National Stronger Regions Fund
The National Stronger Regions Fund has been announced and opened for applications to be submitted by 28 November, 2014. The National
Stronger Regions Fund is an initiative to boost social and economic development in Australia’s regions by funding priority
infrastructure projects in local communities. The Australian Government has committed $1 billion to the fund over five years
commencing from 2015–16. RDA has been urgently coordinating information sessions to provide an overview of this Fund to
interested and eligible stakeholders.

Digital Economy Update
NBN Course
The NBN will transform the Australian telecoms sector. This online course outlines the NBN technologies, services, policies and
business environment.
The content, developed independently of NBN Co, has been widely run for Commonwealth, State and Local Government
agencies and enterprise clients, and presents a detailed and unbiased view of the project.
Those in NBN related technical and non-technical roles, both within and outside the telecoms sector would benefit from this course.
Course participants may come from State and Commonwealth Government agencies, local councils, retail service providers,
engineering companies and carriers.
The NBN will provide high speed broadband using a mix of Fibre to the Premises (FTTP), Fibre to the Node (FTTN), Cable, Wireless
and Satellite Broadband technologies. This online course, suitable for both technical and non-technical audiences, outlines NBN
technologies, NBN policy issues and the business model.
In particular, the course considers NBN implications arising from the 2013 change of Government.
The course begins with an overview how the NBN has evolved through successive governments. The NBN wholesale service model
is then outlined, along with a review of the NBN rollout. Following this, NBN technology components are reviewed, focusing on
FTTP and FTTN and their underlying technologies (both current and future). The NBN architecture is then described, as well as the
interfaces between service providers and the NBN.
NBN Wireless and Satellite Broadband services are then reviewed, focusing on the technologies and their expected performance.
The course concludes by examining the NBN consumer and business services, voice services, regulatory issues (including the ACCC
role) and the NBN pricing model.

Revised Disconnection Dates for Townsville Fibre Serving Areas
You may be aware that, following on from the first area of Townsville (Aitkenvale/Mundingburra) to be fully migrated from the
copper network to the NBN fibre network, there are a number of further areas which will undergo the same process in 2015. As
part of NBN Co's comprehensive communications campaign, NBN Co has been advising impacted residents of their respective
switchover dates through direct mail.
There has been a shift in disconnection dates for parts of the Townsville Fibre Serving Area (FSA). The map on the next page
clearly identifies the areas impacted by the switchover.

The premises impacted by this change will again be informed directly by mail, as well as further marketing activity.
Many of these areas have a number of multi-dwelling units. NBN Co is currently working with their partners to connect complex
buildings such as apartment blocks, local shops and business centres within the area. These premises require additional work
before an owner can connect to the NBN and NBN Co are working to ensure they are connected well before the existing
telecommunications network is disconnected. Each home or business will be notified as soon as they are able to order a service.
Any vulnerable customers who have not yet connected will be identified and case managed during this period to provide them with
the support and time they need to move to the NBN. These customers include people registered as having a medical alert or alarm
running on the existing copper network as well as people who are registered as having a life threatening medical condition. NBN
Co encourage people with a medical alarm to register the device with NBN Co by calling 1800 227 300 (Monday to Friday, 9:00am5:00pm AEST) or www.nbnco.com.au/medicalregister.

Programs, Grants and Initiatives
National Stronger Regions Fund
The National Stronger Regions Fund is an initiative to boost social and economic development in Australia’s regions by funding
priority infrastructure projects in local communities. The Australian Government has committed $1 billion to the fund over five
years commencing from 2015–16.
Funding will be provided for capital projects which involve construction of new infrastructure, or the upgrade, extension or
enhancement of existing infrastructure. Projects selected for funding should deliver an economic benefit to the region beyond the
period of construction, and should support disadvantaged regions or areas of disadvantage within a region.
Local Government and incorporated not-for-profit organisations are eligible to apply for grants of between $20,000 and $10
million. Grant funding must be matched in cash on at least a dollar for dollar basis, and the funded part of the project must be
completed on or before 31 December 2019.
Applications for Round One funding will be accepted between 1 October 2014 and 5pm applicant’s local time on 28 November
2014, using the Department’s secure Grants Management System (GMS) Portal. Access to the GMS Portal will be available shortly.
If you wish to apply for funding, your local Regional Development Australia (RDA) Committee may assist you to:



identify infrastructure projects;
facilitate bringing key parties together; and/or
prepare applications, supporting documents and evidence.

Industry Development Awards
Australian Children’s Television Foundation Funding
The GRDC Industry Development Awards (IDAs) are specifically
targeted at Australian grain growers or groups working directly
with growers for study tours, travel or other forms of training
approved by the GRDC. The aim is to develop new skills, build
relationships and acquire new information that will contribute to
building a sustainable and profitable grains industry.
The main criteria used in evaluating IDA Applications include:

The quality of the project and its relevance to the
Australian grains industry needs;
The track record of the group/applicant;
Scope of the learning objectives; and
Scope of the proposed communication

The ACTF provides funding and support to independent
producers and writers of quality children's programs.
By helping these people develop new children's programs, the
Foundation remains true to their goal of creating programs that
children, parents and educators can rely on to be engaging,
entertaining, accessible, creative and innovative.
Before funding is provided, the project is assessed against a
range of criteria, including:



the originality and quality of the story;
the experience of the team behind it; and
its potential to engage with young audiences.
Although overall quality is the primary consideration in
assessing a project, the ACTF also seeks to encourage:





diverse stories, voices and faces;
an Australian voice and point of view;
innovative use of new and emerging media platforms;
bringing new and emerging producers to the industry,
while harnessing the skills of experienced producers;
works that address gaps in content/genre/age groups.
In every project that is funded, the ACTF ensures that it is
produced to the highest standards. This is done by including
creative input and regular consultation as a condition of the
investment.

Get Playing Plus—Funding to improve sport and recreation infrastructure
Get Playing Plus will assist councils and community not-for-profit sport and recreation organisations to identify, develop and
deliver infrastructure projects that encourage more Queenslanders to participate in the sport and recreation activity of their
choice.
These projects will demonstrate a strong ability to meet service gaps in existing infrastructure, address regional needs (such as
population growth) and increase participation opportunities.
Please note: Consultation must be undertaken with your local Sport and Recreation Services office in order to obtain a project
proposal form. Successful Stage 1 announcements will be made in December 2014. Submissions will be assessed as part of a two
stage process – Stage 1 will involve initial project proposals; Stage 2 will require detailed project submissions from shortlisted
Stage 1 proposals.
The objectives of Get Playing Plus are to support the development and improvement of sport and recreation infrastructure that
will:


increase Queenslanders’ participation in sport and recreation activities; and
address current and future regional needs for community sport and recreation infrastructure.
The minimum departmental funding contribution for projects is $400,000 (GST exclusive).
The maximum departmental funding contribution for projects is $1,500,000 (GST exclusive). Maximum departmental funding
contributions are dependent on geographic location in Queensland and may vary per submission.

Queensland Apprentice Pledge
The State Government has launched the Queensland
Apprenticeship Pledge, an exciting new initiative that aims to
drive the creation of additional apprenticeship opportunities.
Under the Queensland Apprenticeship Pledge, the government
has asked industry to commit to providing additional
apprenticeship opportunities to further develop a strong skills
base for the state’s economy. In return eligible employers who
sign up to the program will be paid an incentive of up to $6000
for each additional apprentice they take on above their
benchmark.
The Queensland Apprenticeship Pledge supports the Queensland
Government’s $86 million commitment to create 10,000
additional apprenticeships over six years

Building Active Communities Workshop—Women and Girls in Sport
Encouraging women and girls to participate in sporting activities and to live a more active lifestyle has been a government priority
in recent times. For local sport and recreation clubs, increasing capacity to support female participation can deliver wide-ranging
benefits for all concerned. This can be achieved by providing a diverse range of sporting opportunities for females of all ages,
cultures and abilities.
This workshop looks at a number of issues relevant to women and girls and promoting opportunities within sport at both
community and boardroom levels. The workshop provides clubs with a range of strategies for increasing female participation and
attracting females into leadership positions through exploration of topics such as promoting active participation; making facilities
safe and female friendly; increasing media coverage and visibility and promoting gender equity on boards.

www.fairwork.gov.au has launched a series of online courses to help employers and employees.
Through the online learning centre, learn new skills and strategies to help you at work with free and interactive online learning
courses. The courses take around 20 - 30 minutes to finish and you can access them from your computer and most tablets and
mobiles.

Difficult conversations in the workplace - employee course : Get practical advice on how to talk to your manager about
things like getting the right pay, taking leave and changing your hours at work.


Courses for employers, supervisors and managers

Difficult conversations in the workplace - manager course : Whether you’re delivering bad news or talking to an employee


Hiring employees : This course guides you through the hiring process, from deciding whether to hire through to the first
months of employment.
Managing performance : This course helps you learn how to promote good employee performance in the workplace and address

Regional Australia Institute—Expands Research Library
RAI has gathered together a database of research relevant to regional Australia, and it can be accessed for free. You can also
contribute to [In]Form to share your knowledge. This will help make sure it stays up to date and relevant, an on-going resource
for people with an interest in regional issues.
[In]Form was developed by the Regional Australia Institute for two key reasons. Firstly, it provides easy access to completed and
current research and data from the year 2000, and is a constantly growing and evolving tool for policy makers, researchers and
regional communities.
Secondly, [In]Form identifies what information is already out there, and what gaps between key policy areas and available
knowledge we need to fill. This guides our research agenda to ensure policy makers have the evidence they need to make
informed decisions about Australia’s future.

The Big Blue Bash
THE BIG BLUE BASH is a national fundraiser for organisations, schools, community groups and individuals around Australia.
Hosting a BIG BLUE BASH makes a real difference to the 3 million Australians living today with depression and anxiety. The money
raised will help beyondblue increase awareness about depression and anxiety and deliver prevention and support services to those
most in need.
Last year more than 110,000 people in Australia contacted the beyondblue Support Service to get advice from a trained mental
health professional about anxiety and depression via phone, web chat or email. The money raised through THE BIG BLUE BASH
will help the Support Service continue to make a difference in the community and help more people in need.
Go blue for beyondblue! You can choose to do anything for your event, and you can hold your event on any day. There are many
fun fundraising events you can organise to “go blue for beyondblue” like a casual dress day, blues concert, or BBQ bash – your
imagination is the limit! Just make sure to pick a date early, let your guests know and let the fun begin.
