Insurance is defined as coverage by contract whereby one party
undertakes to indemnify or guarantee another against loss by a specified
contingency or peril; a means of guaranteeing protection or safety. Some
insurance is optional and some is required. Contractors have many
options and we thought that we would take the time to highlight some of
the insurance that is required and other available options in the
construction industry - keep in mind this does not cover everything.
Workers' compensation is the insurance to pay the lost wages and medical
expenses of an employee injured on the job. It is required for contractors
before they are even licensed and all through their licensure unless exempt
- meaning there are no employees. There is no exemption for C-39
roofing contractors. Contractors are required to disclose within their
contract documents whether they carry workers' compensation or if they
are exempt. In California, failure to maintain workers' compensation
coverage when required can result in licensure suspension. Disciplinary
action can be taken against the uninsured contractor during the licensure
suspension for any work that is done because the contractor is considered
unlicensed.
Licensees in the state of California are required to have a surety bond in
the amount of $12,500.00 in order to protect the consumer in case of
defective construction or a violation of the Contractors' License Law - this
is commonly known as a Contractor's Bond. There may be a Bond of
Qualifying Individual required if the responsible managing officer does
not own 10% or more of the voting stock of a corporation/LLC or there is
a responsible managing employee qualifying the license. Cash deposits
may be an alternative to these bonds but are not released for three years
after the expiration of the license. Just as with workers' compensation,
license suspension will occur if the bond is no longer valid. Outside of a
contractor not paying for the bond and it being canceled or the surety
canceling it for another reason, other reasons for a bond to no longer be
valid and thereby the license suspended are: (1) judgment or payment of
claim which reduces the amount; (2) the surety company is no longer

authorized through the California Department of Insurance; and (3) The responsible managing
officer no longer owns at least 10% of the voting stock of the corporation/LLC. Note that the
bonds listed above should not be confused with a Disciplinary Bond. Also note that a license
bond is not in the true sense an insurance contract. The license bond does not protect you like
an insurance policy.
Commercial General Liability Insurance ("CGLI") is to protect against third-party bodily injury
and accidental property damage. It is not required (unless the contractor is a Limited Liability
Company) but contractors are required to disclose in their contract and bid documents whether
they carry CGLI. A CGLI policy will usually cover bodily injury and property damage caused
by unforeseeable events or accidents and injury or damage due to defective work. Keep in mind
all policies differ and coverage is subject to specific exclusions and various endorsements. It is
important for contractors to determine if a homeowner or business owner would contract with a
contractor that does not carry CGLI before contractors decide not to carry it.
CGLI is not intended to cover the contractors work product but rather damages caused as a
result of the contractor's work product. The owner should still have their own property
insurance. Many contracts even require the owner to purchase additional property insurance in
order to protect the construction project - often called builder's risk insurance. The purpose of
this type of policy or endorsement is to protect for direct physical loss or damage to the covered
property during the construction project. It protects the work during construction damages
caused by vandalism, theft, fire, acts of god, etc; loss to equipment or materials that are meant
to be incorporated into the work; and losses made possible by defective design or construction;
as well as causing an injury to a person or property; so long as they are not subject to
exclusion. Consequential damages such as delay damages and acceleration costs are usually
excluded from builders risk policies. As a contractor, it is important to determine what type of
protection is necessary on the project and make sure that the owner complies with it.
Professional Liability Insurance is defined as a policy that pays damages for negligence of
professionals, such as architects, engineers, or other design professionals. These policies
generally cover the wrongful act or professional negligence of an architect or engineer on a
construction project.
Insurance, legally required or not, provides a way for contractors to limit their risk - to a certain
degree. It is a good idea to consult with legal counsel and insurance professionals in order to
gain a better understanding of the above insurance types as well as what else may be available
in order to limit risk.

Oakville Crossroad Bridge Replacement
The proposed project replaces the existing bridge which is 23 feet wide by 92 feet long with a new structure which will be approximately 32.67 feet wide by 120
feet long. The new bridge will be a 2-span, cast in place conventionally reinforced concrete box-girder bridge structure requiring the construction of two
abutments with retaining walls and one pier. The new structure will carry two lanes of traffic on approximately the same horizontal alignment. The bridge will
pass over the Napa River at a higher elevation (approximately 3 feet higher) to meet current hydraulic design standards. In addition to the new bridge the road
approaches to the bridge will be widened and raised to meet the new bridge elevation and width. The westerly road approach will be about 293 feet long and the

#1 The addition of raw water ozonation facilities and processes. Ozone would be used to provide superior disinfection, enhance the removal of particulates from
the water, improve the taste of the water, and accelerate removal of other contaminants that might be present in the water sources treated at the RWTP. The
formation of disinfection by products (DBPs) is lower with ozone. Ozone functionally replaces chlorine in the treatment process, although chlorine would continue

#2 Replacement of the existing water clarification process/facilities with conventional flocculation and sedimentation processes with plate settlers. The horizontal
flow flocculation-sedimentation process is more stable operationally than the existing vertical flow clarifiers and provides greater resiliency for fluctuations in the
quality of water treated at the RWTP. In addition, the new basins would be designed to withstand seismic forces during an earthquake.
#3 Removal and replacement of the water process filters. The 12 new filters
would meet all current seismic standards, allowing for deep bed filter media to be
used and providing greater flexibility for washing the filters, as each new filter
would be half the size of the current filters.

The civil engineer under contract with the developer will provide schematic level grading plans for the building sites and their surroundings. The civil engineer will
also provide schematic wet and dry utility plans and typical street cross sections. Architects will coordinate with these consultants and with the developer via
monthly meetings, with additional meetings in between as needed to maintain the schedule. Approximately 6-10 coordination meetings are anticipated.
The Potrero Annex and Terrace residents and the wider Potrero neighborhood have been engaged in the master planning and design development to date. This
involvement will continue with the design of the buildings (and streets and open spaces). Architects will be required to participate in two community design
workshops.
Local Business Enterprises (LBEs) certified by the San Francisco Contract Monitoring Division (CMD) are strongly encouraged to submit qualifications in

Systems Special Services - Continuous Solicitation
General Services Agency, Real Estate Division is seeking specialty-licensed contractors to perform fire protection, fire alarm or security systems inspection,
maintenance and repair work (Special Services). The work is performed on an “if-and-as-needed” basis in accordance with the San Francisco Administrative
Code Section 6.65 requirements. Contractors who can demonstrate experience, expertise and quality of work may be awarded a master agreement for a term
not-to-exceed five years. All maintenance and repair services work shall conform to the City’s insurance, bonds, indemnity and prevailing wage requirements for
public work. When work is available, at least three special service contractors will be invited to submit a competitive quotation for the work. The contractor
submitting the lowest responsive quotation may be awarded the Contract Service Order (CSO) to perform the work. All special services work shall conform to the
City’s insurance, bonds, indemnity and prevailing wage requirements.

2015. The University shall establish a shortlist of qualified contractors for possible future minor capital projects ranging in value from $5,000.00 up to
$634,000.00.
Carolyn Faulconer of the Sonoma State University says that from July 1, 2014 through June 30, 2015 the university will be accepting contractors who wish to be
added to its list to perform various projects & services for the university. Right now there are no projects yet out to bid. The bid date, June 30, 2015, is the last
day the University will be accepting qualified contractors to its list.

Central Park/Gomes Park Railroad Crossing – (PWC 8381) - The project consists of
construction of new bicycle/pedestrian/service vehicle paved pathway at the proposed
at-grade railroad crossing signal at the Mission Creek/UPRR junction in the vicinity of
Central Park and Gomes Park. The project also involves, grading, minor drainage
improvements, installation of new fencing, gates, striping and signing within Union
Pacific Railroad (UPRR) right-of way and Alameda County Flood Control levee adjacent

Crandall Creek Play Area Upgrades (PWC 8834) and Play Area Conversions (PWC 8835)
– These two projects are to be bid together, and in total, include the replacement of one
(1) playground structure and eight (8) playground resurfacings. The Crandall Creek
Play Area Upgrades project (PWC 8834) includes the replacement of existing playground
structures and playground surfacing at Crandall Creek Park. Work includes demolition
of existing surfacing and playground equipment, installation of new playground
equipment, and installation of new poured-in-place rubberized playground surfacing.
The Play Area Conversions project (PWC 8835) includes the conversion of play area
surfacing at seven (7) separate park sites. The base bid will include three (3) sites to be
converted from sand to poured-in-place (PIP) rubberized surfacing, and four (4) sites to
be converted from sand to engineered wood fiber surfacing. Alternate bid items will
include the conversion of all sites to poured-in-place rubberized surfacing in lieu of
engineered wood fiber and site furniture replacement. Work includes demolition of
existing sand; demolition of concrete curbs, sidewalks, and other structures; and
installation of new rubberized surfacing or engineered wood fiber, concrete curb,
sidewalk, and miscellaneous site furniture. Engineer’s estimate for both projects is

and installation of sidewalks, curb ramps, signing and striping, landscaping and other
related work on Emilia Lane. Curb ramps will be upgraded to the latest ADA

Northgate Community Park Sidewalk Realignment (PWC8830) and Cricket / Baseball
Batting Cages Project (PWC8838) – These two projects are to be bid together. The
Northgate Community Park Sidewalk Realignment (PWC8830) includes the replacement
of an existing concrete paving pathway with a realigned pathway. Work includes the
demolition of a portion of existing concrete paving, chain link fencing, rough and finish
grading of the area, removal and relocation of four existing pathway luminaires,
removal and repair of existing turf and irrigation adjacent to the realigned pathway,
improvements to the existing drainage and tree planting. The Cricket / Baseball
Batting Cages Project (PWC8838) include the construction of an enclosed chain link
perimeter fence batting cage structure. Work includes the demolition of existing turf
area, removal and repair of existing turf and irrigation, rough and fine grading of the
batting cage area and surrounds, installation of concrete banding and paving,
installation of a chain link perimeter fence structure, with chain link roof enclosure
and three separate batting areas, installation of cricket grade synthetic turf over
concrete pads and aggregate base rock, individual entry gates, magnetic keypad access,
cellular system control, panic exit hardware, pole mounted electrical receptacles and
internal safety netting hung in each batting area and any other such items that are
required by plans, standard specifications and special provisions. Alternate #1
improvement includes concrete paving and Non-infill Synthetic Turf installation on
existing Northgate Cricket Field. Engineer’s estimate is $850,000. Anticipated bid

2015 Cape and Slurry Seal Project (PWC 8195-J) - The improvements to be
constructed, in general, consist of: Maintaining traffic and furnishing traffic control
throughout construction, providing advance public notification on all project streets;
preparation of roadways to receive surface treatment including removal of
thermoplastic and painted striping and markings and removal of raised pavement
markers, applying asphalt rubber chip seal to selected streets; applying polymer
modified slurry seal to selected streets; and applying thermoplastic traffic stripes and
pavement markings and placing reflective pavement markers. There may be other items
of work not mentioned above that are required by the State Standard Specifications or

Central Park Fields 9 & 10 Synthetic Turf Conversion – (PWC8800) - The Project
general description for base bid work consists of demolition and excavation of the
existing ballfield, fencing removal, surrounding concrete, rough grading, deep concrete
bands, mow band, concrete paving and pathway, new chain link fencing and gates,
establish subgrade and drainage, import and install permeable rock, performance
layer, coordinate and install synthetic turf, fine grading, transplanting existing trees,
new landscaping, new irrigation and modifications to existing irrigation system,
coordination with PG&E to obtain power to the new facility, install new 600A electrical
panel, new electrical conduit and wiring, new sports field lighting and electrical, and
other such items or details that are required by Plans, Standard Specifications and
these special provisions. The Project general description for base bid work consists of
Add Alternate No. 1, which includes the purchase and installation of a pre-fabricated
modular CMU storage building with electrical connections and lighting. Architectural
drawings are to be provided by the vendor and submitted by the General Contractor to
the City Plans and Permits Department, as a separate, deferred submittal; Add
Alternate No. 2 which includes the improvements for alternate 2 include re-routing the
existing fiber optic line in a new conduit trenched to a depth of 36 inches, and placing
a separate dedicated phone line conduit in the same trench. Add Alternate 3 includes
a new drinking fountain and related connections to potable water and sewer line
connections; Add Alternate 4 includes the installation of additional walkways, planting
and irrigation; Add Alternate 5 includes the addition of miscellaneous site furnishings.
