Corner
The Dale Association’s Administrative Office and
Outreach Staff are moving! We have been in the
Bewley Building, temporarily, since the mid 1990’s
and are finally able to realize our long term goal of
being located in our own facility and near our program building.
Outreach staff who were located in 9 Ontario Street
are also moving. A majority of the staff will be relocated to 20 Lock Street – that is the building adjacent
to our parking lot.
Debbie Babcock, my assistant and volunteer coordinator, and I will be located in the Centre at 33 Ontario
Street. Our offices are near the front door and information desk. We are both excited to be located inside
the Centre and look forward to seeing you, our members and clients, on a more regular basis.
This is a very exciting time for The Dale Association
- it has always been our vision to house program staff
and administrative staff near each other. While the
change will be invisible to most, it allows us to be
operationally and financially more efficient – thus
making it better for our program areas in the long
run. The move will be complete on September 5th.
After a couple of weeks to get settled, it’s back to
business as usual.

HIICAP
The Health Insurance Information Counseling and
Assistance Program (HIICAP) counselors are available at The Dale Association on the second Thursday
of each month (September 11 and October 9) from
10:00 a.m. - 12 noon. They can answer your questions regarding Medicare, Medigap, HMO’s, prescription drug programs, and Medicaid, as well as
long term care insurance. HIICAP continues to be a
free service that is unbiased and confidential.

Memory Minders
Memory Minders is a program for people with mild
memory impairment. The program is a social day program and welcomes new participants to programs on
Mondays and Fridays from 10 a.m. - 2 p.m.
Participants enjoy activities and support designed to
slow the further deterioration of mild memory loss, such
as: art, music, games, exercise, outings, test kitchen fun
and socialization. Eligible participants will need to be
pre-screened. For additional information or to schedule

Information and Assistance
The Niagara County Office for the Aging's Information and
Assistance staff are available to assist area residents who
are 60 years of age or older with questions on any issue of
concern to older adults, such as recreation, financial benefits and help with energy bills. They will be at The Centre
on the 3rd Tuesday of each month (September 16 and
October 21) from 10:00 a.m. - 12 noon. Home visits can
be arranged for the homebound, by calling the Niagara
County Office for the Aging at 438-4020.
Powerful Tools for Caregivers Classes
The Dale Association in conjunction with Niagara
County Office for Aging will be holding a 6 week
‘Powerful Tools for Caregivers’ class. If you are helping
a loved one, your next step should be to register for this
event. Who are caregivers? Friends and family members
who provide, or arrange for, a variety of supports that
make it possible for a older relative or loved one to be
safe and as independent as possible. Classes will meet
every Thursday from 1-3:30pm at The Dale Centre 33
Ontario Street, Lockport starting October 9 - November
13. Pre-registration is required–call 858-2177 or email
caregiver@erie.gov. There is a $25 cost for the course,
which includes a copy of The Caregiver Handbook.

Aging at 438-4020. BCBS of WNY and Independent
Health members enjoy full course coverage.
Chair Exercise Classes
Chair exercises help increase strength, flexibility,
balance and endurance to those individuals with
mobility limitations, arthritis and a decreased level of
functioning. Classes are Tuesday and Thursday
mornings from 10:30 a.m. – 11:30 a.m. Classes
are only $2.00 per day. For additional information

before starting any new exercise program.
The Route 66 Walking Challenge

THE VISUALLY & HEARING IMPAIRED
Ombudsman Program
If you are looking for a volunteer experience where you
can have a direct impact on the quality of life for the elderly in long-term care facilities, consider becoming a
Niagara County Ombudsman. Ombudsman means "citizen representative." An Ombudsman is a volunteer
advocate for residents of long term care facilities. This
is a volunteer experience for compassionate people with
good communication skills and a willingness to be of
service to the elderly. New York State's Long-term Care
Ombudsman Program is sponsored in Niagara County
by The Dale Association and helps approximately 1,500
residents countywide. For further information about this
unique volunteer program or for a volunteer application,

C.A.R.E. Program
The C.A.R.E. (Call And Reassure Elders) program
helps to fill the gaps for those living alone. C.A.R.E. is
intended to serve area homebound seniors who are in
need of daily contact to ensure personal safety and well

Health Care Navigator News
The Open Enrollment Period for NY State of Health
Marketplace ended March 31st. The six month period to
enroll in Qualified Health Plans, Medicaid and Child
Health Plus plans was a huge success in Niagara County.
The lead Navigator Agency in Niagara County, Niagara
Falls Memorial Medical Center, which includes our in
house Navigator here at The Dale Association, Joy
Richter, provided assistance to individuals on almost
1,000 applications to enroll in health plans through the
Marketplace.
Outside of the Open Enrollment period there are special enrollments which will continue on throughout the
year. Special enrollments require a qualifying life event,
such as loss of coverage through an employer, marriage,
birth or adoption of a child, moving to a new area with
different health plan options and various other qualifying
events. Applications must be submitted within 60 days of
the qualifying event.
The next Open Enrollment Period starts November 15th
2014 for coverage starting January 1st 2015. Child
Health Plus and Medicaid are available for enrollments
year round.
The team of Navigators will also be focusing on education events within the community. Various presentations will be offered to different populations regarding
the Navigator Program, Health Insurance 101, and Self
Advocacy in healthcare.
The Small Business Marketplace will also be a focus
as the team will educate small business owners about the
benefits of enrolling their employees in the Marketplace.
Small businesses can enroll at any time during the year.

The Lockport Theatre Organ Society announces its Fall
season performance schedule. Join us on Monday,
September 8, with some fine music from Joe Donohue
from Orchard Park, NY. On October 20, Tim Schramm
and Dennis Overholt from Rochester, NY will be performing a foot stopping, feel good gospel concert.
Refreshment will be served. All proceeds from this concert to benefit all programs and services at the Senior
Centre.* All concerts start at 7:00 p.m. and admission is
$6.00. *Tickets will be available at the information desk
in September.
Fall Craft Drive
Gretchen will be taking the vans for a fall fun filled
day on Wedensday, October 15. We will be leaving
the centre at 8:30 a.m. Lunch is on your own and
wear comfortable sneakers.

for $25 at the information desk. All of the profits
from this fundraiser help support all of the programs

Volunteer
Opportunities
We have a wide variety of volunteer opportunities here
at The Dale Association. Please look them over and give
Debbie Babcock a call at 438-2414 if you would like
further information about any of these volunteer opportunities.
The American Red Cross is hosting Blood Drives at The
Dale Association on September 9 and 23 from 1:007:00, and October 14 and 28 from 1-6 pm.
We coordinate and run our Dial-A-Lift service (from
your home to The Centre) during the week. We return
members back to their homes after lunch. Become a volunteer driver today!
We are looking for volunteers for our Friday Night
Bingo program. Bingo is our largest fundraiser with the
proceeds going to the programs and services here at The
Centre. Donate some of your time on Friday evenings
for this worthwhile fundraiser.
Memory minders volunteers work with adults in our
social day program on Mondays and/or Fridays on activities designed to slow the further deterioration of memory loss.

C.A.R.E. telephone reassurance program volunteers
call homebound seniors throughout the weekdays to
check in and reassure their well being.
We are looking for either some subs or some full time
volunteers to fill specific time slots at the Front Desk at
33 Ontario and 20 Lock Street.
We have an agency cable show every Thursday during
the month. We are currently looking for volunteers to
help run the cameras. The time commitment is about 1
hour each week. You will have hands on experience running the camera and working with the LCTV staff. Lots
of fun and laughs – Come try your hand at running the
camera.
Special events and special projects volunteers help
with assembling raffle baskets, counting raffle tickets,
preparing for social events throughout the year.
Social sewers work on simple community projects
together once a week.
Intergenerational volunteers help reinforce learning
with school age children exchanging pen-pal letters,
reading and sharing their ‘history through photographs’.

Our Senior Counselor assists seniors to live with dignity, respect and self-determination. This program is free
of charge and made possible by the Niagara County
Office for the Aging.
I get a lot of repeat questions from our members and
thought it would be beneficial to start a column, to not
only address these questions but to give members a place
to ask questions anonymously. Feel free to ask questions
about Medicare, Medicaid, HEAP/SNAP, housing senior living, companionship or aging in general. All questions will be answered; however, but not all questions
will be published.
As many of you know, I am moving on to another
opportunity, but my heart will always be with all of you
here at The Dale Association. So, I went through my
archives and chose a letter that would be the best to leave
on….
Dear Beth (Senior Counselor),
My grandfather was very active, but since my grandmother passed he doesn’t leave the house, meet people,
etc. He’s willing but I find it hard to find things for him
to do, can you help?

Dear Nancy,
Your grandfather seems great but it sounds like he is still
grieving. It is wonderful that you care so much. It is
important to try to get him out of his home as often as
you can, isolation is not good for him. Playing cards or
bingo, fishing, working on the car or garden, taking a
class; like chair exercises or even just sitting outside and
talking to a neighbor, it doesn’t matter as long as he gets
out. It is important to keep learning. Learning more
about the computer, cell phones, gardening, or anything
of interest is great. Never let the brain be idle. When you
keep your mind active, you help keep it healthy. Many
colleges, such as NCCC allow Senior Citizens the ability to audit classes for free. The Dale Association has
great classes for low cost too. Both of these options, will
keep his mind from being idle, and will allow him to
meet new people. Remember, men of his generation
were taught not to cry, so you may need to remind him
that tears happen and that’s okay. I was always taught
“Endure, grieve, and move on. The only person who is
with us our entire life, is ourselves. Be ALIVE while you
are alive.”
Finally, if he needs help, it’s ok to ask. There are grief
support groups (and caregiver support groups for you if
needed) and other great resources at The Dale
Association, The Office of Aging, and on 211.org website. Good Luck, and he is lucky to have you.

Odd Fellow & Rebekah Rehabilitation & Health Care center
The Odd Fellow Fraternal Organization originated in England
in the Eighteenth Century. The sole purpose of the organization was to help the needy with charity, and caring as their
main concern. They became known as the “Three Links”
Society, their motto being: “Friendship, Love & Truth”.
The Rebekahs, a Sisterhood of the Odd Fellows was formed
to assist their Brother Odd Fellows.
In the spirit of caring and charity, the Odd Fellows built &
maintained Homes all over the United States to care for
orphans, wives of the Odd Fellows, the Rebekah sisters and
their aged and infirmed members.
In Lockport the original home was built in 1894. With the
inception of NY State Laws and their strict rules and regulations the old home was replaced with our existing facility in
1975.
Odd Fellow & Rebekah Rehabilitation & Health Care Center
is a 126 Skilled Nursing Facility located at 104 Old Niagara
Rd. Odd Fellows offers, rehabilitation, skilled nursing, respite
care and Rebekah’s Pathway – A Hospice Unit.
Our Subacute Rehabilitation program is designed with one
mission – to help you recover, strengthen and ultimately
return home after a scheduled surgery or an unplanned hospitalization. Our Physical and Occupational Therapists will
develop a program at your pace and exercised tailored to your

Univera Healthcare Earns “Star” Ratings
The CMS Five-Star Rating System was originally
created as a system for beneficiaries to compare
Medicare Advantage Plans. However, after the
Affordable Care Act was passed in 2010, the program
was transformed into a way for Medicare Advantage
Plans to receive reimbursement. By focusing their
efforts on improving quality performance, MA plans
could achieve higher star ratings. Higher star ratings
would then translate into bonus revenue for that plan.
CMS requires Medicare Advantage Plans to participate in The Star Program. With the goal of the program being to encourage plans to improve the health,
experience, and overall costs of care for their
Medicare enrollees.
The Star Ratings are currently based on 53 measures
with financial impact. These measures come from a
variety of data sources up to and including the
HEDIS, HOS, CAHPS, CCIP and QIP surveys.
These data sources measure plan quality, access to
care, plan responsiveness and beneficiary satisfaction.
The measures we are currently focusing on for 2013
are as follows:

Physical activity

Osteoporosis in woman who had a fracture
•
Blood sugar control
•
Blood pressure control
•
Bladder control
•
Reducing falls
•
Hospital readmissions
•
Members who receive HRM (high risk med
ications) when there are safer alternatives

Rating of drug plan
•
Review of appeal decisions
The measures are weighted to become the overall star
score. CMS applies a rating system of one through
five stars. Five stars being “excellent” with the highest amount of bonus payment awarded. One star
being “poor” with no bonus payment awarded.

Niagara County Bottle Redemption
Did you know that you can take your bottles to the
Niagara County Bottle Redemption Center, LLC and
help out The Dale at the same time? For every bottle
that you take to the redemption center and ask that it be
given to The Dale Association, they will donate 5 1/2¢
to The Dale. They accept cans, glass bottles, plastic and
water bottles, do all the sorting for you – no mess or
waiting in line to use store machines. They are located
on Lake Avenue in Wrights Corners across from Dollar
