Police probe paradise shooting
The police reported
that the Independence
Weekend was busy, but
reasonably quiet.
Investigations
are
currently ongoing into a
shooting incident at Paradise View, where a 25yr
old man reported that he
was shot at, inside his
home.
The Paradise View
resident reported that he
was asleep when he was
disturbed by an armed
intruder, who fired several shots at him, then fled
the scene. No one was injured. The incident took
place around 5am on Sunday.
Robbery
Meantime, police are
investigating two reports
of robbery which took
place over the weekend.
In one incident, a
medical student reported
that he was assaulted and
beaten by three armed
masked men.
The young man reported that he was at his
Fitches Creek apartment,
when the intruders broke
into his room and began
beating him while demanding money.
It was further reported that the perpetrators
took him from his apartment and forced him to
withdraw an undisclosed
sum of money from a local ATM Machine, before
robbing him of other valuable items.
He was later taken to
Mount St. Johns Medical
Center for injuries he sustained during the incident.
The incident took
place around 3:15am on
Friday. Further investigations are ongoing into the
matter.
In a similar but unrelated incident, an Upper
Fort Road woman and
her son were reportedly robbed of an undisclosed sum of money by a
masked man.
It was reported that the
homeowners came face to
face with the armed intruder, who robbed them
of their money and jewellery. No one was injured.

young men also of Ottos,
while he was part of a
street jam in St. Johns.
The alleged incident

on Saturday, in the vicinity of the Antigua Commercial Bank. Further investigations are ongoing
into the matter.
In a similar incident,
a Cook’s Hill man was
rushed to the Mount St.
Johns Medical Center in
an unconscious state, after he allegedly received a
blow to his head.
The alleged incident
stemmed from an altercation between him and
another young man while
at a street jam on Long
Street. He was kept at the
hospital for further observation.
The incident took
place sometime during the
day on Saturday. Investigations are ongoing into
the matter.
Malicious Damage
Meantime, the police
are investigating a number of reports of malicious
damage to vehicles while
they were parked at the
East Bus Station on Monday.
The owner of Silver
Toyota motor car reported
that he parked and secured
his vehicle and went about
his business, and upon his
return he discovered that
the left front glass window
was broken out. The inci-
dent took place between
1:15am and 3:30am.
Similarly, a Willikies man reported that he
parked and secured his
Toyota Starlet and when
he returned to his vehicle,
the right front door glass

Ambassador Corps extends sincerest congratulations to the Government
and People of Antigua
and Barbuda as we celebrate the occasion of our
nation’s 33rd Anniversary
of political independence.
Our nation’s storied
past has been well documented and it is our resilience as a people to meet
challenges frontally and
to rise above adversity
which have moulded us
into the proud and determined people we are today.
While reflecting on
our accomplishments, we
must be cognizant that
much more is yet to be
achieved in our collective
aspirations to ensure that
Antigua and Barbuda de-
velops into a more modern, all-inclusive society
where all citizens and
residents can thrive.
The National Youth
Ambassador Corps urges
the youth of our beloved
nation to remain positive,
stay focused, be more
goal-oriented and exude
patriotism daily.
Let us embrace our responsibilities confidently
and in so doing, demonstrate our readiness and
abilities to create new and
innovative ideas designed
to build upon the rich legacies which our founding
fathers so valiantly laid.
Again Happy Independence to all Antiguans

Unity and equality for one and all
The celebration is
over and another year is
in the books. The occasion of the country’s 33rd
anniversary of political
independence is now behind us and hopefully
we can forge ahead as a
nation in much the same
way that we came together in observance of the
occasion.
We are always amazed
at the show of unity during
events such as these.
The question always
arises as to why can’t we
maintain national pride
and the cohesiveness
among our brothers and
sisters all throughout the
year.
But we are never kept
in wonderment for too
long.
At a closer look, the
answer leaps out at us and
gives us cause once again
to lament as to whether or
not we have achieved any
real gains as an autonomous nation.
We are still divided
and sadly the most striking line of this division is
along the political lines.
We cannot seem to
bridge that glaring gap between a national occasion
around which persons of
varying political ilk can
find common bonds and
the choices we have made
as to who makes our decisions as a nation.
Sadly our politics
define us and often determines who deserves
fitting reward as willing
contributors to the task of
nation building.
Not for a moment
we are attempting to
throw cold water on the
awardees at Monday’s

ceremonial parade.
Congratulations are
indeed due for all who
played their role in developing this nation.
However ours is a
concern that dwells not in
the ceremonial trappings
of a single activity but is
based on the lack of an
ongoing culture of patriotism and love for each
other.
We should not have to
wait until Independence
time to renew our love for
nation and for our fellow
citizens.
We should not ever
ever make the divisive
nature of our politics rob
us of giving our all to Antigua and Barbuda.
Our focus has become
much too centred on who
occupies the seat of power.
It is way past the time
that this country settles
down to the business of
preparing for a future that
is already riddled with a
myriad of challenges.
We need to move beyond the simplistic and
renergise our priorities
with nation building driven plans that are not determined by which side
of the political fence that
you fall.
If some day we can
remove that sceptre of di-
visiveness from our daily
lives then we perhaps can
begin seriously thinking
of progress and development in the way that other
developed nations are doing.
Until then, we are regrettably stuck in a selfish
and myopic attitude that
will do nothing to achieve
the unity that we referred
to in the opening of this
commentary.
We are fearful that
unless our political leadership see the wisdom in
keeping their hands out of
the activities that encourage the promotion of the
ideals of nation building
that we will not achieve
any worthwhile gains.
We stand to gain the
most if we strive for our
goals together. Should
differences, political or
otherwise, be put aside,
a whole new world can
be opened up to this very
young nation.
It will be left to our
leaders to determine
whether or not they really want the best for this
country and that sadly is
left to be seen.
Because as a people
we have grown weak.
According to King Short
Shirt, “A stand will have
to be taken soon, by we
the people ourselves, for
our future sake.” caribtimes.com

Don’t be an easy target
All the security information and equipment in the
world will do no good if a homeowner does not follow several important safety rules:
Don’t hide a key around your house. A burglar
knows where to look, and may find the key no matter
where it is hidden. As an alternative, consider giving
an extra key to a trusted neighbor.
Don’t put any personal identification on key
rings. This way, if keys are lost or stolen, they cannot
be traced to a residence. As an added precaution, if
keys are lost or stolen, change the cylinders in the
locks immediately.
Don’t leave windows open when you are not at
home, even if you are only leaving for a short while.
An open window is an open invitation to a burglar to
come in and help himself.
Don’t leave valuables in the open. This is needless temptation to anyone casing the house for a burglary. It is easy to put valuables away in a drawer or
cabinet.
Don’t leave the doors unlocked or open, even if
leaving for just a little while. Again, this is just asking
to be burglarized.
Make sure all tools, and ladders are put away. Everything should be stored in a locked garage or tool
shed. Tools can be worth a considerable amount of
money and can be easily taken if not locked away.
Tools can also be used to facilitate entry by a burglar. A simple screwdriver or hammer can be used to
pry open or break a window or a door. A ladder close
at hand makes it easy for a burglar to climb to a second story window, on to a balcony or even the roof
where it may be easier to break in.
At night, leave yard lights on. A light makes it
difficult for someone to break in through doors or
windows without being seen by neighbors or deputies patrolling the neighborhood.

Déjà vu … and
Danger – Part II
It is a safe bet that
two factors among others
contributed mightily to
the huge ABLP victory on
June 12. True, by that time
an aware (and alarmed)
electorate was heartily
sick of UPP deceit and
hypocrisy, and was more
than ready to see the back
of the hapless blue crew:
all the voters needed was
a viable alternative.
At the same time
though, a wary Body Politic needed to be convinced
that the ALP had changed
enough for voters to entrust it once more with
the fate of the Nation. It
took the historic leadership shift of November
2012 to alert the electorate to the possibility that
our tiny two-island state
of mind now had a change
agent we could believe in.
Another critical factor behind the national change
of heart was the Gaston
Browne message of “Inclusivity”.
The word sounded enough like the UPP
“Big Tent” philosophy
to convince a majority of
those “swing” voters that
it might be worth the Nation’s while to give an energetic, imaginative and
capable young man the
mandate to run our affairs
at this critical juncture
in our History. So said,
so done; and the June 12
2014 landslide was essentially a victory for the
Gaston Browne style of
leadership over that of
the bumbling Spencerite
clique.
It is absolutely amazing that PM Gaston
Browne has been able to
keep the job hungry beast
quiet and at bay for as long
as 5 months, while the
ABLP team grapples with
the mountain of crises
confronting the incoming
administration. However,
the “phony war” is ending; and the political animal that lurks within the
ABLP is beginning to stir
dangerously.
Poor people have been
without meaningful, stable (or any) employment
for far too long; and the
promises of big new projects soon to begin are
starting to sound a bit like
… well … casting pearls
before swine.
This is 2014, with the
economy still very much
feeling the effects of the
economic debacle. ALP
supporters had long been
accustomed to ruling the
roost at the expense of ev-
erybody else; and the more
innocent among them expected this (to them) quite
natural state of affairs to
reappear as soon as their
party returned to office.
Faith in Gaston Browne
may have slowed reaction
to the disappointment, but
the respite may be about
to end.
Unsurprisingly, it is
the maverick James ‘Tanny’ Rose, that untiring
champion of the poor and
downtrodden picky-head
people, who has raised
the standard of rebellion;
and The Voice is feeding
off a deep reservoir of resentment seething among
the ABLP rank-and-file.
Arriving with a bang to
dominate the early afternoon airwaves with his
new talk show on Liberty Radio ZDK, Rose
has tapped into that vein
of resentment – and the
bleeding poses a threat to
the stable progress of the
Gaston Browne ABLP administration.
It is like déjà vu all
over again; only now it is
the chagrined ABLP faithful who must stand by bitterly as UPP supporters,
still occupying comfortable positions in the public sector, taunt them with
the chant: “Foo ar-youdey party might be inna
power, but a ar-we ‘till
a-run t’ings!”
If that remark sounds
familiar, it’s because in
2004 ALP supporters still
in government employ
leveled it gleefully at chagrined UPP faithful who
remained cut off from the
tasty stuff filling the public trough. That pain above
all else, I think, opened the
eyes of the UPP leaders to
the possible political benefits of “hi-jacking” the
thousands of public sector
votes away from the ALP:
hence, the Voluntary Separation Package and all
that ensued.
The coming months
will be a true test of PM
Gaston Browne’s leadership skills, as he works to
accelerate the start of employment-creating projects. PM Browne must
find ways and means of
placating his supporters,
who see the UPP structure
remaining firmly in place,
apparently tolerated by
their own ABLP leaders.
Too many ABLP faithful
find something very, very
wrong with that picture –
and they expect their PM
to put that wrong right;
soon.

Twenty-million Euro grant for
disaster management in the region
Antigua and Barbuda
is among regional territories that will benefit from
a 20 million euro disaster
management grant from
the European Union.
The funding has been
secured under the ACPEU CARIFORUM Natural Disaster Risk Management Programme, which
will be implemented over
a five year period (20142019) by the Caribbean
Disaster Emergency Management Agency (CDEMA), the Caribbean Development Bank and the
Dominican Republic.
It is expected to support the strengthening of
National Disaster Offices
and CDEMA in the implementation of the 20142024
Comprehensive
Disaster
Management
Strategy.
In addition to capacity building, early warning, national risk profiling
and
community-based
risk reduction systems are
expected to be bolstered
locally and regionally.
The EU intervention is
also expected to strengthen critical infrastructure
in the transportation and
water sectors in CARIFORUM countries, to make
them more resilient to natural hazards and the climate change and climate
variability phenomena.
Head of the European Union Delegation to
Barbados and the Eastern
Caribbean Mikael Barfod
said: “The flash flooding
which occurred in St. Vincent and the Grenadines as
well as St. Lucia last December should be a wakeup call for the Caribbean.
It should send the signal
that the region should be
prepared, not only for the
hurricane season, but for
any disaster related eventuality.”
This is not the first
time the European Union
is providing disaster related support to the Caribbean. In the past, the EU has
supported initiatives such
as disaster management
capacity building and institutional support as well
as installation of regional
weather radar systems.
Additionally, they have
contributed significantly
to the establishment of the
Caribbean
Catastrophe
Risk Insurance Facility,
which provides compensation to countries following disasters.
Other
beneficiary
countries of the funding
are The Bahamas, Barbados, Belize, Dominica, Dominican Republic,
Grenada, Guyana, Haiti,
Jamaica, Suriname, Saint
Lucia, St. Christopher and
Nevis, St. Vincent and the
Grenadines, Suriname and
Trinidad and Tobago.

PM Browne’s Address to Investors
at the Henley & Partners - Global
Citizen Investor Forum in Singapore
Let me thank the organizers, of the 8th Global
Residence and Citizenship conference, Henley
& partners, for organizing this very useful investor forum and for the
invitation to participate.
We are gathered here
today as facilitators of
global citizenship in the
creation of a more integrated and harmonious
global space.
Antigua & Barbuda,
is an English Speaking,
twin island state located
in the middle of the Caribbean.
Our country is renowned for its 365 beaches its pristine waters,
beautiful climate, peace
and tranquility.
It is a melting pot, a
multicultural society that
provides for the mobility and a good quality of
life for all citizens and
residents. Its physical
beauty and diversified
population, makes Antigua & Barbuda with its
developed service economy, and highly educated workforce, one of the
best investment destinations in the Caribbean.
In fact, our country was,
earlier this week, ranked
within the top five destinations for ultra high net
worth investors by the
Candy GPS Report. The
only other independent
Caribbean nation that
ranked within the top five
was the Bahamas.
Historically, Antigua
& Barbuda has always
been one of the top performers for investments
in the Caribbean, because
of its stable political, social and economic systems.
Our country boasts
the second highest per
capita income and one of
the highest levels of development in the Caribbean, as measured by the
United Nation’s Human
Development Index.
My
Government
which was elected a mere
150 days ago, is tasked
with the leadership responsibility to aggressively expand the scope
and space of our country, to increase trade; and
to stimulate and attract
more investments.
Our delegation is here
today to deliver on that
mandate.
As Prime Minister, I
Prime Minister, the Hon., Gaston Browne.
presently hold the portfolio of Finance and corporate governance. The
inclusion of corporate
governance as a subject
area was designed to give
prominence to the importance of good governance
to my administration. We
believe that good governance is a prerequisite to
a healthy investment and
trade environment and
that good governance is
good business.
Our
Government
has already started to
strengthen the governance framework by realigning our standards to
meet or exceed international benchmarks.
Since June 2014,
Antigua & Barbuda has

accountability, as well
as increased efficien-

cy. Processes have been
re-engineered, eliminating a number of bureaucratic impediments and
we are in the process of
introducing a new ICT
governance platform that,
will see improvements
in service delivery in all
sectors of the economy. Our Government is
fully committed to the
continued
strengthening of the legal, regulatory and administrative
framework for financial
services in keeping with
the requirements of the
OECD. Antigua & Barbuda
has a well regulated financial market. There are no sanctions, no black listing or
grey listing and our government remains committed to ensure full adherence to the standards
established for International Financial Centres
(IFC’s).
Similarly, in recognition of the possible pitfalls
of the Citizenship by Investment (CIP) program,
we have strengthened the
management, by legislating Cabinet oversight of
the program. This is to
ensure the integrity of the
CIP program and the Jurisdiction as a whole. The
Citizen BY Investment
Unit (CIU) implements
rigorous, uncompromis-
ing due diligence standards, which is invariably
outsourced to reputable
and internationally renowned
due-diligence
service-providers, with
competencies and expertise in the specific geographical location of the
applicant.
My government is
working relentlessly and
in partnership with the
citizens, residents and investors to transform Antigua & Barbuda into an
economic powerhouse in
the Caribbean. Investments and trade
are the primary economic pathways towards
achieving this impressive
transformational vision
to empower our people.
Our socio-economic
and political infrastructure includes:

The responsiveness
of my Government to
investments and the attendant enabling environment are second to none. Cabinet members to include myself are extremely accessible. In fact, any
serious investor could literally get off a plane and
walk into the office of the
Prime Minister. Antigua
& Barbuda also boasts
some of the most attractive Investor incentives
to include:
Up to 25 years of tax
holidays;
Tax waivers on the
importation of building material and capital
equipment; and the waiver of withholding taxes. Our financial services
sector boasts a number
of tax free products to
include tax free deposits
and wealth management
products. So in other
words, gross income is
net income.
Our real estate investment product; in hotels,
condominiums and private dwellings for personal use and or rentals,
provide a low risk investment and a sure return
unlike the speculative
equities, bond and hedge
instruments that have left
many investors destitute. It should be noted,
that stock markets are
now globally integrated
Wednesday 5th November 2014
resulting in contagion,
thereby rendering hedge
strategies
ineffective. Investors can no longer
escape the fundamental
market risks by investing
across different markets. Real estate prices
in Antigua & Barbuda
have lower volatility and
remained stable even
during the global crisis. It is estimated that
real estate in Antigua &
Barbuda will appreciate
by 30 percent within the
next year because of the
plethora of new real estate investments that will
commence the next few
months. This will provide potential investors with a
capital gain of 30 percent
upon immediate construction or acquisition of
a property, thereby providing a buffer to protect
and grow their investment.
In Antigua & Barbuda, we not only help investors to get wealthy;
we assist them to overcome the challenge to
stay wealthy.
For investors who
have surplus cash, above
and beyond their short
and medium term liquidity needs; investing in
Caribbean real estate, is
among the surest of investments to preserve and
grow your wealth. This
real estate investment
strategy should form part
of any modern risk-based
investment portfolio to
effectively hedge against
the demand driven, highly volatile speculative
stock market instruments
that resulted in the erosion and even elimination
of investor wealth during
periods of market failure.
Our Government understands that time is money and we operate on the
Kiss Principle – Keep It
Simple – Stupid.
So we cut through all
the bureaucratic chase
providing investors with
a safe, sound and secured
environment to invest. The integrity, responsiveness and dynamic
leadership of our Cabinet
of Ministers, supported
by a highly skilled and
friendly workforce, have
distinguished the Cabinet as one of the best and
most effective in the Caribbean. This superior level of
performance has resulted
in strong investor confidence making Antigua &
Barbuda a choice investment destination.
Within our first 100
days in office, we have
had in excess of US$3.0
billion in investment
pledges. This includes
the Yida Investment Singulari US$2B investment
project which is expected
to break ground by the
second quarter of 2015.
In Antigua & Barbuda, whereas there are
bullish investments, there
are no bears and certainly no busts, no market
failure. Investors can be
assured of a stable investment environment with
consistent returns.
We are presently enhancing and promoting
our offshore financial services and remote gaming
sectors with new product
development to include
a real estate investment
trust product.
Our country has one
of the largest ship registry in the Caribbean
which is being expanded into Europe and Asia.
Additionally, we are in
the process of establishing a commercial airline
registry.
The goal is to offer
ultra-High net worth individuals an integrated
product.
For example, A typical investor upon acquisition of citizenship, could
register his private yacht
and his jet in Antigua,
while obtaining a bank
license to operate his/
her own private bank to
preside over his/her own
wealth management.

gram is presently being
modified to provide a
pathway to citizenship.
We have recently
modified our Citizen by
Investment Program to
make it more competitive. Our CIP program
concentrates on providing the right investor fit
focusing on the attraction
of high net worth individuals for the mutual
benefit of satisfying their
life style choices, while
simultaneously uplifting
the living standards of all
citizens and residents.
Our turnaround time
ranks among the fastest
in the market with a guaranteed 90 day turnaround
time for citizenship.
CIP Options
There are three broad
avenues for an investor to
qualify as a citizen and to
be issued with a passport:
Contribution to the
National Development
Fund (US$200,000.00)
Contributions
are
held in a special fund
established under the Finance Administration Act
and are utilized for:
Infrastructure development, Budgetary Support, Debt reduction, Institutional strengthening
and capacity building,
employment,
Housing
and poverty alleviation,
among others.
Real Estate Option
(US$400,000.00)
This option is applicable to an approved
project in an approved
development.
Through the real estate option, purchases are
concentrated in high-value designated zones. The
focus of the Real Estate
component is to stimulate
economic activity, generate new tax revenues and
other forms of income for
the government.
The property must be
held for a minimum of
5 years and may be sold
prior to the 5 year term,
but only if another property of equal or higher
value is purchased.
The Investment in
a Business (USD$1.50
Million for a single investor): or (USD5.0 million for 2 or more investors, each investor
investing a minimum of
USD$400,000.00)
This model presents
tremendous business opportunities for persons
seeking to invest in various types of business to
include but not limited to:
Information
Technology, Agro-based Industries, Fisheries, Ship
Registry and Ship Berth,
Banking and Financial
Service, Tourism related
Enterprise, Manufacturing, textile and informatics.
Upon approval, the
applicant is required to
take an oath of Allegiance
which may be taken in
Antigua and Barbuda or
in any of our numerous
overseas Consular Offices and Embassies. Applicants can receive citizenship prior to taking of the
Oath but are required to
complete the Oath-taking
process within the first 5
years of receiving Citizenship.
Residency RequirementA successful applicant will be required to
spend a minimum of 5
days total over the first 5
year period. It is deemed
necessary that applicants
have a connection with
Antigua and Barbuda by
actually visiting and familiarizing themselves
with their new country of
citizenship.
Our supporting social
infrastructure is being
upgraded to meet the demands of the locals and
the life style choices of
our new CIP citizens. This includes the establishment of a new
publicly owned University to complement the two
existing privately operated medical universities
and to provide increased
access for a University
education.
Within the next decade, we expect at least

20 percent of the population to be holder of a University degree.
We are presently upgrading our state of the art
hospital with more modern equipment and this
will be augmented with
the construction of several additional poly clinics.
A new cancer centre will
commence
operations
from early next year and
a stem cell medical centre
will also be established
later in 2015.
Evidently, Antigua &
Barbuda is the place to
be; where investors could
successfully pursue their
life style choices while
generating
sustainable
profits on their investments.
Therefore, I extend a
special invitation to all
potential investors to become a part of our Antigua Family where paradise awaits you.
Once again, I congratulate the Henley team
for their dedicated work
and commitment to the
promotion and advancement of the CIP program
for Antigua and Barbuda.
Antigua is pleased to
partner with you in attracting investments to
facilitate the growth and
expansion of our economy.
Thank you and do enjoy the rest of your conference.

Mexican Mayor and wife
detained in case of 43 missing
MEXICO CITY (AP)
– Mexico’s most-wanted
couple, accused of running their town as a drug
fiefdom and ordering an
attack that killed six and
left 43 college students
missing, were caught
Tuesday in a rough-andtumble neighborhood of
Mexico City where they
were hiding.
Federal police seized
Jose Luis Abarca and his
wife, Maria de los Angeles Pineda, in a raid before dawn in Iztapalapa,
a working-class neighborhood of the capital. It was
a far fall from their reign
of wealth and power as
the mayor and first lady of
Iguala, a town in southern
Guerrero state where the
students from a teachers’
college went missing Sept.
26, allegedly at the hands
of police and a drug cartel.
Even as they were
hauled off to the Attorney General’s organized
crime unit to give their
statements, the capture did
nothing to answer the biggest mystery: Where are
the students? Their disappearance, and the failure
to make progress in the
case, has ignited protests
across the country and
broadsided President Enrique Pena Nieto’s efforts
to paint violence in Mexico as a thing of the past.
“News like this just
makes you angrier,” said
The mayor of the city of Iguala, Jose Luis Abarca, right, and
his wife Maria de los Angeles Pineda Villa.
Mario Cesar Gonzalez,
whose son, Cesar Manuel
Gonzalez, is among the
missing students. “I wish
they would put the same
intelligence services and
effort into finding the students. The ineptitude is
staggering.”
Authorities have un-
covered mass graves and
the remains of 38 people,
but none has been identified as the missing students. Besides Tuesday’s
arrests, at least 56 other
people have been taken
into custody, and the Iguala police chief is also being sought.
Kurds help IS militants in battle for Kobani
BEIRUT (AP) – Ethnic Kurds
are helping members of the Islamic State group in the battle for the
key Syrian Kurdish town of Kobani, sharing their knowledge of the
local terrain and language with the
extremists, according to Iraqi and
Kurdish officials.
It is not clear how many Kurds
are aiding the estimated 3,000 Islamic State militants in the Kobani
area - and fighting against their own
Kurdish brethren - but activists say
they are playing a major role in the
7-week-old conflict near the Turkish
border.
A top military commander for
the extremists in the town is an Iraqi
Kurd, known by the nom de guerre of
Abu Khattab al-Kurdi, helping them
in the battle against fellow Kurds.
Officials with the main Syrian
Kurdish force known as the People’s
Protection Units, or YPG, say they
became aware of the Kurds among
the mostly Sunni Muslim extremists
early in the fighting.
As Kurdish fighters were defending the nearby Syrian village of Shiran in September, two Kurdish men
with different accents and wearing
YPG uniforms infiltrated their ranks,
Kurdish officials said. Upon questioning, however, they were captured
and admitted to fighting for the Islamic State group, the officials added.
Iraqi and Kurdish officials say
many of the Kurdish fighters with
the Islamic State group are from the
northeastern Iraqi town of Halabja,
which was bombed with chemical
weapons by Saddam Hussein’s forces in 1988, killing some 5,000 people.

Manhunt underway in Jamaica for man
who killed mother and two children
KINGSTON, Jamaica
(CMC) – Jamaica police
were searching for an unknown gunman who shot
and killed a woman and
her two sons on Monday.
Police have not released the names of those
killed, but the incident occurred at May pen in Clarendon.
Residents said they
heard the loud explosions
and the woman screaming
that she had been shot. A
man was later seen running away from the premises.
In September, law enforcement authorities said
that there had been an 18
per cent reduction in murders for the period January 1 to September 24.
A total of 714 murders
were reported, compared
to 871 for the same period
last year.
PAHO/WHO mobilize Ebola
preparedness teams in the Caribbean
BRIDGETOWN,
Barbados
(CMC) – The Pan American Health
Organization and the World Health
Organization (PAHO/WHO) say
they are mobilizing teams of experts
in outbreak alert and response to
help member states in Latin America and the Caribbean ensure they are
prepared for any potential introduction of Ebola virus disease (EVD).
PAHO/WHO missions will visit
member countries over the next two
months to assess countries’ levels
of preparedness to detect, treat and
control the spread of any potential
imported case of Ebola.
A PAHO/WHO statement said
the missions, in coordination with
national health authorities, will
assess gaps and make recommendations for addressing them, and
PAHO/WHO will provide follow-up
technical cooperation based on individual countries’ needs.
In addition, PAHO/WHO experts and experts from the Global
Outbreak Alert and Response Network (GOARN) will be deployed if
an imported case of Ebola is identified in any member country, to assist
national health authorities in implementing their EVD response plans.
No cases of Ebola have been reported in Latin America or the Caribbean to date. However, “the risk
of an imported case in the region
is real,” said Dr. Marcos Espinal,
Director of PAHO/WHO’s Department of Communicable Diseases
and Health Analysis.
“It is important that our countries’ health systems be prepared to
respond quickly to cases of Ebola
and make sure it does not spread.”
The PAHO/WHO said that to be
prepared for a potential case of Ebola, countries need to have the ability
to detect a patient with symptoms.
They said healthcare workers
must be familiar with screening criteria, including symptoms and history of travel/exposure, and know
when to isolate patients.
“They also need to know how to
protect themselves from exposure to
the virus in the course of their work.
Health officials need to know how
to prepare and send medical specimens for testing and which laboratories are able to diagnose Ebola.
“Ministry officials must know
how and when to carry out contact
tracing.”
The two UN agencies say they

DEAR LADY X HOROSCOPE
I’m in love with a man
with a big heart. He was my
boyfriend when we were both
6 years old. We lost touch for
many years, but when I ran
into him again we reconnected with a vengeance. We are
great together, and I can’t
imagine spending my life

We come from a small

he moved in with me. We
now live in a major city and
things are very different here.
Applying for jobs requires

wasn’t a common practice.
He was, to put it gently, quite

During the past year he
has turned things around,
but despite his efforts he has
been unable to find work.

are websites to assist felons,

him. He has been to unemployment and temp agencies

DEAR
FEELING
HELPLESS: That’s a good
question, and it’s one that
legislators have been looking into. Some laws in certain jurisdictions limit an
employer’s ability to look at
criminal records. It might be
worth your while to discuss
this with a labor lawyer in
your state to find out what
the statutes are, because it
is not the same in all states.
While it might not solve your
problem, it will give you a realistic idea of what the two of

Emrit named T&T four-day captain,
Ramdin alleges ‘victimisation’
West Indies’ Test captain Denesh Ramdin believes he has been axed
as captain of the Trinidad & Tobago squad for
the forthcoming domestic four-day tournament
and has alleged, in an
interview with Trinidad
Express, that he is being
“victimised”. Allrounder Rayad Emrit has been
named captain of the T&T
side. Patrick Rampersad, a
vice-president of the Trinidad & Tobago Cricket
Board (TTCB), has denied
Ramdin’s allegation.
Ramdin said he had
met the TTCB executive
on November 3 to discuss
the forthcoming season
and admitted the move
had come as a shock as he
had anticipated continuing
his tenure as captain.
“It [the meeting] was
to talk about playing for
Trinidad so I told them
[TTCB], ‘Yes I will be
available for Trinidad,’
and I said, ‘Yes, no problem, I will be at training
tomorrow [November 4],’
and then they said I am
no longer the captain,” he
said.
“So I said how could
I be West Indies captain
and play for T&T under
somebody else. When I
was captain for the fourday and the 50-over teams
and Dwayne [Bravo] was
captain for West Indies’
one-day squad, the guys
said because he is oneday captain, it would look
bad if he comes back to
play for T&T under somebody else, so he captained
the team for the Super50.
Now it is the same situation, if I am captain for
West Indies and have to
come back to play under
somebody else.”
Ramdin alleged he
was being victimised and
said that he had been asked
about the abandoned India
tour during the meeting
with the TTCB. Ramdin
believed the team was
moving in a different direction, but said that his
removal served as a motivating factor.
“In moving forward
they are trying to go in a
different direction,” he
said. “I am axed as captain and they announced
Rayad Emrit will be captain going forward for
Trinidad & Tobago. I
think it is more victimisation because they were
asking me questions about
India and my lawyer said
Denesh Ramdin
not to talk about it so I
think they were trying to
get more information on
that aspect.
“I think they are trying to victimise me and
some of the other players,
but I am not going to let it
disrupt me mentally. I am
just trying to get back into
the right frame of mind to
play and I know we [T&T]
have a couple of games
before going to South Africa so I will just try to get
myself mentally prepared.
We have a game against
Barbados at the Oval so
that is my main focus right
now, to get out there and
be playing cricket again.”
Rampersad reportedly told Trindad Express
that the executive could
not have removed Ramdin as captain without a
recommendation
from
the selectors. Alec Burns,
head of the selection panel, told the paper that the
panel had made recommendations but could not
reveal them. He said the
panel could only make
recommendations and that
the final decision rested
with the TTCB executive.
Azim Bassarath, the board
president, also said that
players “cannot be victimised” for abandoning the
India tour. (ESPNcricinfo)

Stop Look Down on me Cause Meh Poor
You look down on me because I’m poor,
You mock me for what I wore;
Just because I am poor and can’t fit in,
You nicknamed and called me “Garbage Bin”.
I tried so hard to be like you,
Wondering what next I should do;
I changed my talk, I changed my looks,
Yet still you treat me like a crook.
I am going to accept myself for who I am,
Yes, I might be poor but here is my plan;
With this brain that God gave to me,
Perseverance to success will be the key.
One day I will move from rags to riches,
There will be more than enough to share God’s blessings;
I will not try to fit in to be like you,
For I will be living in posh places too.

“We have been busy allocating the holes and co-ordinating the banners and
signs for each one. Registration Fees are EC$250
per person or EC$1,000
for a team of 4 golfers.
Lunch under the tents, includes two complimentary
drinks, Cart Fees, Blue
Waters courtesy of A.S.
Bryden, and a goody bag
with exciting vouchers
and products from participating sponsors. A team
briefing will follow the
Subway breakfast in the
Clubhouse, and 8:45am is
tee-off time.” White, who
is also a terrific golfer
and will play in the tournament, says Caribbean
Helicopters is providing
a Hole-in-One prize, and
Virgin Atlantic has offered
2 complimentary tickets
for one lucky golfer and
2 more that will headline
the live auction.
The format of the
Tournament follows the
guidelines of a “Scramble”, each team comprising four players playing
18 holes. Each player on
the team tees off on every
5 November 2014
hole and they choose the
best drive. From that spot,
each person hits a second
shot.
The team then decides
on the best position from
which to play their third
shots and so on, until one
player holes out. Each
member of the Team 1st
Gross and Team 1st Net
will receive a Trophy,
crafted by Sign Pro, the
winners of the Nearest the
Pin Ladies and Gents and
all 5 categories in the Longest Drive will receive
Until 8 November 2014
medals by Sign Pro.
The
International
Women’s Club through its
Golf For Education Programme, also supports a
stipend each school year
for an adult remedial education teacher through
Project Hope, provides a
major prize for the Wadadli Pen Writing Competition, and funds materials
for the Back-to-School
Project, assisting up to 15
youngsters in need. For
