National Center for Missing & Exploited Children Position Description TITLE: Staff Analyst, Case Analysis Unit (CAU) DATE REVISED: October 2013 FLSA: Exempt DIVISION: Case Analysis Division (CAD) DEPARTMENT: Case Analysis Unit (CAU) TRAVEL REQUIREMENT: Ability to travel as needed (to attend conferences, training, etc.) HOURS and SCHEDULE: Monday – Friday, 9:00am to 5:30pm (37.5 hours within five (5) days per week); assume “on call” duties and work evening and weekend shifts on a rotating basis unless otherwise required or approved by management. REPORTS TO: Works under the general supervision of the Supervisor of the Case Analysis Unit SUPERVISION EXERCISED: None RESPONSIBILITY FOR PUBLIC CONTACT: Daily contact requiring courtesy, discretion, and sound judgment LICENSING AND CERTIFICATION: N/A GENERAL DESCRIPTION: This position is responsible for supporting NCMEC Case Managers (domestic and international) and law enforcement agencies in their efforts to recover missing children. Staff Analysts are responsible for reviewing, prioritizing and analyzing all leads received by NCMEC’s Call Center, bringing the best leads immediately to the attention of the case manager and law enforcement. Analysts also conduct searches of the Internet and public source databases in an effort to enhance information already known about a subject or to develop new information that may lead to the recovery of a missing child. ESSENTIAL DUTIES AND RESPONSIBILITIES: Review all assigned in-file and not-in-file leads received on a daily basis Alert case managers and law enforcement agencies of substantive leads in a timely manner Review intake reports and provide unit status report at Division weekly meeting on a rotating basis Provide technical assistance to outside agencies (law enforcement, social services) by performing computer searches Conduct searches of public source databases and the Internet as requested by NCMEC case managers (domestic and international) Produce analytical reports and related work products in response to technical assistance requests from case managers and law enforcement. Make sound judgment calls that will aid in the location, recovery, and reunification of missing or abducted children. Work closely with analysts assigned to other units and Divisions on specific projects or cases involving missing children. Assume “on call” duties and work evening shift on a rotating basis to assist law enforcement and NCMEC staff with emergency/time sensitive search requests during non-business hours Ability to work evening and weekend shifts Projects, as assigned, may also include searches to identify possible incidents of attempted abductions of children, coordination with CAD interns to enter confirmed incidents into the database, analysis of incidents, and dissemination of a bi-monthly summary report to law enforcement electronically via an email listserv Promote and exhibit loyalty to the National Center for Missing and Exploited Children and the cause of protecting children worldwide Promote a professional image Communicate with co-workers, management, Law Enforcement officials, and others in a courteous and professional manner. Conform with and abide by all regulations, policies, work procedures, and instructions. Respond promptly when returning telephone calls and replying to correspondence. EDUCATION AND EXPERIENCE: Bachelor’s degree in Criminal Justice or a related field Three (3) years related experience preferred. KNOWLEDGE, SKILLS AND ABILITIES Excellent verbal and written communications skills Ability to prioritize workload and meet deadlines Knowledge of database and spreadsheet applications Strong Internet skills, to include familiarization with social networking sites (MySpace, Xanga, etc.), Email, Search Engines and the World Wide Web. Ability to work on call and a flexible schedule to include afternoon, weekend, and evening hours as required. Ability to travel as needed (to attend conferences, training, etc.) Skilled in the use of MS Office Suite or an equivalent office suite product Analytical background in law enforcement with an emphasis on analyzing criminal activity or similar/related experience analyzing missing children’s cases Adaptability, flexibility and ability to work as part of a team or in an individual capacity Ability to handle and maintain the integrity and confidentiality of highly sensitive material and information This job description in no way states or implies that these are the only duties to be performed by the employee(s) incumbent in this position.
