Duties and Responsibilities:
Under the immediate supervision by the Deputy Country Director/Head of Programme, the
Programme Officer/Deputy Head of Programme will be responsible for the following duties:











Responsible for overall program management which includes design, implementation and
monitoring of WFP programs and activities in Myanmar;
Develop and sustain liaison with key professionals, NGOs and government departments
engaged in the field of food security
Involve in technical working groups in designing the policy frameworks and implementation
with regards to food security, social protection and rural development
Assist the government in identifying fields of development where food assistance can be
usefully employed and give assistance in planning, formulating and targeting recipients for
the new request of WFP food assistance
Establish partnership with international and local NGOs for implementation of the WFP
activities at the field level.
Organize Programme Review Committee to review the project proposals from partners in
accordance with WFP guidelines and procedures, negotiate the funding arrangement and
endorse for management approval for project implementation under the field level
agreement.
Oversee the registration and fund commitment of field level agreements in the WINGS
system and verification of actual disbursement
Review and approve the monthly distribution plans by sub offices to track the progress
against the plan and liaise with CO units to provide necessary support and ensure timely
delivery of food to the project areas.
Coordinate with programme technical units and provide overall guidance and support to the
partners and sub offices.
Manage the programme related funds including budget planning, utilization, and certification
of ODOC, C&V and CDA associated costs, ensuring efficiency, accountability and
compliance with WFP’s policies and procedures.
Coordinate with Finance, Supply Chain Management and Donor relations units to ensure
effective utilization of the funds.

Participate in the formulation and evaluation of the project to review the output and
achievement and recommend the implementation modalities of the operation.
Liaise with cooperating partners and undertake visit to view project outputs and
beneficiaries, inspect storage places and distribution points, in order to ensure that progress
is made in the achievement of objectives.
Participate in various management committees ensuring compliance with WFP rules and
regulations.
Provide operational support to the sub-offices and oversee the implementation of WFP
activities in accord with WFP rules and regulations
Supervise other programme staff, provide training and technical guidance in their work
Assist the Deputy Country Directors and Programme advisors in all matters related to the
delivery of WFP emergency assistance and bring to the attention of the management
Perform other related duties as required.
Qualification
Education:
University degree in one or more of the following disciplines: economics, agriculture, international
affairs, business administration, social sciences, development studies or a field relevant to
international development assistance.
Experience:
At least five years of postgraduate progressively responsible professional experience in public sector
management, development projects, emergency assistance, and/or operational aspects of national,
bilateral or multilateral food aid or commercial transactions.
Knowledge:
Training and/or experience utilising computers, including word processing, spreadsheet and other
standard WFP software packages and systems. General knowledge of UN system policies, rules,
regulations and procedures governing administration.
Language:
Fluency in both oral and written communication in English and Myanmar.
Expected Results:
Well prepared, analytical work; well managed projects, programmes and/or operations. Preparation
of documents/operations which bring together country programmes in a manner which reflects
strategic country strategies and executive decisions.

Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability
to communicate clearly both orally and in writing; ability to work in a team, and establish effective
working relations with persons of different national and cultural backgrounds. Ability to cope with
situations which may threaten health or safety; flexibility in accepting work assignments outside
normal desk description. Demonstrated ability to develop and maintain effective work relationships
with counterparts and staff within the office, host population, donors, NGOs and other UN agencies;
