not be re-seeded. If an athlete does
not scratch the evening before the event he/she is participating in and does not present themselves
to their event they will be disqualified from the rest of the meet (unless medical documentation can be
provided).
6.5.4 Starting Heights, Distances and Progressions
The Technical Delegate, after the closing date for the final entries, will decide the qualification
procedure for track events and starting heights and successive height progressions for the high jump
and pole vault.
For the Canadian Championship portion, qualification procedures for track events will follow IAAF Rule
166. Starting heights and progressions for the high jump and the pole vault for the Championship
portion will be finalized after entries have closed and will be announced at the Technical Meeting.
However, the following chart is expected may be consulted at this time for entry purposes:

Starting heights for high jump in combined events will be determined by the Technical Delegate with
the combined events referee, based upon entries.
6.5.5 Throwing Events
NOTE: for weight throw and shot put each athlete will have 6 throws each.

6.6 Implements
Implements will be made available by the host organizing committee. Personal implements will also be
allowed, BUT MUST BE CHECKED IN AT LEAST 2 HOURS PRIOR TO THE EVENT at the Technical area
beside the TIC.
6.7 Bib Numbers
Each athlete will receive three bibs; one with their name and two with a number. All athletes must
wear the name bib on their chest, and the number bib on their back, except in the high jump and pole
vault where only one bib may be worn either on the chest or back. The second number is to be placed
on the athlete’s bag and to be used for entrance into the facility.
Bib numbers will be distributed during the registration process. Hip numbers will be provided at the
Call Room.
6.8 Registration / Technical Information Centre (TIC)
The registration centre will be located in the TIC which will be located in the stadium on Friday,
Saturday and Sunday; race packages may be picked up at the Championship Hotel (SpringHill Suites) on
Thursday from 12:00 noon to 9:00 pm:

6.9 Results
Results will be posted at the stadium on the wall adjacent to the TIC. Results and start sheets will also
be available at www.indoors.athletics.ca.
7.0 COMPETITION PROCEDURES
7.1 Warm-up
The warm-up area is in the double gym across the hall from the main track. The warm-up facility will
have a supply of hurdles. SPIKES MAY NOT BE WORN in the warm-up area.
Athletes will not be permitted to use the competition track or field event sites except during the
authorized and published practice session which is Friday from 12:00 noon until 5:00 pm and ONLY the
oval and outside straight stretches may be used.

7.2 Call Room
All athletes must present themselves at the Call Room according to the scheduled check-in times.
There will be two call rooms in operation; the first Call Room will be in the warm up area where
athletes are to present themselves prior to the “closing” time. After the closing time all athletes must
be in the call room zone ready for entry to the stadium where they will have an opportunity to do some
strides down one straight stretch. There will also be hurdles available on the straight stretch and
hurdlers will be provided an extra 10 minutes on the track after checking into the Call Room. NOTE: a
second Call Room will be at the track after athletes have been escorted from Call Room #1. From Call
Room #2 they will be escorted to the event site for their competition.
Athletes who fail to appear on time in the Call Room without a valid reason (e.g. medical certificate)
may be excluded from participating in all further events, including relays. Athletes who have not been
scratched from the specific event the previous evening, and who do not check in for their event, will
not be permitted to participate in other events at the Championships (IAAF Rule 142.4.b). Team
Officials are not allowed to enter the Call Room.

Once in the Call Room, athletes will be identified by their bib number. Call Room officials will check

wear their Team Canada uniforms during the Championship. Club, branch, or sponsor uniforms
are to be worn)

Personal belongings: video and audio players, cameras, phones, radio transmitters, and
electronic devices in general (except watches) are NOT PERMITTED.
7.3 Spike Length
The maximum spike length allowed on the track and in the field is 7mm. No Christmas tree or needle
(pin) spikes will be allowed.

7.4 Award Ceremonies
Awards will be presented for Youth and Junior Championship events at the times noted on the
Schedule.
7.5 Media Mixed Zone
All athletes will be escorted out of the competition area through the Media Mixed Zone upon
completion of their event.
7.6 Protests and Appeals
Protests concerning the result or conduct of an event shall be made within 30 minutes of the official
announcement of the results of the event in accordance with the procedures listed below.
Official results will be displayed in the Technical Information Centre and the Officials Results Posting
Board near the Technical Information Centre.
Procedures
a. A protest shall be identified to the Competition (Meet) Director, or designate, at the Technical
Information Centre or wherever this person can be found within 30 minutes of the time of the
posted results. (NOTE: there will be someone at the Technical Information Centre at all times
who is able to locate the Competition Director, or designate.)
b. The Competition Director, or designate, will explain the process to the
athlete/coach/interested person and provide an Athletics Canada National Championships
Protest Form.
c. The Competition Director, or designate, takes the athlete/coach/interested person to meet
with the appropriate Referee (the one who made the decision).
d. If the Referee agrees with the protest the results sheet will be adjusted and results reposted.
(NOTE: this provides a 30-minute opportunity for other athletes or interested persons to appeal
this decision from the time of posting of the revised result.)
e. If the Referee denies the protest, the athlete/coach/interested person can appeal the decision
to the Jury by completing the Athletics Canada National Championships Protest Form which will
be taken to the Jury.
f. Upon completion of the Athletics Canada National Championships Protest Form forms (NOTE:
the Competition Director, or designate, accompanies the protest group and advises them of
this option and accepts the completed form and protest fee - $50 for Canadian events).
g. The Competition Director, or designate, will make a copy of the completed Athletics Canada
National Championships Protest Form and will take one copy to the Jury who will then
adjudicate upon the issue by reviewing any and all available relevant information.
h. The Jury will then prepare their response, including all relevant information, on the Athletics
Canada National Championships Protest Form and will return the form to the Competition
Director, or designate, who will advise both the protest group and Meet Secretary or Results
Manager of the results of the protest.
i. The Jury of Appeal will remain at the competition site for at least 30 minutes after completion
of the final event or until the Competition Director, or designate advises them that no further
protests have been received and they may leave.

8.0 Medical Services
Based on the Athletics Canada Medical Handbook, a medical team will provide the necessary healthcare
for the participants of the Canadian Championships. The host organizing committee will provide the
following health care and sports medicine services.

9.0 Doping Control
Doping control procedures will be in place according to AC/CCES policies. For more information on
these policies, visit http://www.athletics.ca/page.asp?id=27. Athletes identified for doping control
will be met by doping control personnel at the mixed zone at the end of their events and escorted to
the doping control office after appropriate interview opportunities have concluded.
