National Center for Missing & Exploited Children Position Description TITLE: Executive Director, Governmental Affairs LOCATION: Alexandria, VA DATE REVISED: June 2014 FLSA: Exempt DIVISION: Office of Legal Counsel DEPARTMENT: Office of Legal Counsel TRAVEL REQUIREMENT: Minimal, less than 10% HOURS and SCHEDULE: Generally Monday – Friday, 9:00am to 5:30pm (minimum 37.5 hours within five (5) days per week); unless otherwise required or approved by management. REPORTS TO: This position reports to the Senior Vice President, General Counsel SUPERVISION EXERCISED: One governmental affairs employee RESPONSIBILITY FOR PUBLIC CONTACT: Daily contact requiring courtesy, discretion, and sound judgment GENERAL DESCRIPTION: Position is responsible for assisting in the development of and then implementing the organization’s strategy for providing guidance and technical assistance on child protection legislation and policies at the federal, state and local levels. Position responds to requests from legislators, legislative staff, law enforcement, government and non-government entities, the general public, and internal staff on child protection legislative issues. ESSENTIAL DUTIES AND RESPONSIBILITIES: Coordinate with senior management to develop and, as necessary, to revise the organization’s advocacy agenda and strategy on child protection legislative issues Oversee implementation of the organization’s legislative and governmental affairs agenda and strategy Track federal, state and local legislation relating to child protection issues to provide awareness of latest legislative developments to internal staff and to provide technical assistance as needed to external third parties on pending legislation Create and maintain a working library of federal and state child protection statutes, including but not limited to statutes relating to the following subject areas: background checks enticement, including online enticement sex offender registration/community notification child victims/witnesses in court criminal custodial interference safety education appropriations/funding issues criminal penalty statutes for child-related crimes child pornography international family abduction reporting of missing children civil custodial interference safe haven for newborns restitution for child victims child sex trafficking sexting/sextortion Represent the organization before the media, governmental bodies, federal, state and local officials, and third party working groups and coalitions as directed Respond to requests for technical assistance by federal and state legislators and their staff and governmental agency officials Consult with internal staff in responding to third party requests for guidance and technical assistance on legislation relating to NCMEC programs of work Coordinate with the Office of Legal Counsel in developing written testimony and formulating the organization’s legislative priorities and positions, including internal NCMEC policy positions relating to legislative issues Respond to media inquiries as requested by the PR & Communications Department Assist with organization of Congressional Breakfast and Hope Awards as needed Serve as staff liaison to the Public Policy Committee of the Board of Directors and draft minutes and supporting documents as needed Assist President and General Counsel on other matters as requested Report to the General Counsel on all projects Promote and exhibit loyalty to the National Center for Missing & Exploited Children and the cause of protecting children worldwide Promote a professional image Communicate with co-workers, management, Law Enforcement officials, and others in a courteous and professional manner. Conform with and abide by all regulations, policies, work procedures, and instructions. Respond promptly when returning telephone calls and replying to correspondence. EDUCATION AND EXPERIENCE: Bachelor’s degree in public affairs, public policy, public management or related field. Advanced degree preferred Minimum of 10 years of substantive experience in government relations, legislative affairs and policy Proven experience developing and maintaining strategic relationships with legislative and executive branch officials Demonstrable experience working with Congress and federal, state and local government agencies Experience working with non-profit organizations preferred Experience coordinating national policies on child protection preferred KNOWLEDGE, SKILLS AND ABILITIES Extensive working knowledge and experience with Capitol Hill protocols and processes Ability to think strategically, communicate persuasively, act decisively, and manage effectively Skilled at drafting briefing documents, correspondence, presentations, monthly, quarterly, and other written communications Exercise good judgment in setting priorities and interacting with internal and external contacts Demonstrated ability to effectively perform research Demonstrated ability to communicate effectively, verbally and in writing Excellent public relations and interpersonal skills and abilities Excellent organizational and interpersonal skills Ability to prioritize multiple tasks Demonstrated word processing, spreadsheet and database software proficiency Adaptability, flexibility and ability to work as part of a team or in an individual capacity Ability to handle and maintain the integrity and confidentiality of highly sensitive material and information This job description in no way states or implies that these are the only duties to be performed by the employee(s) incumbent in this position.
