REQUEST FOR TENDER
REF: Essential Drug Supplies Procurement
Request for Tender - Procurement of Essential Drugs and Medical consumables for
Hargeisa and Berbera Maternal and Child Health Centres and Hargeisa Group Hospital
1. Health Poverty Action solicits your proposal for the provision of essential drugs and medical consumables
as per the attached specifications.
2. Specifications;
Please see the document: Drug and Supplies List for the items we would like you to bid for.
3. General conditions
a)
Prices are to be quoted in USD.
b)
The validity of the tender should be at least two months.
c)
Quotations to include all costs of delivery to the HPA office address below.
d)
Proposals must be submitted no later than 21st December 2014, - 1700 hrs (East African Time) and
must include the following:
1. The date of the proposal.
2. Signature, name, title, telephone and facsimile number of the authorised representative of the
firm submitting the proposal including the firms mailing address.
3. Terms of payment, including prompt payment discounts, if any.
4. Names and addresses of three references
e) All other information required in this RFT:
Bids can only be considered if they include the following documentation. Please note suppliers who
do not provide the following documentation may be excluded from the bidding process:
 Details of company structure and organisation
 Confirmation of registration with the relevant authorities in their country of operation
 Proof of address of operation
 Technical specification of the drugs and country of origin (preferably European countries) to be
provided
 Certificates of quality or analysis; The supplier must provide proof (copies of relevant licenses) of
compliance to internationally approved quality standards. Approved agencies consist of Stringent
Regulatory Authorities (SRA), United States Food and Drug Administration (FDA) European
Medicines Agency (EMA) or WHO pre-qualification.
 Details of warranty and insurance conditions
 Provide evidence of current (at time of bidding) stock level of the drugs and consumables listed in
section 2 (specifications)
f) Any proposals received after the stated opening time and date will be rejected and will be returned unopened
to the sender.
g) Canvassing by any bidder will lead to automatic disqualification.
h) The successful bidder will ensure that they lead in gaining all official exportation and import documentation
from both the country of origin and final destination of goods.
4. This RFT does not commit Health Poverty Action to award a contract or to pay any costs incurred in the
preparation or submission of proposals, or costs incurred in making necessary studies for the preparation
thereof, or to procure or contract for services or supplies. Health Poverty Action reserves the right to reject
any or all proposals received in response to this RFT and to negotiate with any of the proposers or other firms
in any manner deemed to be in the best interest of Health Poverty Action. It also reserves the right to negotiate
and award separate or multiple contracts for the elements covered by this RFT in any combination it may
deem appropriate, in its sole discretion; modify or exclude any consideration, information or requirement
contained in this RFT, and to add new considerations, information or requirements at any stage of the
procurement process, including during negotiations with proposers.
5. Proposers must provide all requisite information and clearly and concisely respond to all points set out in
this RFT. Any proposal which does not fully and comprehensively address this RFT will be rejected. However,
unnecessarily elaborate brochures and other presentations beyond that sufficient to present a complete and
effective proposal are not encouraged.
6. The normal terms of payment of Health Poverty Action are within 30 days of satisfactory delivery of goods
or services and documents in apparent good order. Proposers must therefore clearly specify in their Proposal
the payment terms being offered if different from these.
7. Please send proposals by email to somalilandtenders@healthunlimited.or.ke specifying “Essential Drug
Supplies Procurement” in the subject line. Proposals should reach us by 21st December 2014 - 1700 hrs
(East African Time)
8. Proposals will be reviewed and evaluated by Health Poverty Action in accordance with the provisions of the
Health Poverty Action Procurement Manual as well as the considerations, information and requirements
contained in this RFT. The evaluation procedure will consist of a formal, substantive and financial assessment
of the proposals received. Price is an important factor; however, it is not the only consideration in evaluating
responses to an RFT.
9. Your proposal shall remain valid and open for acceptance for a period of at least sixty (60) days from the
closing date indicated above for receipt of proposals. Please indicate in your proposal that it will remain valid
for this period.
10. Following submission of the proposals and final evaluation, Health Poverty Action will have the right to
retain unsuccessful proposals. It is the proposer’s responsibility to identify any information of a confidential or
proprietary nature contained in its proposal, so that it may be handled accordingly.
